Tuesday, December 12, 1961, the regular monthly meetl.ng of the Councilmen of the Village of Tequesta was held at the Tequesta Country Club, Tequesta, Florida. Councilmen present were: Messrs. Cecil Cornelius, J.P.-Kurtz., Walter F. Lathrop and Robert C. Valier. Also present were Robert Harp, Village Manager; Attorney Jim Winters, representing Village Attorney William A. Lord; Police and Fire Commissioner, John R. Sutton, Jr.; Police Chief Dahlmeyer and Building Inspector Lalib erte. Chief Baird and Ralph Crooks, representing the Jupiter Volunteer Dept, came before the meeting to discuss the Proposed Fire Department Budget of $4535.00 necessary to meet their 1962 requirements. Chief Baird stated that they are requesting the three municipalities to contribute as follows: Jupiter ............. $2500.00 Tequesta.......,.,.. 1500,00 Jupiter Inlet Colony 1000.00 After much discussion on the subject, and in view of the fact that the new pumper would be located on the north side of the Loxahatchee River, provided adequate garage facilities with power and telephone servile could be provided, a motion was made by Mr. Lathrop, seconded by Mr. Kurtz, that the Village increase their 1962 contribution from $800, to $1500. with a .request that the Fire Department work with the Village to provide adequate garage facilities for the pumper truck. Motion passed. (Copy of letter and budget attached). Mr. Valier moved, seconded by Mr. Kurtz that the Village open a Savings Account at the Community Federal Savings and Loan Association., Jupiter, Fla. in which funds for the Capital Replacement Account are to be placed. Author - ized signatures to be Village Treasurer and /or Village Clerk and one(1) Councilman. Motion passed. A letter from Jupiter Inlet Beach Colony, Inc., Developer of Jupiter - Tequesta Hunt Club Colony, inquiring if Concourse Drive, the entrance to the Hunt Club Colony, had been accepted by the Village was read, Village Clerk is to advise Jupiter Inlet Beach Colony, Inc. that it had been accepted by the Village together with Maintenance Agreement by Resolution dated November 13, 1957. . ( Letter attached to Minutesj. A letter from Jupiter Inlet Beach Colony, Inc. requesting information on how to file for a Liquor License was read, Council stated that this problem had come up before and requested the Clerk to advise them to contact the State Beverage Department or their Attorney for the procedure for making an application for a license, (Letter attached to Minutes). A letter from Colonel Bryant McQuillen requesting consideration be given to Jnstallation of a traffic control signal at the intersection of Tequesta Drive and Riverside Boulevard was read to the Council. The Mayor turned the request over to Police Commissioner Sutton for his consideration and recommendations. (Letter attached) A discussion was held concerning the traffic problem at this intersection and it was unanimously agreed that Tequ.esta Drive should be a 11 thrull street and Riverside Boulevard should be a "stop" street. The Village Clerk was authorized to contact Perry and Dee to perform Village Audit for the fiscal year ended September 30, 1961. A letter from Robert Nora, Code Administration of the Palm Beach County Zoning and Building Department, concerning use of monolithic footing in Palm Beach County was read stating that it was being used under a very loose interpretation of the Code. Council felt that the Village could interpret the Code in its own manner. Mr. DiVosta spoke to the Council about the monolithic slab and asked if he could have Mr. Brockway attend a meeting of Council to discuss this type of slab construction. The Clerk was authorized to set up such a meeting at the convenience of Mr. Brockway. Attention was called to the fact that water billings for November 1961 did not conform to the rates as shown on the billings, and the Village Attorney was advised to contact the Water Company about this matter. Police Commissioner Sutton discussed stop signs and the parking pattern at Village Square Shopping Center. Upon motion by Mr. Kurtz, seconded by Mr. Valier, a resolution was adopted authorizing the Mayor and Clerk of the Village of Teauesta to execute a deed in favor of the State of Florida, conveying all right, title and interest of the Village of Teauesta in and to said lards owned by the Village of Teauesta and required for Rights of Way for Hooley Point Bridge. Motion passed. Upon motion by Mr, Kurtz, seconded by Mr. Valier, a resolution was adopted authorizing the Mayor and Clerk of the Village of Teauesta to execute a Utilities Agreement with the State Road Department for the adjust— ment, change or relocation of certain utilities within the Right of Way limits of Hooley Point Bridge. Motion passed. Upon motion by Mr. Lathrop, seconded by Mr. Valier, a resolution was adopted appointing Thomas V. Turnbull as Councilman to replace Mr. Wilson Hicks, resigned, until the next general election to be hold March 20, 1962. Motion passed. Clerk was instructed to notify Mr. Turnbull by letter. Financial Report and Expenditures for November 1.961 showing balance of 99,962.15 in the General Fund and $3,587 >38 in tho Beautification Fund was approved upon motion by Mr. Valier, seconded by Mr. Kurtz. It was suggested that a $3,000, payment be made on the Beautification Fund Bond, as provided in the Budget, since funds appear to be available at this time. Cecil Zeke Cornelius Mayor, Town of Tequesta 14 River Drive Tequesta, Florida Dear Mayor Cornelius: As 1962 approaches and we analyze our last year's expenditures, we must bring to your attention the necessity for economic aid and responsibilities of the three munici- palities for fire protection in the coming year. As the Tequesta area grows, so must the Fire Department to meet the demand for extended and improved service. A look at the actual necessary expenditures for the past nine months and the estimated expenditures for the final three months of 1961 should clearly indicate and substantiate our forthcoming budget requirements. The setting aside of funds for gas and oil is not enough if we are to fulfill our responsibilities to the people and areas we serve, and help us reach our ultima goal of reducingyour fire insurance premiums. Again, we must point out to the municipalities that at this stage of overall planning for the expansion of the area, the JUPITER VOLUNTEER FIRE DEPARTMENT offers the best and most economical solution of meeting this responsibility. However, to mew our minimum requirements, a more realistic view of our needs must be made. Our budget for 1962 is hereby submitted for your information and consideration. Our Executive Committee has made an exhaustive study of our financial needs for 1962 and it is the opinion of the Department that the Town of Tequestats proportionate share of our $4,535.00 budget would amount to $1,500.00. We feel that this is the bare minimum for which we can continue to furnish the type of efficient service that Tequesta has enjoyed in the past few years. It The Fire Department has worked hard, with an uphill fight all of the way, to take its place of high standing in the community as an agency of service and cooperation. We would be happy to meet with any members of the Municipalities to discuss, clarify, or justify any of the figures quoted in our budget request. Jupiter Volunteer Fire Department JUPITER, FLORIDA DII) YOU KNOW Y For any Municipality to establish and operate a Fire Department would cost a minimum of $25,800 the first year, with a recurring expenditure of approximately $13,000 per annum. This figure can be broken down as follows; $12,000 for a truck (pumper) 10,800 for three men at the established basic salary of $3,600 per annum 3,000 operational fund for truck, build - ings, grounds and miscellaneous equipment This, of course, doessnot include the purchase of land and construction of a suitable building. These figures should bear out our previous statement that the most economical source of fire protection for the area at the present time is through the JUPITER VOLUNTEER FIRE DEPARTMENT.
