HomeMy WebLinkAboutMinutes_Regular_08/11/1964 MINUTES OF TIME WI'MTING OF THE COUNCIUMN R OF TO VI'IJJZE OF TEQUESTA The Regular Monthly Meeting of 'the Councilmen of the Village of Tequesta was held Tuesday, August 11, 1964 at 8:00 P.M. at the Church of the Good Shepherd, Seabrook Road, Tequesta. Councilmen present were: Messrs. Valier, Turnbull, Eowden, Cornelius and Stewart. Also present were Robert Harp, Village Clerk and William A. Lord, Village Attorney. Cornelius moved, seconded by Stewart and passed that since no changes were made in the 1964 Tax Poll by the Eoard of Equalization of Real Estate Taxes, that the 1964 Tax Roll showing valuations as follows, be approved and accepted: Total Valuation $11,379,983. Less Homestead Exemptions 820 Taxable Valuation X10,559,983. Minutes of the previous Meeting were read and approved. The Treasurer's deport and Disbursements for the month of July, 1964 was read and approved upon motion by Cornelius and second by Stewart. Cash Balances on Hand at July 31, were as follows: First Bank of Jupiter $ 1,969.24 Petty Cash 25.00 Community Federal Savings and Loan 32 ° 33,4 ,159.26 Balances in Various Accounts were as follows: Operating Account $22,840.68 Petty Cash 25.00 Building Fund 975.00 Streets, Road and Drainage Imd 6,270.00 Capital Fund 4,048.58 $34,159.26 Police Chief Henry M. Dusenbery presented and read his report covering police activities for the month of July, 1964. The Clerk reported on a request from Jupiter Inlet Colony for adoption of a resolution supporting them in their efforts to obtain construction of a new bridge over the Intracoastal Waterway on State Road 707. It was moved by Cornelius, seconded by Turnbull and passed that the Village Attorney draw up an appropriate resolution supporting the construction of a new bridge across the.Intracoastal Waterway on State Road 707 with a copy of said resolution to be sent to E. F. Van Kessel, Commissioner from District 1 of the Board of County Commissioners of Palm Beach County, Florida. By action of the Councilmen, the Regular Monthly Council. Meeting scheduled for Tuesday, September 8, 1964 was postponed until Monday, September 14, 1964, It was decided that the first action of the Council at this meeting will be to explain to the residents and tax- payers of the Village the plans, specifications and financing of the Village Hall. It was also decided to give adequate publicity through the local papers about this meeting to explain the entire Village Hall program. Attorney Lord -was asked to present matters he had for Council's ittention. Attorney Lord read an ordinance for the annexation of a parcel of land in Section 25, Township 40 South, Range 42 East in Palm Teach County which was based upon a petition from Eastern Sales, Inc., owners of the parcel of land, requesting annexation of the parcel to the territorial limits of the Village of Tequesta. The parcel of land is more fully described in the ordinance and petition and is located North and West of the Jupiter- Tequesta Junior Citizens, Inc. property and lies West of Seabrook Road. Following the Reading, Cornelius moved, seconded by Bowden and passed that the First Reading of the ordinance be approved. Fill Councilmen being present and approving the First Beading, Ordinance No. 86 was thereby passed and adopted on First Reading. *. MINUTES OF THE MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA AUGUST 11, 1964 PAGE 2 Attorney Lord read an Ordinance declaring the intent of the Village of Tequesta to annex a parcel of land located in Government Lot 2, Section 25, Township 40 South, Mange 42 East, lying East of the East right of way line of Country Club Drive and North of the North Line of Country Club Point Subdivision (Shackleford Property) and more fully described in the ordinance. Following the Reading, Turnbull moved, seconded by Stewart and passed that the First Reading of the ordinance be approved. 1:11 Councilmen being present and approving the First Reading, Ordinance No. 87 was thereby passed and adopted on First 'reading. Attorney Lord read an ordinance declaring the intent of the Village of Tequesta to annex a parcel of land located in Government Lot 2, Section 25, Township 40 South, .ange 42 East, lying East and South of Country Club Point Subdivision (Young Estate Property) and more fully described in the ordinance. Following the Reading, Bowden moved, seconded by Turnbull and passed that the First Reading of the ordinance be approved. All Councilmen being present and approving the First Reading, Ordinance Igo. 88 was thereby passed and adopted on First Reading. Attorney Lord read an Ordinance declaring the intent of the Village of Tequesta to annex Lot 1 to 6, inclusive, Block 4, in the subdivision known as Riverside on the Loxahatchee. Following the Reading, Stewart moved, seconded by Cornelius and passed that the First Reading of the ordinance be approved. All Councilmen being present and approving the First Reading, Ordinance No. 89 was thereby passed and adopted on First Reading. Attorney Lord read an ordinance locating and fining a Bulkhead Line in the Village of Tequesta, Florida. A Public Bearing was held on this matter on June 16, 1964 based upon a plat prepared by Brockway, Weber and Brockway Engineers, Inc. Following the Reading, Bowden moved, seconded by Turnbull and passed that the First Reading be approved. All Councilmen being present and approving the First Reading, Ordinance No. 90 was thereby passed and adopted on First Reading. Turnbull moved, seconded by Stewart and passed that the Tillage Attorney proceed with necessary action to have the Bulkhead Line for the Village of Tequesta approved 'by the Trustees of the Internal Improvement Fund of the State of Florida. A donation of $25.00 to the Ajdma.l Rescue League of the Palm Beaches, Inc. was unanimously approved by the Councilmen. Mayor Varier excused Councilman Bowden from the balance of the Meeting. The Council was advised by the Village Manager that the Village Charter requires that the Tax Millage be adopted by September 1. Much discussion ensued about whether or not the millage could be reduced for the coming fiscal year in view of the fact that the Village Hall will in all probability be erected and necessary payments made toward the amortization of a bond issue. The Village Manager presented a proposed budget for 1964 -1965 based upon a levy of 22 mills. There would be no provision for any increase in the Streets, Roads and Drainage Fund and only $1,775.00 added to the Capital. Various capital purchases were shown as being purchased from the Capital Fund. Several Councilmen believed the Village should get moved into the new Village Hall and get some operational cost experi- ence prior to making a tax millage cut. Others believed the budget based upon 2-!'E mills would be workable. Cornelius moved, seconded by Stewart and passed that the salary of Police Chief Dusenbery be increased $600.00 to $6,600.00 annually for the 1964 --1965 fiscal year. Additional discussion ensued whereupon Cornelius moved, seconded by Turnbull that the tax rate of 22 mills be adopted for 1964. Stewart moved that the adoption of the millage be tabled for further study by the Councilmen and final adoption at a later date. The motion died for lack of a second. BOX 638 .JUPITER, FLORIDA - 33458 August 11, 1964 During the month of July, 1964 the Tequesta Police Department instituted or investigated sixty -six complaints. There were nine arrests for minor traffic violations including speeding, stop sign violations and allowing unauthorized persons to operate a motor vehicle. Twenty -one homes or businesses were found unsecured and twelve persons were assisted in problems running from snake calls to automobile failures. Police vehicles traveled a total of 4,282 miles using 609 gallons of gas and 10 quarts of oil. Three minor motor vehicle accidents were investigated with no persons injured. Village Traffic Court collected a total of $75.00 in fines or forfeitures. Vacation schedule for Police Department went in effect on July 20th and will continue until September 6th. The Police Department upon request assisted Palm Beach County Sheriffs Office on six instances during the month.
