HomeMy WebLinkAboutMinutes_Special Meeting_07/21/1964 MINUTES OF THE METING OF THE COUNCILMEN OF THE VILLZE OF TEQUESTA The regular monthly meeting of the Councilmen of the Village of Tequesta was held Tuesday, July 21, 1964 at 8:00 P.M. at the Church of the Good Shepherd, Seabrook Road, Tequesta. Councilmen present were: Messrs: Valier, Turnbull, Bowden, Cornelius and Stewart. Also present were Robert Harp, Village Clerk and William A. Lord, Village Attorney. Minutes of the previous meeting were read and approved. The Treasurer's Report and Disbursements for the Month of June, 1964 was read and approved. Cash balances on hand at June 30, were as follows: i First Bank of Jupiter $ 5 Petty Cash 25.00 Community Federal Savings and Loan 32,165.02 $38 100.58 Balances in Various Accounts were as follows: Operating Account $25 Petty Cash 25.00 Building Fund 2,700.00 Streets, Roads and Drainage Fund 5 Capital Fund 3.506.92 $38,100.58 Police Chief Henry M. Dusenbery presented his report for the Month of June, 1964 showing the police cars traveled a total of 6,578 miles. Mr. Kenneth Schmidt, representing Jupiter Inlet Beach Colony, Inc., appeared before Council requesting a permit to re- letter and change the wording on the non - conforming sign at the north entrance of Country Club Point. A sketch of the proposed sign was shown to the Council. upon motion by Cornelius, second by Bowden and passed, Jupiter Inlet Beach Colony, Inc. was authorized to repaint and change the wording on the sign located at the north entrance of Country Club Point, as per sketch submitted and terms and conditions of Ordinance No. 77, upon proper application and issuance of sign permit by the Village Clerk. Mr. L. B. Clark, Manager of the Jupiter - Tequesta Chamber of Commerce, appeared before the meeting on behalf of the American Museum of Marine Archaeology project. He presented a letter explaining the project and requesting a donation of $500.00 from the Village to help with getting the project underway. It was explained that this sum would be repaid from the first funds collected by a pro- fessional fund raising organization if and when initial amount of x;3,000.00 to $5,000.00 was raised and an office for the fund raising campaign for the project should be opened. In event adequate funds are-not raised by August 15, all donations are to be returned. After discussion, Bowden moved, second by Turnbull and passed that the Village of Tequesta donate the sum of $500;00 to the American Museum of Marine Archaeology as per terms and conditions in letter from Jupiter Tequesta Chamber of Commerce dated July 18, 1964. The Clerk read a letter from John 73. Brubaker, President of the Jupiter-Tequesta-Hobe Sound Athletic Association requesting a donation of approximately $400.00 to help defray the expenses of the 1964 Little League Season, which they supervised and conducted. Mr. 4ok Hardin, Secretary- Treasurer, of the Organization, explained in detail expenditures and receipts of the program. Stewart moved, second by Cornelius and passed that the sum of $400.00 be donated to the Jupiter - Tequesta -Hobe Sound Athletic Association to defray *- approximately one -half the cost of lighting the ball field at Kiwanis Recreation Park, Inc. A discussion was held concerning the pick up of clippings in the Village and Village Manager was authorized to proceed with setting up schedule providing for twice a month pick up of clippings. The Village Manager and Police Chief requested authority to ` MINUTES OF THE MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA JULY 21, 1964 PAGE 2 proceed with obtaining bids for a 1965 model police car, fully equipped. Bowden moved, second by Turnbull and passed that the Village Manager be authorized to obtain bids for a new police car. Attorney Lord advised that a court order had been granted per- mitting the Village to annex the Florida East Coast Railway Right of Way, with the provision that the Village could not annex that part South of the Martin County Line to the North Line of the South- west Quarter (SWID of the Northwest Quarter of Section 30, Township 40 South, Range 43 East, Palm Beach County, Florida. This was as authorised by Council at meeting held June 16, 1964. Attorney Lord read an Ordinance annexing the following described tract of land to the Village of Tequesta: "The Right-of-Way of the Florida East Coast Railway Company from the South Line of Section 30, Township 40 South, Range 43 East to the North Line of the Southwest Quarter (SW') of the Northwest Quarter (N6y't) of said Section 30, Township 40 South, Range 43 East, Palm Eeach County, Florida." Following the Reading, Turnbull moved, seconded by Stewart and passed that the First reading of the Ordinance be approved. 411 CounciLnen being present and approving the First heading, Ordinance No. 83 was thereby passed and adopted on First Leading. Attorney Lord advised that the cost of Court Action in the above Court Case was $500.00 and Cornelius moved, seconded by Turnbull and passed that Winters, Brackett, Lord and Potter be paid $500.00 for their services in connection with 1EC vs. Village of Tequesta. Attorney .Lord read an Ordinance providing for zoning the re- cently annexed Rankin -Floyd property on Seabrook Road as R -1 Zoning Classification. Following the Reading, Bowden moved, second by Turnbull and passed that the First Reading of the Ordinance be approved. All Councilmen being present and approving the First Reading, Ordi- nance No. 84 was thereby passed and adopted on First Reading. Attorney Lord read an Ordinance reducing the minimum lot width measurement iW80 feet to 75 feet at the building line in the R -1 District as approved at a Public Hearing held March 12, 1963. Following the Reading Bowden moved, second by Cornelius and passed that the First Reading of the Ordinance be approved. All Councilmen being present and approving the First Reading, Ordinance No. 85 was thereby passed and adopted on First Reading. Attorney Lord and the Village Clerk were authorized to proceed with necessary action to annex various parcels of land contiguous to the Village territorial limits. This includes tracts on U.S. ##1 in vicinity of the Catholic Church, Shackleford Estate property to the north of Country Club Point and Young's property to the East of Country Club Point. The Council was advised that they should appoint a Trustee from the Village to the Board of Directors of the Jupiter - Tequesta Junior Citizens, Inc. The name of Robert E. Meyer was suggested and approved by Council if he would accept. Stewart moved, second by Bowden and passed that the Mayor appoint Robert Meyer as a re- presentative of the Village of Tequesta to the Board of Directors of the Jupiter- Tequesta Junior Citizens, Inc., if he accepts, or such other person as the Mayor so designates. Stewart moved, second by Bowden and passed that the house numbers as presented by DiVosta Construction Co. for Section 3, Ridgewood Homes, be approved. A letter from B. W. Renninger, President, Tequesta Construction Corp., requesting the Village take over the maintenance of the street entrances and lighting in Country Club Point was read. Mr. Renninger stated he could not give an estimate of the cost of this maintenance Lut would present an esti— mate to Council based upon his prior costs. The matter was thereby tabled to a later date. The Village hall Flans were discussed and some recent changes explained. I preliminary landscape plan was presented. The pro— posed plan would amount to about X5,375.00. Since there were some errors in the preliminary plan, the Village Manager is to have it revised. Further discussion of building plans, etc. will be done by the Council Friday night. There being no further business, the Meeting was duly adjourned at 10:20 P.M.
