COUNCIUM OF THE VILLAGE OF TEQUESTA
The Regular Monthly Meeting of the Councilmen of the Village
of Tequesta was held Tuesday, June 11, 1963, at 9:30 A.M. at Tequesta
Country Club. Councilmen present were: Messrs. Va]Aer, Bowden,
Cornelius, Turnbull and Stewart. Also present were Robert Harp and
Attorney Paul Potter.
Minutes of the May 14, 1963 Regular Meeting and of the May 22,
1963 Special Meeting were read and approved.
The matter of Mr. I;Tilliam Schlusemeyer placing a temporary
12 X 30 Sales Office on Lot No. 10, of the new Shopping Center on
the Northeast Corner of Tequesta Drive and Seabrook Road was dis-
cussed. Mr. Irving Schlusemeyer said the building would be well
sodded and landscaped and make a very fine appearance. He said that
a year to year permit would be satisfactory to them. Fie stated they
are interested in the structure being of good appearance since they
have a large investment in the area and grant to .sell lots. Following
the discussion, Turnbull moved, seconded by Stewart that a temporary
one (1) year permit allowing '•filliam Schlusemeyer to place the temp-
orary sales office on Lot No. 10 be granted providing Mr. Schlusemeyer
provide the Council with a picture of the building for their approval
and the approval of Mrs. Helen Schull prior to issuance of the permit
and with the understanding that the area will be sodded and well lands-
caped. Motion passed.
The Treasurer's Report and Disbursements for Month of May, 1963"
was approved. Cash balances on hand at 5 -31 -63 were as follows:

A discussion was held on the request of the Jupiter - Tequesta
Chamber of Commerce for financial support for three (3) 12 x 40 feet
billboard signs advertising our Loxahatchee Diver Community.. The
signs are located on the east side of U.S. #1 just North of Alk
on the right hand side driving North, North of the Vogel Funeral
Home on East side of U.S. #1 on left hand side driving South and
2 miles North of Jupiter interchange of Sunshine Parkway on right
hand side driving South. The Village was asked for a contribution
of $100.00 a year for three years ($300.00) as their share of this
project. Cornelius stated he believed this to be good advertising
for our area and moved that we contribute $100.00 to this project for
this year. Seconded by Turnbull and passed.
Council was advised.that when the plat of Mr. Schlusemeyer's
Shopping Center on the Northeast Corner of Tequesta Drive and Seabrook
Road was approved by the Council and filed with the County Clerk, the
parking area had been dedicated to the use of the public. The question
of who is responsible for the maintenance of the parking area has been
brought up by lending institutions who are granting loans for the const-
ruction of buildings. The Village Council believed the maintenance
of the parking area to be the responsibility of Mr. William Schlusemeyer,
owner of the area, and therefore, the Village will not maintain the
parking area.
A discussion was held on whether or not the Village should join
the Tri- County Governmental League for dues of $12.50 a year. The
function of the organization was discussed and it was the general
feeling that our Village would not derive any benefit from the organi-
zation. A motion made by Cornelius that the Village join the Tri-
County Governmental League was not seconded, therefore the motion died.
Council was informed that Betty Bush, Publisher of the Beacon News,
would like to have Sec. 7 A 7 of the Zoning Ordinance clarified as to
a printing establishment in a C-1 zone in relation to the number of
persons employed. It was the feeling of the Councilmen that the limit
of four (4) employees would not include office help, reporters, carri-
ers,'etc. but ma.s applicable only to the actual printing process. The

Village Attorney was asked to write a memorandum of understanding to
clarify this matter so that Mrs. Bush would know the full meaning of
Sec. 7 A 7 of the Zoning Ordinance.
The Village Attorney was asked to prepare an Ordinance prohibiting
the use of beach buggies along the beach.
Mrs. Helen G. Schull, chairman of the Village Beautification Commi-
ttee, gave a very comprehensive report of the work of her committee and
their work was commended by the Mayor and the Councilmen.
A discussion was held on the Sign Ordinance and the Village Manager
was directed to compel full compliance with all requirements of the
Ordinance and work toward the removal of all unsafe or unlawful signs
at once.
Mr. Bowden advised that both Presbyterian and Episcopal Church
signs had been removed and asked if the names of the Churches could
be placed on the new Directional Signs. Mrs. Schull stated her com-
mittee had discussed this and would give it further consideration at
their next meeting.
Mr. Bowden moved, seconded by Turnbull that the agenda for night
meetings be posted and that 30 minutes be allowed at the end of the
meetings for a general discussion on any matters the residents may wish
to discuss. Motion passed.
Mr. Stewart brought up the request of Mr. Renninger to have the
Village pay for clearing, scraping and grading of land around Jupiter -
Tequesta Junior Citizens Building for a play area for Village young-
sters. Mr. Stewart stated Seabrook Road is now used by the children
and it is very hazardous for children and motorists alike. The Mayor
and Manager are to look into this matter for early action.
Mayor Valier stated John Good had agreed to fill the unexpired
term of Franklin J. Holcomb on the Zoning Board of Adjustment. The
term expires in January, 1964. Bowden moved, second by Turnbull and
passed that John Good be appointed to the Zoning Board of Adjustment.
The Village Manager read the Progress Report and received app-
roval of the Council to send it to all property owners in the Village
of Tequesta.
Upon motion by Bowden, second by Cornelius and passed, the Village
Attorney ara.s instructed to start necessary action to change zoning
West of F.E.C. Railiray tracks to prohibit building of gasoline service
stations.
Attorney Paul Potter read an Ordinance providing for the annexa-
tion of the U.S. Government property bounded on the North by the North -
line of Section 31, on the East by the Westerly right of way line of
the intracoastal Wateniay, on the South by the North right of way line
of State Road 107 and on the Ltest by the Easterly right of way line
of State Road No. 5 (U.S. Highmay No. 1) and more fully described in
the Ordinance, and for which Ordinance No. 62 declared the Village's
intent to annex such property. Upon completion of the reading, Cornelius
moved, seconded by Bowden that the readi.ng.of the Ordinance be app-
roved. Motion passed. All Councilmen being present and voting for
the adoption of the Ordinance, Ordinance No. 65 was passed and adopted
on First Reading.
Attorney Potter then read an Ordinance declaring the intent of the
Village to annex: "that part of the North 145.45 feet of the South
81.4.75 feet of the Southeast Quarter (E' ) of the South east Quarter
(S.E.4) of Section 25, To.mship 40 South, Range 42 East, Palm Beach
County, Florida, lying Vilest of the County Road ". Upon completion of
the reading, Cornelius moved, seconded by Turnbull that the reading
of the Ordinance be approved. Motion passed.. All Councilmen being
present and voting fort the adoption of the Ordinance, Ordinance No. 66
was passed and aduptee . loading.

Attorney Potter then read an Ordinance declaring the Villages
intent to annex "that part of the Last 250 feet of the South 200 feet
of Section 25, Township 40 South, Range 42 East, Palm Beach County,
Florida, lying lest of the County Road ". Upon completion of the reading
Cornelius moved, seconded by Bowden that the reading of the Ordinance
be approved. Motion passed. All Councilmen being present and voting
for adoption of the Ordinance, Ordinance No. 67 was passed and adopted
on First 'Reading.
Council was advised the Charter change, i.�ith a referendum pro-
vision, had been passed by the State Legislature. This provides for
two burroughs from which two Councilmen are to be elected and for the
Mayor to run at large. The Bill was on the Governor's desk and would
become law 10 days after its passage by the Legislature if not vetoed
by the Governor.
Mayor Valier advised that he would be consulting with Mr. Alderman
about plans for the proposed Village Hall.
There being no further business, the meeting was adjourned at
11:30 P.M.
