The regular monthly meeting of the Councilmen of the Village
of Tequesta was held Tuesday, February 12, 1963 at 8:45 P.M. at
the Church of the Good Shepherd.
Councilmen present were: Messrs. Cornelius, Lathrop, Bowden,
Valier and Turnbull. Also present were Robert Harp and Attorney
William Lord. Dine spectators were present.
The minutes of the meeting of January 8, 1963 were read and
approved.
The financial report and disbursements for January, 1963 was
approved. Cash balances at 1 -31 -63 were as follows:
Bank of Palm Beach and Trust Co. $19,821.47
Community Federal Savings and Loan Co. 5,123.91
Petty Cash 25.00

The Clerk read a letter from Tequesta Development Corp.
requesting the Village to take over the maintenance and care of
the landscaped entrances in Country Club Point Subdivision. A
discussion ensued and it was the feeling of Council that the
entrances should not be taken over at this time and upon motion
by Valier, Second by Lathrop and Passed, the request was tabled.
The Village Manager explained a request from Charles L. Levee
to solicit Village of Tequesta businesses for his services as
a night watchman. He would get his own contracts with the mer-
chants and advise the Police Department of any open doors, win-
dows, prowlers, etc. He also requested that license fee be
waived for the first year.
Upon motion by Bowden, Second by Lathrop and Passed, Charles
B. LeVee was authorized to solicit his services as a night watch-
man and the fee was vaived for the first year only.
Mr. Valier gave a report for the Police Committee advising
that he had not as yet been able to find any group that would
look over our situation and advise us of our needs. He stated
he is hopeful that this survey will be made in the near future
by some competent agency.
Following up last months request by Chief Dahlmeyer for
payment by the Village for use of part of his house for the
Police Department Office, Valier moved, seconded by Turnbull
and Passed that the Village pay Chief Dahlmeyer $60.00 a month
retroactive to January 1, 1963 for use of his premises as the
Police Department Office until such time as a new office for the
Police Department is available.
Mayor Cornelius referred to the "Berlin 'fall" being erected
in Village Square Shopping Center by the t-,raterway Village Pro-
perty Owners Association preventing ingress and egress from
Cove Road. Attorney Lord reviewed the situation stating Mr.
C. P. Martyn had received an injunction temporarily halting the
work being done to block the entrance and a hearing is to be
held Friday at 2:30 P.M. He further stated that with all the
problems deve. Lover these roads he believed that they should
be public at least for the depth of the Shopping Center property
and suggested that the Village take action to acquire that por-
tion of the roads for the purpose of making them available to
the public as streets and roads. At the request of the Mayor,
Attorney Lord read an Ordinance entitled '.An Ordinance of the
Village of Tequesta Providing for the Acquisition of Certain
lands for use as Streets and Roads `lithin the Village of Tequesta"
providing for the condemnation of portions of Cove Road (South)
and Waterway Road (South), more particularily described in the
Ordinance. Upon motion by Bowden, Second by Valier and approved,
the reading of the Ordinance was approved and all Councilmen
being present, Ordinance No. 59 was passed and adopted on First
Reading.
Upon motion by Bowden, Second by Lathrop and Passed, the
Mayor and Village Attorney were authorized t do all things

necessary for the conduct of condemnation proceedings to acquire
the north and south entrance roads to Village Square Shopping
Center for Public Streets and Roads.
Mayor Cornelius suggested that the Council investigate the
building of a Village Hall on the Village Property on Tequesta
Drive, this property is 200 feet on Tequesta Drive by 315 feet
deep and is adjacent on the east to Mr. Schlusemeyer's new
shopping center. Attorney Lord stated it would be possible
for the Village to finance a building program by the issuance
of validated certificates secured by a pledge of cigarette taxes
and franchise taxes. It was moved by Bowden, Second by Valier
and Passed that the Village Council in its entirety be a Building
Committee and start negotiations for construction o a new Village
Hall. Mr. Lathrop stated that he believed Mr. Albert D. Alderman
should have an opportunity to draw plans for the new Village Hall
since he was on the first Village Council and active in the
early activities of the Village. Upon motion by Mr. Lathrop,
Second by Bowden and passed, Albert D. Alderman was retained to
draw up plans for a new Village Nall and a $500.00 retainer fee
was authorized.
Police Chief Dahlmeyer read his report for the month of
January. The report was approved upon motion by Bowden, Second
by Lathrop and Passed.
Upon motion by Lathrop, Second by Turnbull and approved,
the following appointments by Mayor Cornelius to the Zoning
Board of Adjustment were approved:

Appointed for Two Year Term:
C. J. Vierck
Remain for One Year Term
Frank Holcomb
A. D. Murphy
Upon motion by Lathrop, Second by Bowden and Passed, Mayor
Cornelius' appointments of Robert Harp and Captain Morgan ff. Harris, Jr.
to three and two year terms respectively to the Palm Beach County
Resources Development Board were accepted.
Upon motion by Lathrop, Second by Va lier andssed, in
accordance with Ordinance No. 23, I iesday, March W, 1963, was
set as Election Day for the Election of Councilmen in Groups
2 and 4. The polling place is to be the Village Office in
Village Square Shopping Center and polls are to be open from
7:00 A.M. to 7:00 P.M.
There being no further business, the meeting taas adjourned
at 10:00 P.M.

CANDIDATES FOR VILLAGE COUNCIL
Section 2, Article III:
"No.person shall be eligible to any elective office of the said
municipality unless he shall be over twenty -one years of age and a
registered voter of said municipality, and unless he shall be a citizen
of the United States and the owner of real property situated in
said municipality."
Section 7, Article III:
"Any candidate seeking election as Councilman shall file with the
Village Clerk a written notice to such effect during the last ten (10)
days of February in the year of the election, and shall pay such filing
fee as shall be set by ordinance. Such notice shall state the number
of the group in which he seeks to be elected, his place of residence,
he age, a description of the real property owned by him in the Village,
and any other data required by ordinance."
Section 8, Ordinance #23:
"Any qualified candidate seeking election as a member of the Council
shall pay a filing fee of 5 percent of the salary of a Council member
or $5.00 whichever is the greater which shall be paid at the time of
notice of candidacy."
