OF THE COUNCILMEN W THE VILIAGE OF TEQUESTA
A Speejal Meeting of the Councilmen of the Village of Tequesta Was
held Tuesday, July 16, 1963, at 10:00 A.M. Councilmen present were:
Messrs. Valier, Bowden, Cornelius, Turnbull and Stewart. Also present
was Robert Harp. A signed Waiver of Notice of this Special Meeting is
attached to and made a part of these minutes.
Mayor Valier stated there were several items for discussion. He
asked the Clerk to give Second Reading to Ordinance No. 69, an Ordinance
rescinding Ordinance No. 64. Upon completion of the reading, Cornelius
moved, Seconded by Stewart that the Second Reading of Ordinance No. 69
be approved. Motion passed and Ordinance No. 69 eras hereby adopted on
Second Reading.
The Clerk then gave Second-Reading to Ordinance No. 70, an Ordinance
showing the intent of the Village to annex the right of way of the Florida
Fast Coast Failroad from the South Village Line to the Martin County Line,
more fully described in the Ordinance. Upon completion of the reading,
Cornelius moved, seconded by Bowden that the Second Reading of Ordinance
No. 70 be approved. Motion passed and Ordinance Ito. 70 was hereby adopted
on Second Reading.
Mr. Valier showed the Councibuen a street numbering system which
had been prepared for Jupiter in the pines, Sections "B",ttC" and "D ".
All Councilmen were in agreement that this should be done. Stewart moved,
seconded by Turnbull that the House Numbers for Jupiter in the Pines,
Sections "Bit, licit and "D" be adopted. Motion Passed.
Clerk Robert Harp advised that an error had been found in the wording
of Section 3, Ordinance No. 10 which provides for the licensing, regulating,
taxing, etc. of all intoxicating beverages, liquors, wines. This section
provided for issuance of licenses only to residents of Palm Beach County
and in the case of corporations; their officers and directors must be
residents of Palm Beach County. The Village Attorney William Lord had
been contacted about this matter and he stated he believed such a require-
ment to be illegal. Ordinance No. 71, amending Section 3 of Ordinance No. 10
to delete the Palm Beach County residence requirements was read. Turnbull
moved, Seconded by Bowden that Ordinance No. 71 be adopted.' Motion passed
and all Councilmen being present, Ordinance No. 71 was adopted on First
Reading.
A discussion was held on the salaries to be paid the Police Department
effective August 1, 1963. Cornelius moved that the following salaries be,
paid:
Chief Henry Dusenbery - $500.00 per month
Wiard P. Dahlmeyer - $5,000.00 Annually
New Patrolman - $400.00 per month
Motion Seconded by Stewart and•unanimously passed.
Mayor Valier reported on a discussion with the Village Manager and
Lou Laliberte when Mr. Ialiberte was told of the new police situation and
that he would no longer be employed as a patrolman after August 1, 1963,
but was asked to remain and continue his work as Building Inspector. A
discussion followed concerning Mr. Ialiberte's request for additional
payment for working on Licenses of contractors doing work in the Village.
Stewart moved, seconded by Cornelius and passed, that effective August 1,
1963, Lou Laliberte be paid ten per cent (10%) more of each Building Permit
fee (a total of 60% of the total fee) with the additional 10% to compensate
him for checking on licenses.
There being no further business to come before the meeting, the
