HomeMy WebLinkAboutMinutes_Regular_02/11/1964 R .y MINUTES OF THE MEETING OF TIE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA The Regular Monthly Meeting of the Councilmen of the Village of Tequesta was held Tuesday, February 11, 1964 at 8:00 P.M. at the First United Presbyterian Church, Tequesta Drive. Councilmen present were: Messrs. Valier, Bowden, Steuart, Cornelius and Turnbull. Also present were Village Attorney William Lord and Robert Harp, Village Clerk. The Minutes of the previous meeting were read and approved. Upon motion by Stewart, second by Turnbull and passed, the Trea- surer's Report and Disbursements for the month of January, 1964 were approved. Cash Balances on Rand at 1 -31 -64 were as follows: First Bank of Jupiter $20,883.02 Community Federal Savings and Loan 20,708.07 Petty Cash 25.00 $44 .6616 Balances in the Various Accounts were as follows: Operating Account $31,738.62 Petty Cash 25.00 Building Fund 4,500.00 Streets, Roads and Drainage Fund 4,470.00 Capital Fund _ 882.47 $44,616.09 Copies of the Annual Audit for the fiscal year ended September 30, 1963 as prepared by J. LT. Perry wore given to each Councilriian. Police Chief Henry M. Dusenbery presented his report for the month of January 1964. The report showed the resignation of Officer I P. Dahlmeyer as of January 5 and the appointment of Llilliam Petrie to Fill this vacancy effective January 15. The report showed that the police vehicles traveled a total of 4,462 miles on routine patrol work. Chief Dusenbery briefly discussed a recent BfE and suggested that Village residents make their homes secure when leaving them. The Clerk gave Second Reading to Ordinance No. 78, "An Ordinance of the Village of Tequesta, Florida, amending Ordinance No. 43 and the Zoning Map thereunder to change the Zoning Classification of a parcel of land owned by DiVosta Land Company (Parcel "A ", Ridgewood Homes, Section 2). Upon completion of the Second Reading, Cornelius moved, seconded by Bowden that the Second Reading be approved. Motion passed. Ordinance No. 78, having been read and approved twice, was hereby passed and adopted after Second Reading. The Clerk gave Second Reading to Ordinance No. 79, "An Ordinance of the Village of Tequesta, Florida, amending Ordinance No. 43 and the Zoning Map thereunder to include the zoning of a parcel of land annexed to the territorial limits of the Village of Tequesta by Ordinance No. 65. ,* (U.S. Government property North of SR 707 lying between the East RA line of the Intracoastal Waterway and bounded on the North by the Standard Oil Company property.) Upon completion of the Second Reading, Cornelius moved, seconded by Turnbull that the Second Reading be approved. Motion passed. Ordinance No. 79, having been read and approved twice, eras hereby passed and adopted after Second Reading Upon motion by Turnbull, second by Bowden and passed, the results of the Referendum Election held January 21, 1964 showing: 105 Votes for the question 11 Votes against the question 116 "Should the Village of Tequesta be divided into two (2) wards divided by the North Fork of Loxahatchee River, the Village Council to be composed of two (2) members residing in each ward, and a fifth member to reside in either ward and to serve as Mayor;-all Candidates to be elected by the electors at large." were duly accepted. Upon motion by Stewart, second by Bowden and passed, Tuesday, w • MINUTES OF THE MEETING OF THS, COUNCIIMEN OF THE VILIAGE OF TEQUESTA, FLORIDA. 3BRUARY 11, 1964 PAGE 2 March 17, 1964 was set as the time and date for the annual Village Election for the election of two (2) Councilmen from the first ward; two (2) Councilmen . from the second ward and a Mayor -- Councilman for a term of two (2) years. (The Candidates for Councilman in both wards receiving the highest number of votes will be elected for a terns of two (2) years and the candidate receiving the neat highest number of votes will be elected for a terns of one (1) year). Upon motion by Cornelius, second by Bowden and passed, Mayor Valier's appointment of A. Douglas Murphy and Jahn M. Good to the Zoning Board of Adjustment for terms of thwez(3) years each, was hereby approved. Upon motion by Turnbull, second by Cornelius and passed, Mayor Valier's appointer of General Ed`rard A. Montgomery to fill the unexpired term of Captain Morgan H. Harris, Jr. on the Palm Beach County Resources Development Board was hereby approved. Village Attorney tlilliam Lord read Ordinance No. 80; "An Ordinance repealing Ordinance No. 55 of the Village of Tequesta." This is the Sign Ordinance superseded by new Cign Ordinance No. 77. Cornelius moved, seconded by Steuart, that Ordinance No. 80 be adopted. Motion passed and all Councilmen being present, Ordinance No. 80 vas adopted on First Reading. The Village Manager reported the only bid received to date to widen the curve at El Portal across the road from the Plankinton residence was for $354.00 from Tropical Paving. Crabtree Construction had stated they did not wish to bid on it and Rubin Construction had looked at the pro- posed work but as of this meeting had not as yet submitted a bid for the work. The Village Manager stated he believed the bid was reasonable. Turnbull moved, seconded by Cornelius that Tropical Paving be authorized to widen the curve at El Portal at a cost of $354.00. Motion passed. Cornelius moved, seconded by Turnbull and passed, that the Village Clerk be authorized to attend the 22nd 1,nnual Municipal Clerks and Finance Officers Short Course at the University of Florida, Gainesville, March 22 -25 at a cost of approximately $100.00 A request from Tequesta Construction Corp. to repaint a non - conforming developer's sign presently located on the North side of Tequesta Drive, just West of the F.E.C. railway tracks was considered and discussed. As per the terms of Section 11 of sign oridnance no. 77, such signs shall be permitted upon application to the Village Council and shall be for a periol of six months only. Council was advised that the maximum size sign permitted in the C -1 area is 100 square feet. The existing sign measures 128 square feet. Proposed plans for the lettering of the sign were shown to the Council. Upon motion by Stevart, second by Bowden and passed, the Village Clerk was authorized to issue a six (6) months sign permit to Tequesta Construction Corp., upon receipt of proper application and fee and also providing the sign does not exceed one hundred (100) square feet in area, for the repainting and repair of the currently existing sign on Tequesta Drive just west of the F.E.C. railtray tracks. Mr. Albert D. Alderman presented more complete and detailed plans together with specifications of the proposed Village Hall for the con - sideration of the Council. Since word has not been received from Mr. George W. Offutt III concerning a right of may on the East, the garage plan shows windows on the east side but the general construction will allow for relatively easy, installation of doors at a later date. Some discussion ensued on provisions for filling a pumper truck for the fire department. It was suggested that the plans be given greater scrutiny and Mayor Valier asked the Village Manager, Police Chief and j Mr. Paul Sawyer to look over the plans to see if all necessary items had �r been included. A discussion ensued on the payment of salaries to Councilmen. It was pointed out that Councilmen holding office could not raise their salaries while in office. It was also brought out that in discussion of the current budget, the sum of $20.00 a month for the salary of Councilmen had been discussed. Most Councilmen felt the money could be put to some other use for the Village and would be of greater benefit to the entire Village. Further discussion ensued and Cornelius moved, seconded by Bowden and passed that the motion be tabled. The Village Manager was instructed to write a follow -up letter to County Commissioner E. F. Van Kessel and the Palm Beach County Commission requesting immediate action on a prior request to correct the traffic hazard existing at the intersection of Tequesta Drive, Country Club Drive and El Portal. Mayor Valier read a letter from the Palm Beach County World's Fair Authority, Inc. requesting a donation from the Village of Tequesta in support of this project. The Palm beach County exhibit will be a part of the Florida exhibit during 1964 and 1965. It was explained that the Council had previously approved a $200.00 contribution for this project but the present request was for a minimum, of $250.00. The Village Clerk briefly explained the exhibit that Palm Beach County has planned to use. Cornelius moved, seconded by Bowden and passed that the Village contribute the total sum of $250.00 to the Palm Beach County World's Fair Authority, Inc. in support of the Palm Beach County exhibit at the New York World's Fair during 1964 and 1965. Mayor Valier advised Council of a meeting the County Commissioners had called to discuss a comprehensive transportation planning program for Palm Beach County in order to get federal -aid highway projects. He stated the County wished the Village to appoint them as their agent to act in the capacity of agent and coordinating entity in the developing and evaluation of information relating to the various factors involved in transportation planning. The program will be known as "Palm Beach County Urban Transportation Study ". Attorney Lord questioned whether or not this was the proper agency we wanted to represent us. It was pointed out that this project would only effect County roads within municipalities. Cornelius moved, second by Bowden and passed that the Village enter into an agreement with the County of Palm Beach, Florida for joint participation in a joint project designated as "Palm Beach County Transportation Study" and that the Mayor and Clerk be authorized to execute such agreement. The very poor condition of North Dover toad from Tequesta Drive west again to Tequesta Drive and Short, Norfolk, Evergreen Avenues and Tequesta Drive at Railroad Avenue caused by the poor filling and resur- facing of road crossings made by Plantreat, Inc. during the installation of their sewerage disposals lines was brought to Council's attention. Council was advised that all such repairs are to be made to Palm Beach County specifications. It was further pointed out that this poor repair of the crossings violates Section 3 of Ordinance No. 41, the Sewerage Franchise granted to William E. Schlusemeyer since the crossings have all sunken down leaving the roads in treacherous condition. It was moved by Cornelius, seconded by Stewart and passed, that the Sewerage Plant be notified to repair at once all of the sunken road crossings where their sewer lines cross according to the terms of Section 3 of the Franchise which they have been granted by the Village of Tequesta. The same motion also instructs the Village Manager to look into the best specifications for repairing roads and streets where crossings have been made. Tequesta Construction Corp. was denied the use of advertising flags "on its properties on Dover Road. Council was advised that a letter had been sent to the State Road Department requesting a study of the traffic situation at Bridge Road and U.S. No. I with the idea that a "stop and go" traffic signal should ` be installed. The .State Road Department advised they would make a study of the situation. There being no further business, the meeting was adjourned at 9:45 P.M. FLORIDA - 33458 February 11, 1964 TEQUESTA POLICE DEPARTMENT REPORT FOR MONTH OF JANUARY, 1964 The Police Department during the month of January, 1964 received or instituted 42 complaints. Police vehicles traveled a total of 4,462 miles using 482 gallons of gas and 6 quarts of oil. Assistance was given to the First Bank of Jupiter at its pri- vate and public previews of its new banking facilities and building at its new location at Federal Highway and Bridge Road. January 5, 7:00 A.M. Officer Dahlmeyer terminated his posi- tion with the Tequesta Police Department. January 15, William Petrie of 364 Cedar Ave., Tequesta, was hired by the Police Department to fill existing vacancy. Mr. Petrie has been a resident of Tequesta for several years. A survey of the parking problem on Tequesta Drive at the Steele Building and Doctors Building was made. The area will be posted as soon as signs and material are available.
