HomeMy WebLinkAboutMinutes_Regular_02/13/1962 MINUTES OF THE MEETING OF THE COUNCU 1 OF THE VILLAGE OF TEQUESTA, FLORIDA At 9:30 X.M. Tuesday, February 13, 1962, the regular monthly meeting of the Councilmen of the Village of Tequesta was held at the Tequesta Country Club, Tequesta, Florida,. Councilmen present were: Messrs. Cornelius, Lathrop, Valier, Turnbull and Kurtz. Also present were Village Manager Harp and Village Addorney William A. Lord. The meeting was opened by Mayor Cornelius and reading of minutes of previous meeting was waived. A letter from Mr. George Simons outlining to the Council how a set of sub - division regulations for the Village could be formulated was read. It was the general feeling that adoption of such regulations would eliminate many problems and be a definite guide to how all future sub - divisions would have to conform to roads, drainage, recreation areas, etc. prior to acceptance of plats. After discussion of the very pertinent need for sub - division regulations, Mr. Valier moved, seconded by Mr. Lathrop Mr. George Simons be authorized to develop a set of sub - division regulations for the Village at a total cost of $400. as quoted in his letter of February 5, 1962. Motion passed Mr, Robert Brockway, Jr, and Mr. Don Shepherd from the engineering firm of Brockway, Weber and Brockway, Inc. appeared at the request of the Council to discuss the drainage problems of the Village and particularly with reference to the area of the intersection of Tequesta Drive and Seabrook Road. They advised the Council that there are approximately 300 acres east of the river for which drainage should be planned. Prices from ,`x800. - $2,000. per acre were suggested as possible costs depending upon many factors involved, Mr. Brockway stated that the first step should be an engineering study of the entire area to develop an overall development plan based upon the problem that now exists and suggestions as to how the condition could be alleviated. Mr, Brockway stated that in this manner, the capabilities of the present drainage could be ascertained and probably be a part of the entire plan. Estimated cost of the study is $2,000. and it was suggested that Mayor Cornelius contact the firm of Brockway, Weber and Brockway, Inc. to see what arrangements could be developed for such a study. Mr. Brockway stated that FHA approval for sub-division requires good drainage. Mr. Renninger, Chairman of the Jupiter - Tequesta Chamber of Commerce Inter -Area Relations Committee, came before the Council to present plans for a building to be erected by Jupiter - Tequesta Junior Citizens, Inc. He presented a deed from Mr. William Schlusemeyer for approximately 3 acres of land fronting on Seabrook Road across from the Episcopal Church, which had been given to Jupiter - Tequesta Junior Citizens, Inc. as a site for their building& He outlined the government of the organization specifically pointing out that the municipalities of Tequesta, Jupiter Inlet Beach Colony and Jupiter would each appoint a Trustee and one Trustee would be appointed by the Chamber of Commerce. These four Trustees would then elect three more to the Board, He advised that Leigh Schlusemeyer had been retained as Youth Director without salary. He further explained that facilities could be made available for a fire truck, Police Chiefts Office, Village Clerk office, etc, at an approximate monthly rental of $175. for a period of two years, The proposed building would cost about $30,000. and Mr. Renninger feels quite certain that a mortgage for the construction of the building could be outlined. The land is not now within the Village Limits. Mr. Renninger further stated that he had been advised unofficially that the Town of Jupiter had donated $500., to the project and that the Commissioners of Jupiter Inlet Beach Colony will be called upon for a committment to the project. Mr. Renninger asked that the site be annexed, and that the Council rent Village space in the proposed Junior Citizens Center Building for $175. per month, and that the Council appoint a Trustee every third year. Council did not feel that they could make a definite decision at this meeting and asked Mr. Renninger to present his entire proposal in'writing together with written agreements from the other municipalities showing their financial committments to the project so that proper consideration could be given to his proposal. r i Minutes of Village Meeting — February 13, 1962 — Page 2 — Cont'd. Mr, Renninger advised the Council that during his negotiations with Mr, Schlusemeyer for a Town Hall Site that Mr. Schlusemeyer had offered approximately 9 acres of land north of the proposed Junior Citizens Center Site for purchase by the Village for future use for children's recreational facilities. Mr. Leigh Schlusemeyer stated that his father was asking $4,000. per acre, his actual cost of the land, plus prop -rata cost of installation of paving and drainage of Seabrook Road, Mayor Cornelius requested that the proposal be made in writing for further consideration. Attorney Lord was asked to follow up with the Florida Railroad and Public Utilities Commission the matter of water rates which had been referred to the Legal Department of the Commission. Upon motion by Mr. Kurtz, seconded by Mr, Valier, the Village Clerk, Robert Harp was authorized to attend the 20th Annual Short Course for Municipal Clerks and Finance Officers, to be held March 11 -14, 1962 at the University of Florida, Gainesville. $100. to be provided for covering expensev. Motion unanimously passed. Police Chief Dahlmeyer presented his report of activities for the month of January. He also presented the application of George J. Schlusemeyer for the Police Reserve of the Village of Tequesta, together with three certificates of character and signed waiver, Upon motion by Mr. Lathrop, seconded by Mr. Turnbull and passed, the application of George J. Schlusemeyer for the Village of Tequesta Police Reserve was approved. Police Chief was advised to have Mr. Schlusemeyer sign an Oath of Office. Attorney Lord was asked to prepare an Ordinance providing for control of burning of cuttings, lots,etc. A copy of a letter sent to Jupiter in the Pines Developer from the Town of Jupiter requesting some acreage for playground facilities was read. The financial report for the month of January 1962 showing cash balance as of January 31, 1962 as follows General Fund ........................$ 9,926.40 Beautification Fund.,,,...,... ::,,.. 2,92$.34 Capital Replacement Fund..,.,......, 500.00 $13,354.74 and Disbursements for January 1962 was approved. The Audit Report prepared by Perry and Dee, Village Auditors, for the period January 1, 1961 to September 30, 1961 was presented, (A copy of report attached to and made a part of these minutes). Upon motion by Mr. Lathrop, seconded by Mr. Turnbull, and passed, the sum of approximately $10, was authorized for an advertisement in the Jupiter High School Annual.
