OF THE VILLAGE OF TEQUESTA, FLORIDA
The Regular Monthly Meeting of the Councilmen of the Village
of Tequesta was held Tuesday, March 10, 1964 at 10:00 A.M. at the
Church of the Good Shepherd. Councilmen present were: Messrs. Valier,
Bowden, Turnbull and Cornelius. Also present were Attorney Paul W.
Potter and Robert Harp, Village Clerk. Councilmen Stewart had noti-
fied the Clerk that he could not Leave his work for this meeting.
The Minutes of the Regular Council Meeting held February 11,
1964 and a Special Council Meeting held February 19, 1964 were read
and approved.
The Financial Report and Expenditures for the month of February,
1964 was read and approved. Councilmen Bowden discussed some changes
in the report which he believed would be more clear and the clerk
agreed to make such changes.
Police Chief Henry Dusenbery presented his report for the month
of February. The report showed the two patrol cars traveled 4,436
miles. The report also showed that a visual check had been made
of the parking at the Medical Building at the corner of Tequesta
Drive and Seabrook Road which houses Jones Pharmacy and Doctors and
Dentist offices. The check revealed that daily from Monday through
Friday between the hours of 12:00 Noon and 5:00 P.M. there is a
definite shortage of parking places available on the existing parking
lot west of the building. The Councilmen discussed this matter
thoroughly recalling that only one -half ( of the available space
has been available for parking by the owners of the property and
that the Village Zoning Ordinance does not permit parking on the
Village Road rights of way. It was pointed out that cars have been
stopped from parking in the road right of way across Tequesta Drive
in front of the Steele Building. All Councilmen concurred that the
parking on the road right of way should be stopped and the Village
Manager was instructed to write a letter to Drs. Grogan et al ad-
vising them of the existing condition and notifying them that the
right of way will be posted in the very near future advising them
to complete the rest of the parking area at once so that their
parking area will conform to the Village Zoning Ordinance.
Mr. Otto DiVosta cane before the Council to once again request
approval for the use of monolithic slabs for house construction. He
introduced Mr. Clark from Brockway, Zfeber and Brockway Engineers, Inc.
to discuss the attributes of monolithic slabs. A lenghty discussion
ensued as to the merits of the monolithic slab, problems of con -
trolling its construction, testing of the ground and soil beneath
where the slab is to be poured, possible financial savings from
use of a monolithic slab, etc. Following the discussion, the
Village Manager was instructed to draw up specifications for a
monolithic slab, other rules and regulations pertaining to use of
monolithic slabs, all to be drawn up in conjunction with the Village
Building Inspector and Village Engineer.
Mr. DiVosta then presented a plat of Ridgewood Homes - Section 3
for approval of Council. It was pointed out that prior approval had
been given to roads and drainage and that this was a plat for the
next section to be developed. Cornelius moved, seconded by Turnbull
and passed that the plat of Ridgewood Homes, Section 3, as presented,
be approved and that the Mayor and Clerk be authorized to sign the
plat after DiVosta Land Company has placed a cash bond of the esti-
mated cost of the improvements (roads, drainage, etc), plus 10%,
with the Village for deposit in the Escrow Account, said funds to
be released to DiVosta land Company and Rubin Construction Company,
jointly only upon receipt of sealed certification of DiVosta Land Co.
engineer that the improvements have been completed according to plans
and specifications.
Mr. DiVosta then requested Council's approval for location of
a six (6) foot sign on the west side of Willow Road saying "Model Homes"
to direct people to his area. He stated that he would remove the
sign presently located on the Tequesta Water Company property.
Cornelius moved, seconded by Turnbull and passed that the Clerk be
authorized to issue a six (6) months Developers Sign Permit to
DiVosta Construction Co. for this sign. Said sign to be six (6)
square feet.

The next item of business was a request of Lowell B. Steele
and Esther J. Steele for vacation of a twenty (20) foot alley located
on the south side of Lots 17, 18, 19 and 20, Block 22, Jupiter in
the Pines, Section B and on the west side of Lot 17, all lots owned
by petitioners. The Clerk read a petition from the law firm of
Oughterson, Scott & Oughterson, signed by William A. Oughterson,
Attorneys for the petitioners, requesting such vacation. The
Councilmen discussed the need for adequate off street parking and
the fact that petitioners were and are aware that thirty -one (31)
parking spaces of two hundred (200) square feet each are necessary
for this building. The subject of present easements in the alley
was discussed, and petitioners are agreeable to granting same if
and when vacation of the alley should occur. Following the dis-
cussion, Cornelius moved; seconded by Turnbull and passed that no
action be taken on the petition at this time and that the petition
and facts be turned over to Village Attorney William A. Lord for
his study and recommendations.
Upon motion by Cornelius, second by Turnbull and passed, the
following persons were approved as election inspectors for the
General Election to be held Tuesday, March 17, 1964 and to be paid
$1.50 per hour for approximately four (�) hours work each:

Mrs. Ruth Schlusemeyer
Mr. A. Douglas Murphy
The Village Manager presented drawings of a proposed bulkhead
line for the Village and explained that it had been located at the
approximate high water line and that existing bulkheads and seawalls
had been located by on site field work and from aerial photos. The
Village Manager explained that the proposed line had to be presented
to a Public Hearing before final approval and sutm►ission to the
Internal Improvement Fund Trustees. Bowden moved, Seconded by Turnbull
and passed that a Public Hearing on the proposed bulkhead line for the
Village of Tequesta be held Tuesday night, May 12, 1964 prior to the
regularrily scheduled Council Meeting and Clerk is to make proper
publication and notice of said Public Hearing.
The Village Manager presented an enginer's drawing of the im-
provements Palm Beach County.proposes to make to the intersection
of Tequesta Drive, Country Club Drive and El Portal Drive by moving
Tequesta Drive northward to get beter alignment with El Portal Drive.
Bowden moved, seconded by Turnbull and passed that this proposed
improvement by Palm Beach County be approved.
Village Manager discussed the pending court case concerning the
annexation of the Stradley et al property and the preparations that
had been made so that the Village could win the case.
The Village Manager then discussed methods of making repairs to
road and street crossings and wa.s authorized to advise all concerned
the method of making repairs and to have permits obtained for all
such street and road repairs. The specifications will closely follow
those required by Palm Beach County.
Councilman Bowden discussed the up- coming election and reasons
a for apparent lack of interest of citizens to run for public office.
He further stated that he believed Councilmen should be paid for their
time and efforts devoted to the Village and that perhaps this would be
some incentive to other citizens. Bowden moved, seconded by Turnbull
that the Councilmen of the Village of Tequesta be paid the sun of
twenty ($20.00) dollars per month, said payments to be effective from
the month of April, 1964, the start of terms of office for newly
elected Councilmen. The motion was passed with the voting as follows:

Valier - For the Motion
There being no further business, the meeting was adjourned at 12:20 P.M.

FEBRUARY, 1964
During the month of February, 1964 the Police Department patrol cars
traveled a total of 4,436 miles using a total of 504.9 gallons of
gasoline and 10 qts. of oil.
Sixty -one complaints were received and investigated ranging from
snake calls to Breaking and Entering. Four minor auto accidents were
investigated, no personal injuries only property and vehicle damage.
There were three arrests for motor vehicle violations and four warnings
issued. Foot patrols investigated 12 unlocked doors on various busi-
ness establishments. Of the three B & E's investigated, one private
home and two businesses this department was assisted by Palm Beach
Sheriff's Office. Investigation is still active.
On February 1st. this department, after notifying the people in the
Village by the newspaper media and the Village bulletin boards,
started active enforcement of Village Ordinance No. 72, reference
I.D. Cards. As of February 29, 1964 this office has issued a total
of 236 I.D. Cards to persons employed within the Village limits in
occupations covered by this Ordinance.
A visual check of the parking area at Jone's Pharmacy and Doctors
Office on Tequesta Dr. on a daily basis indicated that between the
hours of 12:00 noon and 5:00 P.M. daily Monday through Friday, there
is a definate shortage of parking spaces available in the existing
lot. Many patients of the Doctor and the Dentist have been forced
to park on Tequesta Drive and Dover Road. This is a violation of
Village Parking Ordinance. It is the opinion of this department that
the existing parking lot should be expanded.
On February 19: 1964 this department received its ordered, Traffic
Violation Report Form and immediatly put same to use. This is a
Unified Form adopted in the last sedsion of the Legislature for
Unified Traffic Violation arrests and reports.
This office after consultation with Mr. Harp has ordered a Crime Scene
Investigation Kit for the use of this department to assist in investi-
gation of possible future B. & E.'s due to the heavy work load of
Sheriff's I.D. Division, I.D. men and investigators are not always
available.
Thirty -six railroad type fuse flares have been ordered, to assist
officers of this department in protecting scenes of motor vehicle
accidents and warning of hazardous situations. A supply of these
flares will be kept in each Patrol Car.
In general the month of February has shown a definate increase of
