OF THE COUNCILMEN
OF THE VILLAGE OF TEQUESTA
A Public Hearing was held by the Councilmen of the Village of
Tequesta on Tuesday, January 14, 1964 at 10:00 A.M. at the Church of
the Good Shepherd.
Councilmen present were: Messrs. Bowden, Turnbull, Stewart and
Cornelius. Also present were Attorney Lord and Village Clerk Robert
Harp. Attorney Charles Houston representing Mrs. Dorothy T. Rankin and
Mrs. Edith M. Urquhart, owner of Lot No. 28, Block 15, Jupiter in the
Panes, Section B, were also in attendance.
Vice -Mayor Bowden advised that Mayor Valier was unable to attend
the Hearing and he advised that the Hearing had been called to consi-
der and act upon the request of Mrs. Dorothy T. Rankin and Mrs. Mary
T. Floyd for a Building Permit to make structural alterations and re-
pairs to their property located at the corner of Seabrook Road and
Dover Road.
The Clerk explained the property had been annexed to-the Village
but had not as yet been zoned. It was explained that the building had
been used as a multiple family dwelling for quite some time, even before
Palm Beach County Zoning, and had been a non - conforming use as to County
zoning. It was brought out that if the Village should zone the pro-
perty R -1 (Single Family Dwelling District), the owners could continue
to use it as a multiple family dwelling but it would be a non - conforming
use in respect to the Village Zoning Ordinance and only ordinary and
necessary repairs would be allowed to be made to the building. No struc-
tural alterations would be permitted. A mock -up model of the proposed
structural alterations which had been prepared by Mrs. Rankin was dis-
played and examined. The Councilmen believed the changes as proposed
to be quite an improvement over the present structure and would make a
much nicer appearance.
Attorney Lord stated he believed the proper action for the Council
to take on this matter would be to grant the issuance of a building
permit and then zone the property 11 -1 at a later date. Thus the owners
could make the proposed structural alterations and the benefits of a
much nicer looking and neater piece of property would accrue to pro-
perty owners in the immediate vicindty and to the Village at large.
Following the discussion, Cornelius moved that a building permit
for the proposed structural alterations and repairs be issued to Mrs.
Dorothy T. Rankin and Mary T. Floyd upon receipt of proper building
plans and specifications and that the start of construction of the pro -
posed structural alterations and repairs must be started with ninety
(90) days from January 14, 1964. Motion seconded by Stewart. The
vote on the motion was as follows:

Motion Passed.
There being no further business to come before the Hearing, the
Hearing was adjourned at 10:20 A.M.
