The regular monthly meeting of the Councilmen of the Village'of Tequesta
was held Tuesday, September 11, 1962 at 9:30 L.. M. at Tequesta Country Club.
Councilmen present were: Messrs. Cornelius, Bowden, Lathrop and Turnbull.
Also present were Village Manager Robert Harp, Village Attorney i:'illiam A.
Lord, Police Chief Dahlmeyer and Police and Fire Commissioner Sutton.
The Mayor stated that the first item of business was for a decision
on the re- zoning of Lots 17, 18, 19 and 20, Block 22, Section "B ", Jupiter
in the Pines, for which a Public Hearing was held :ieptember 7, 1962. The
Clerk read the minutes of — the Public ;searing. Mr. Lathrop reviewed the
history of lots in question and stated he felt that the Village Council
should live up to the agreements that had been made frith Mr. William Schlusemeyer
as to the business zoning of these lots. Mr. Lathrop moved, seconded by
Mr. Bowden that Lots 17, 18, 19 and 20, Block 22, Section 11 Jupiter in
the Pines and a 20 foot aide alley on the west of Lot 17 for a depth of 110
feet from the right of way line of Tequesta Drive and a 20 foot wide alley
running from the east line of Lot 15, ',,lock 22, Section "B' ", Jupiter in the
Pines for a length of 225 feet along the rear lot limes of lots number J?,
18, 19 and 20, Block 22, Section " ^ ", Jupiter in the Pines be re -zoned to a
C -1 classification from an i3 -1 classification and that the official zoning
map of the Village of Tequesta be changed accordingly. This is to be the
first reading of Ordinance x'49., The motion for approval of the first reading
was, passed.
The Financial Statement for August 1962 and eleven rionths to date and
Disbursements for month of August was approved. Cash on hand at August 31,
1962 was as follows:

A discussion was held on the proposed budget for period October 1, 1962
to September 30, 1963 and after a few minor changes, a budget reflecting
estimated income and expenses of $56,910.00 was adopted on motion made by
Mr. Lathrop, seconded by Mr. Bowden and passed. (A copy of budget is
attached and made a part of these Minutes.)
A discussion was held on ira.iving of Building Permits fees for churches,
and Village Manager advised that the Building Insy.eci,or had waived his fee
on the two churches presently under construction. Mr. Bowden moved, seconded
by Mr. Lathrop that all Building Permit fees collected for the construction
of churches be refunded directly to the church. Motion passed.
Police and Fire Commissioner Sutton asked Council for their comments
about using the Police Car for emergency ambulance service. Council advised
that it could be used for such services for Village residents only and that
Police Chief would have to use good judgement in determining whether or not
to make a call. It was the peeling of Council that the Police Car should
not be used for ambulan' a service on calla originating beyond the limits
of the #illage.
A letter from Police Chief Dahlmeyer detailing activities of the Police
Leartment and requesting the hiring of an additional patrolman for full
eight hour turn, six days a week for clay patrol and increasing night patrol
to eight hours a day, six days a week was read and referred to Police and
ot Fire Commissioner Sutton.

A Flat of Adgewood with a house numbering system Eras sho -,.m to Council
at the request of Ridgewood Domes Developer, Otto Dilosta. 'House
numbering is required by F.Ix.A. for their financing, thus the need for a
numbering system. Mr. Sutton advised that he believed the system to be
adequate and upon motion by Mr. Lathrop - seconded by Mr. Bowden and ;gassed,
the house numbering system as presented for .idgewood was approved.
Ordinance hTo. 47 - providing for annexation of properties of Edira.rd
Corp., Isabel Corp. and Eduard A. s;hite, as described in petitions, was
given first reading. It eras moved by Mr. Dowden - seconded by Mr. Lathrop
and passed that the first reading of Ordinance 1 47 be approved.
Ordinance #48 - an ordinance showing intention of the Village of Tequesta
to annex the following parcels eras read:
1. Standard Oil of Kentucky - Parcel E.
2. Government Lot 1, tiyEC „ion 31 - Parcel
3. Sinclair Service Station - 'Parcel C
4. Texaco Service Station - 'arcel D
5. Rinker Materials Corp. - Parcel E
Upon motion by Mr. Dowden, seconded by Pair. Turnbull and passed, the
first reading of Ordinance #48 iras approved.
A discussion eras held on zoning for the E. A. ?Jhite - prorerty. Since
he had previously indicated that he was satisfied with the County :coning
requirements for Apartment Buildings as described in the Palm Beach County
Building Code, Section 7, Z -2 Multiple Family Dwelling District, the Council
felt that these zoning requirements should be made an amendment to the present
Zoning Ordinance. The `tillage Manager eras advised to ta.'._e necessary legal
procedures to set, up a Public Nearing on this zoning.
Mr. Bowden suggested that since the Fiscal Year was a?most completed,
that the financial statement be nut in order for the auditors.
There being no further business, the meeting was adjourned at 11:05 A.M.

To: The Honorable Mayor and Members of the Tequesta Village
Council.
From: Wiard P. Dahlmeyer, Chief of Police, Tequesta, Florida.
Sub: Anticipated budget and public improvement program for the
Village of Tequesta Police Department (1963).
In preparing the anticipated budget for the Village Police
Department and integrated services for the year of 1963, S
have endeavored to take into consideration our current problems
and those to be anticipated with continual building develope-
ment and growth.
Many areats of concern have been considered by your reporter
prior to the preparation of this report and I will endeavor
through this medium to familiarize you with some of the current
and anticipated problems: assoaciated with the overall program
for police protection, service and security for our community.
Whe approximate number of acres within ourbjurisdiction is six
hundred and sixty five with an approximate total of twenty
three hard road miles. This does not include highway coverage
along U.S. Route No. I.
There are now about two hundred and forty five private dwellings
within our juridication with an anticipated developement of
from one hundred and fifty to two hundred during the coming
year. Commercial enterprises, stores businesses account for at
least twenty installations,
All of these areals, both dwellings, roadways and businessplaces
must be patrolled, observed and checked on a continuing pattern
if the maxima benefits of police protection and security are
to be developed.

The total area which 1 have described is under protective patrol
coverage limited to six hours during the hours of darkness. Our
nightime patrolman is employed to pe:rformduties between the hours
of 10:00 P.M � and 4 :00 A.M. five days a week. On the alternate
days i do perform the assigned nightime patrol duties in addition
to my regular daytime assignments.
We have our share of police and nuisance problems. They are taken
in stride as a part of our routine duty performance. The extenbion
and growth of our community will of course present new and re -occu
ring problems. We will endeavor to take each into individual
consideration providing proper evaluation and legal disposition.
In order to provide full time twenty four hour coverage as desired
seven day a week police protective activity in our village community,
sufficient police personal must be employed. It is not reasonable
to suggest that complete protective police services can be provided
on a limited basis with insufficient personnel. There must not be
any lapse of time during which active coverage is not being performed
or is available for immediate response.
Since it is my obligatory purpose to provide maximum police and
security protection to all citizens of our community and its
properties, I do take the liberty of making the following recommend-
ations.
a. Employment of the nightime patrolman on a full time
basis, eight hours per duty shift# six days each week.
b. Employment of a second patrolman on a full time
basis, eight hours per duty shift, six days a week.
This is the minimum number of men which would enable us to perform
twenty four hour coverage. In addition to this extention of our
services I would continue to work an a seven day basis so as to
provide a regular day off duty for each patrolman.
We do have a retired Pa. State Police trooper living in Tequesta.
This man was a member of the Pa. State Police Force for twenty
three years and one of their top men. He may be a vailable for
assignment.

the Village of Tequesta. I will continue to work for the benefit
Of our citizens and community always.
It is therefore, my intention to continue my program for maximtLm
vigilance and the enforcement of necessary privacy for this
community.
