T�r.N'i 1Vrl.T ._. \,J ES F 1 ..ir 1LIJ 1� OF THE COUNCILMEN OF THE VILLAGE OF' TEQUESTA The regular monthly meeting of the Councilmen of the Village of Tequesta was held Tuesday, August 14, 1962 at 7 :30 P.M. at the Episcopal Church of the Good Shepherd, Seabrook Road, Tequesta. Councilmen present were: Messrs. Cornelius, Valier, Bowden and Lathrop. Also present were Paul Potter from the office of Village Attorneys 'cdinters, Cook, Brackett and Lord and Robert Harp, Village Manager. Minutes of the mee of July 17 and August 1 were read and approved. Treasurerts Report for the period ending July 31, 1962 and expenditures was approved. Police Chief's Report for month of July was read. Mrs. E. A. White made a comprehensive report of the Village Beautification Committee in the absence of the Chairman, Mrs. H. W. Schull, Jr. Committee suggestions were as follows: 1. Tequesta Drive: a. Immediate cultivation around royal palm trees. b. Mowing of shoulders -- two tractor widths. c. Trim and shape all Brazilian Oaks. 2. Mowing shoulders along other Village roads. 3. Enforce present Village sign regulations. 4. Mrs. 'White and Dr. Johnson will select possibly 12 sites with sketches for immediate beautification in the Village, as a starter in the long range planning program. 5. Plan for improving entrance at U.S. #1 and Tequesta Drive presented by Mr. Bates and Mr. Stewart. 6. The Committee will prepare list of lots where debris has been deposited by builders and contractors so that Police Chief can enforce cleanup by the violators. (The report of the Beautification Committee and plan for improving the entrance at U. S. #1 are attached to these minutes). The Committee was advised that their proposals will be taken under consideration by the Council. The Village Manager was instructed to notify all contractors about the leaving of debris at lots and adjacent lots and advise them to make a thorough cleanup of the construction area immediately upon completion of their work at the site. Police Chief and Building Inspector are to check thoroughly and see that cleanup is done. Mr. Lathrop moved, seconded by Mir. Valier that an inspection of all catch basins be made and that basins be cleaned out as required. Motion passed. Ordinance No. 47 - � -An Ordinance of the Village of Tequesta, Florida, relating to the erection, construction, repair, altera- tion, location or ma9.ntenance of signs, billboards, marquees, canopees, and awnings, within the corporate limits of the Village, providing for the posting of bonds or insurance policies,. the issuance of permits or fees therefor, revocation of permits, inspection and fees therefor; providing penalties for the viola- tion theredf. was passed out to the Councilmen for their reading and consideration.. No definite action was taken at thi meeting so that Councilmen could give the ordinance full consideration prior to adoption of a --ign ordinance. Village Manager presented quotations that had been received on photo- copying machines: Halsey do Griffith, Inc. - A.B.Dick 110 Photocopier .... 225.00 American Photo Copy Equipment Co. - APECO Unimatic .... 381.15 After a discussion of the attributes of each ma -chine and an explanation of the operation of the machines by the Village Manager, Mr. Valier moved, seconded by Mr. Lathrok that the Village purchase the APECO Unimatic at a cost of X3$1.15. Motion passed. Village Manager advised Council that'the taxable valuation of Village.property for 1962 is $7 ,674,169 . A preliminary budget for 1962 -1963 in the amount of approximately:$47,000. had been presented to Council at a prior: meeting and with this anticipated budget figure in mind Mr. Lathrop moved, seconded by Mr. Valier that the 1962 tax rate be 2 mills. Motion passed and adopted. This is the same rate as 1961... An explanation of a proposed lease between Jupiter - Tequesta Junior Citizens,-Inc Village of Tequesta for a two year period at $175...monthly was made by Village Manager. This is part of the proposal for Jupiter-Tequesta Junior Citizens, Inc. to get a mortgage from Community Federal Savings and Loan Assoc. The lease gives Village option to renew,,right to sub -lease office space, provides for minimum of 900 square feet office space, provides for 600 square feet for housing of a fire truck, term of lease to begin on date of occupancy, -and services to be furnished by Lessor. Mr. Lathrop moved, seconded by Mr.. Valier that Mayor and Clerk be authorized to enter into Lease Agreement with Jupiter - Tequesta Junior Citizens, Inc. for period of two years at :175. monthly, and subject to conditions as outlined and stated in the Lease Agreement. Motion passed and adopted. Mr. Lathrop moved, seconded by Mr. Bowden that the remaining bonds in the amount of $2,000. plus interest, due for the Village's share of the purchase of Royal Palm Trees, be paid off as of September 1, 1962 Minutes of Counci _ ;6: >. -• Page 3 Mayor Cornelius advised visitors that they could ask the Council any questions concerning Village matters, and a few questions about routine Village mat were asked and answered by the Council. The Mayor expres ed the appreciation of the Councilmen for the interest shcvrn by the attendance of the Village residents. There being no further business, the meeting was adjourned at 8:35 P.
