HomeMy WebLinkAboutMinutes_Regular_04/06/1964 MINUTES OF THE METING OF THE COUNCIIMEN OF THE VILLAGE OF TEQUESTA The Regular Monthly Meeting of the Councilmen of the Village of Tequesta was held Monday, April 6, 1964 at 10:00 A.M. at the Tequesta Country Club. Councilmen present were Messrs: Valier, Cornelius, Bowden, Turnbull and Stewart. Also present were Robert Harp, Village Clerk and Attorney William A. lord. Mayor Valier stated the First Item of business was approval of the results of the General Election held March 17, 1964. The Clerk read the Certificate of the Election Inspectors showing the following results: Mayo Counc}lma.n TOTAL VOTES Robert C. Valier 100 Councilman- First Ward George E. Boyden 63 Cecil Cornelius 90 Councilman - Second j&rd Charles D. Stewart 55 Thomas V. Turnbull 68 The terms of the Election being that the Candidate in each ward receiving the highest number of votes would be elected for a two (2) year term and the Candidate receiving the lesser number of votes would be elected for a one (1) year term, Cecil Cornelius was thereby elected to a two (2) year teen as Councilman from the First Ward and Thomas V. Turnbull was thereby elected to a two (2) year term as Councilman from the Second Ward. Turnbull moved, seconded by Cornelius and passed that the results of the General Election held March 17, 1964 be approved and accepted. According to the Village Charter, the First Monday in April is the date for the reorganization meeting of the Council following the General Election. Village Attorney Lord administered the Oath of Office to the newly elected Mayor- Councilman and the Councilmen from the First and Second Wards, elected at the General Election held March 17, 1964. Mayor Valier then stated that the next order of business was the election of Village Officers for the ensuing year. Cornelius moved, seconded by Bowden that Thomas V. Turnbull be nominated for the Office of Vice - Mayor. There being no other nominations, the motion was passed.and Thomas V. Turnbull was duly elected Vice - Mayor. Turnbull Moved, Seconded by Cornelius that George E. Bowden be nominated for the Office of Treasurer. There being no other nominations, the motion was passed and George E. Bowden vras duly elected Treasurer. Bowden moved, Seconded by Turnbull that Cecil Cornelius be nominated for the Office of Tax Assessor. There being no other nominations, the motion was passed and Cecil Cornelius was duly elected Tax Assessor. Bowden moved, Seconded by Cornelius that Charles D. Stewart be nominated for the office of Tax Collector. There being no other nomina- tions, the motion was passed and Charles D. Stewart was duly elected T TAx Collector. Cornelius moved, Seconded by Turnbull that Robert Harp be nominated for the office of Village Clerk. There being no other nominations, the motion was passed and Robert Harp was duly elected Village Clerk. Cornelius moved, Seconded by Turnbull that Henry M. Dusenbery be nominated for the office of Police Chief. There being no other nomina- ,tions, the motion was passed and Henry M. Dusenbery was duly elected Police Chief. Cornelius moved, Seconded by Boyden that Robert Harp be nominated for the Office of Village Manager. There being no other nominations, the motion was passed and Robert Harp was duly elected Village Manager. MINUTES OF THE MEETING OF THE COUNCIDIEN OF THE VILLAGE OF TEQUESTA APRIL 6 1964 PAGE 2 Turnbull moved, Seconded by Bowden that Henry 11. Jewett be nominated for the Office of Village Judge. There being no other nominations, the motion was passed and Henry W. Jewett was duly elected Village Judge. Attorney Lord administered the Oath of Office to all the newly elected Officers except Village Judge Henry W. Jewett; copies of oaths are attached to these Minutes. Bowden moved, Seconded by Turnbull and passed that the depositories for Village of Tequesta funds be: First Bank of Jupiter Community Federal Savings and Loan Association Atlantic National Bank - Escrow Account and that the checks of the First Bank of Jupiter and the Atlantic National Bank- Escrow.Account be signed by the Village Treasurer and /or the Village Clerkand one (1) Councilman (two signatures required); that the signatures of the Mayor and Clerk be authorized for borrowing of monies from these institutions; the same signature requirements are to be necessary for the withdrawal of funds from the Community Federal Savings and Loan Association. Necessary bank signature cards were signed. Minutg of the previous meeting were read. Councilman Bowden objected to the implication in the Minutes that he had initiated the idea of monthly pay for the Councilmen and stated that taxpayers of the Village had approached h:fm and the Council about this at previous meetings and he had merely brought it before Council. He also.siated he_had not been against a contribution to the Jupiter +Tequesta Junior Citizens, Inc. but had desired to know and see what the other communities were contributing so that the Village would not be carrying the load, prior to making the contribution. Turnbull moved, Seconded by Cornelius and passed, that the Treasurer's Report and Disbursements for the Month of March, 1964 be approved. Cash Balances on Hand 3 -31 -64 were as follows: First Bank of Jupiter $10,641.62 Petty Cash 25.00 Community Federal Savings and Loan 30,353.07 $41,019.69 Balances in the Various Accounts were as follows: Operating Account $30,958.90 Petty Cash 25.00 Building Fund 3,000.00 Streets, Roads and Drainage Fund 5,070.00 Capital Fund 1.965.79 $41,019.69 Police Chief Henry Dusenbery presented his report for the Month of March, 1964. The report showed the two patrol cars traveled 4,667 miles. The report stated the general security of the Tequesta Country Club appeared to be in need of revaluation. Bowden moved, Seconded by Stewart and passed that the Police Chief be authorized to write a letter to the Board of Governors of the Tequesta Country Club bringing to their attention the apparent poor general security of the Club. Chief Dusenbery stated he would be glad to meet with them to discuss the matter. The Clerk read a letter from the Tax Assessor showing estimated figures for the 1964 Tax Roll and requesting an extension of time to complete the Roll in detail prior to submission for Council approval. It was duly moved, Seconded and passed that such extension be granted. Attorney Lord read Ordinance No. 81 - "An Ordinance of the Village of Tequesta, Florida, under the provisions of Florida Laws 1957, Chapter 57 -1621 and Chapter 57 -1620, annexing the following Described, Unincor- porated, and Continous Tract of Land, Situate, Lying and Being in the County of Palm Beach, State of Florida, to wit: That part of the North 145.75 feet of the South 814.75 feet of the Southeast Quarter (S.E. 1 ) of the Southeast Quarter (S.E. 4) of Section 25, Township 40 South, Range 42 Fast, Palm Beach County, Florida lying Tilest of the County Road. MINUTES OF THE MEETING OF THE COU14CIDIEN OF THE VILLAGE OF TEQUESTA APRIL 6, 1964 PAGE 3 Upon completion of the reading, Bowden moved, Seconded by Stewart that the reading of Ordinance No. 81 be approved. Motion passed. All Councilmen being present, Ordinance No. 81 was passed and adopted on First Reading. Attorney Lord discussed various factors involved in the petition of Lowell B. Steele and Esther J. Steele requesting the vacation of the twenty (20) foot alley to the South of Lots 17, 18, 19 and 20, Block 22, Jupiter in the Pines, Section "B" and West of said Lot 17. It was explained that Mr. Steele, his architect and contractor were and are aware of the parking requirements for his structure, that the building permit was issued subject to the proper number of parking spaces being provided and that he presently has adequate space on his adjoining lots to provide for the required number of parking places. Attorney Lord stated the owners of the property would have to make provisions for the various utility easements if the alley should be vacated. He also stated there was some question as to whether or not the entire alley had been owned by the developer at the time of the plating. He further stated that if the Council should vacate the alley, one half ( of the vacated alley would revert to abutting property oimers within the original platted areas. It was brought out that at a Public Hearing for rezoning the above lots, Mrs. Rose Birong, owner of Lot 16, Block 22, Jupiter in the Pines, Section "B", had been assured by the Council that the twenty (20) foot alley on the east of her property would remain as a buffer between her residential property and the business property. It was also brought out.that even with vacation of the alley, there would not be sufficient parking spaces without use of other grounds to meet the requirements of the Zoning Ordinance. Following the discussion, Cornelius moved, Seconded by Turnbull and Passed that the Village vacate the alley running to the south of Lots 17, 18, 19 and 20, Block 22, Jupiter in the Pines, Section 11 B+1, and to the west of Lot 17, subject to receipt of Mrs. Rose Birong's approval for vacation of the alley to the hest of.Lot 17 which abuts the east side of her property. Attorney Lord was to investigate possibility of granting of franchise for garbage and trash collection. Mr. Irving Schlusemeyer, representing the Developers of Riverside Drive Park, came before the Council requesting a permit to erect a Developers Directional Sign on the north side of Tequesta Drive across from Venus Avenue to help direct interested parties to their area. He stated he had the permission of the property owner to erect such a sign. It was questioned whether or not the Village Sign Ordinance applied to subdivisions outside the Village. A discussion ensued on the design of the proposed sign and it was the feeling of the Council that if permission should be granted for its erection, it should be constructed to conform to presently existing Village Directional Signs. Mr. Schlusemeyer said this would be satisfactory to them. Stewart moved, Seconded by Bowden and Passed that the Clerk be authorized to issue a six (6) months temporary sign permit to the Developers of Riverside Drive Park, subject to receipt of proper application and approval of design of sign by the Village Beautification Committee. Stewart moved, Seconded by Bowden and Passed that the sale of Tax Certificates on all properties for which 1963 Peal Estate Taxes have not been paid be held Wednesday, June 10, 1964 at 3:00 P.M. at the Village Office in Village Square Shopping Center. Village Manager was to investigate getting a contract with the Jupiter Volunteer Fire Department in light of our contribution to their organization. ;Village Manager advised that Chief Baird of the Jupiter Volunteer ire , Department had asked that the Council appoint a Fire Inspector for theillage to represent the Village with the Fire Department. Cornelius a ed, Seconded by Bowden and Passed that John R. Sutton, Jr. be appointed a Village Fire Inspector subject to his acceptance of the office. 1 Mrs. Helen G. Schull made a report for the Village Beautification Committee. She stated they would like to beautify approximately 75 feet of North Place South from Country Club Drive by grassing the swale and putting in a sprink er system to water it. She also stated the Committee believed the South corner of North Place and Country Club Drive should be widened making a better curve. She also advised that the Tequesta Country Club Community Association, Inc. would donate the sum of $400.00 MINUTES OF THE MEETING OF THE COUTCIUEN OF TIC VILLAGE OF TEQUESTA F.P IL 6, 1964 PAG:: 4 to pay for the cost of planting grass and putting in the sprinkler system. She wanted to know if the Village would maintain it after it was in. She was requested to get approximate costs to maintain the area prior to Council giving their approval for maintenance. Bowden moved, Seconded by Cornelius and Passed that thq"- Vil:l.�,ge Manager be authorized to proceed with widening the South" Corner of Country Club Drive and North Place at a cost of approximately $350.00. Mayor Valier presented a plan for the Village Mall showing more detail than prior plans with the garage on the Northeast Corner facing totrard Tequesta Drive and with parking areas shown. 1,ttorney Lord discussed a memorandum he had sent each Councilman concerning the financing of the building. Because the cost of building, furnishing, equipping, landscaping, etc., the building must be known before any financing can begin, the Mayor was authorized to have Ted Brown estimate the cost of construction of the building and also authorized obtaining costs for furnishing, equil�ping, landscaping, etc. attorney Lord was authorized to contact the following financial advisers in regards to financing the Village Hall.: Thomas M. Coon & Co. Goodbody & Co. Sullivan, Nelson & Goss, Inc. Cornelius moved, second by Bowden and passed that John McLean, Landscape architect, be authorized to draw plans for landscaping Village Hall. Village Manager was authorized to t:irite a letter to the Board of Governors of Tequesta Country Club to request use of their jeep to pull the fogger during the bug season with Dewey rums as operator. DUSENBERY TELEPHONE 746 -7474 CHIEF OF POLICE VILLAGE OF TEQUESTA P, O. BOX 638 JUPITER, FLORIDA - 33458 MARCH, 1964 The Police Department patrol cars, during the month of March, 1964, traveled a total of 4,667 miles using 455 gallons of gas and six quarts of oil. Forty -seven complaints were investigated including one Motor Vehicle Accident which resulted in two arrests for infractions of traffic code. These two cases are pending Court action on April 9, 1964. Twenty -seven Identification Cards were issued making a total of two hundred and sixty cards issued to date. The Crime Scene Investigation Kit has been received and in- cluded in the Police Department inventory. On Saturday, March 28th, the Chief assisted the Jupiter - Tequesta J. C,'s in their annual Teen Age Driver Rodeo held at the County Beach Parking Area. The Chief, Sheriff's Deputies and Chief Mayo of Jupiter Police Department acted as judges in this contest. On March 9, 1964 the Police Department investigated a B. & E. at the Tequesta Country Club. Investigation showed that B. & E. occurred between 5:00 A.M. and 8:00 A.M., the time of discovery. Only loss suffered was cash box from Pro Shop containing approxi- mately $200.00 in cash. A survey run of employee's revealed that on this date, several alledged employee's had not applied for I.D. Cards from the Police Department. This situation has since been rectified. It is the opinion of this Department that general security of the Country Club is in need of revaluation. This opinion is based on the facts that since August 1, 1963, this Department has investi- gated twenty -seven complaints at the Club. The majority of these complaints have been instituted by Police Officers finding breaches of securityof the Club on their nightly checks. Attached to this report is a breakdown of Police Department activities for the month of March, 1964.
