VILLAGE OF TEQUESTA, FLORIDA
At 9:40 AM, Tuesday, August 11, 1959, the regular monthly meeting of the
Councilmen of the Village of Tequesta was held at the Village Office at Village
Square Shopping Center, Tequesta, Florida. Those present were: J.P. Kurtz, Zeke
Cornelius, Thomas H. Daly, Albert Alderman., Robert Harp, Alan Brackett, Mr. Crosby,
Mr. Mahoney, Mr. Moss and Mr. Renninger.
Mr. Mahoney and Mr. Moss came before the meeting to request annexation of
approximately 25 acres north on Riverside Drive to Village of Teauesta. They were
advised that the Council could not annex these lands since they were not contiguous
to present Village lands, and Council suggested that Mr. Mahoney and Mr. Moss
contact owners of Rood and Wilson property and try to have them petition Village
of Teauesta for annexation to make the Mahoney and Moss land contiguous to Village
of Tequesta.
A letter, together with an Application for Alcoholic Beverage License for
Cbrporati.on by Peter M. Everett, Inc. from Jupiter Inlet Beach Colony, Inc. was
read to the Council bk Mayor Kurtz. The license referred to is a transferable
Palm Beach County liquor license. After considerable discussion as to legality of
license in Village of Tequesta, Counsel for the Village of Teauesta, Mr. Alan F.
Brackett, advised Council that in his opinion, Council could not legally accept
th.e application of Peter M. Everett, Inc. for transferring his liquor license to
Village of Tequesta.
Moved and unanimously approved that the Village of Teauesta hire Lou Laliberte
for right patrolling of Village of Teauesta. Rate to be $1.75 per hour for 5 hours
a night, three nights a week. Mr. Laliberte will furnish own car for patrolling
and Village of Tequesta will furnish gasoline for mileage used in patrolling.
This patrolling will cost approximately $1,365.00 a year.
A discussion was held on some of the problems which the Village has had with
one of the contractors doing work in the Village of Tequesta, namely, Jupiter
Builders (Carl Lambert). Most recently he has advised the Building Inspector that
he is hiring his painter on an hourly basis and this does not require an Occupational
License. Council was unanimous in its feeling that Mr. Lambert should produce his
payroll records for the painter, which should scow the number of hours worked and
social security and withholding tax deductions. This would support his claim. Council
also agreed that the Building Inspector should make Jupiter Builders comply completely
with the Village Building Code.
Mr. Kurtz brought before the meeting the possibility of the Village purchasing
the Jupiter Water Company. After a general discussion, no action was taken.
A letter from Attorney A. A. Flanagan, together with Village of Teauesta
Check number 59, in the amount of $6100.00, was brought before the meeting. Check
had been tendered to Attorney Flanagan for services rendered in securing petitions
from various property owners requesting annexation to the Village of Teauesta.
Attorney Flanagants letter requested payment in full ($6400.00) for his services
or no payment at all. Council unanimously agreed to accept the returned check for
$,100.00 and issue a new check for $20O.00 to Attorney Flanagan with letter of
explanation. Council feels that this should be the last offer on its part as pay-
ment since the original estimate by Attorney Flanagan was for approximately

Treasurer reported a balance of $3,189.38 in the Village Treasury at July 31,
1959.

A general discussion was held on procedure for securing additional annexation
to Vill-age of Tequesta and members of the Council generally agreed that a personal
letter should be sent to property mm ers whose property is c ont iguous to Village
of Tequesta asking that the consider annexation to the Village of Teauesta.
Minutes of the business and dinner meeting of the Association of Municipalities
of Palm Beach. County held June 25, 1959 are attached to minutes.
There being no further business, the meeting was adjourned at 11:25 AM.

The business and dinner meeting of the Association of Munici-
palities of Palm Beach County was held at 7;00 PM, Thursday, June
25, 1959 at Tropical Acres Restaurant in Boynton Beach, Florida.
The invocation was given by Raleigh Fountain of Gulfstream.
Stuart Campbell, in the absence of Secretary William. E. Lawson,
Jr., read the minutes of the previous meeting which were approved as
read.
The Treasurer's report was also reported by Mr. Campbell which
was approved as read.
President Zell Altman gave a brief report on what had trans -
pired during the past few months in regard to bills submitted to the
State Legislature. He reported that the resolution introduced re-
questing that the State adopt a bill for an additional 1¢ gasoline
tax had been killed in the Senate by a vote of 10 to 3. Every other
tax increase request had also been defeated since the legislators
had stated that there would be no new taxes. Mr. Altman said he
felt there was something missing in the Legislature and that he
questionned the intelligence of killing such a bill. He advised
that an Interim Finance Committee had been appointed to help the
financial situation of the municipalities in the 1961 Legislature.
Several cities would also feel the defeat of the Urban Renewal
Program. Mr. Altman stated that Gordon Butler, Executive Secretary
of the Florida League of Municipalities, will have a complete report
to send to each municipality on the results of the Legislative
sessions about June 15th. The President urged that each official
present think about getting a more equitable representation in
Tallahassee.
In connection with this, President Altman spoke of the newly
formed "Tri- County Governmental League" covering Palm Beach, Dade
and Broward Counties. The League has a 15 -man Board of Directors,
five men from each County; these five being the Chairman of the
County Commission, the President of the Association of Municipalities
of Palm Beach County and three elected from the Association as re-
presentatives thereof. Mr. Altman cited the wonderful work done by
Mayor John Russell of Ft. Lauderdale who inaugurated the League and
Vice -rikyor Fred McNeece of Delray Beach who has attended all the
League meetings which have been held every two or three weeks. Mr.
McNeece has been a powerful advocate, giving much of his time and
support to the League.
This organization is not local in nature, but rather affects
all of South Florida. The League has caused a great deal of con -
troversary in its battle to get fair representation in the State
Legislature. It was stated that approximately 171, of the people
of the State of Florida control the Legislature through their re-
presentatives. Mr. Altman said some counties receive 200% of the
tax money for maintenance of roads, storm sewers, etc., while other
counties receive nothing. This was due to the fact that the south

Florida counties did not have the representation allowed by the
Constitution. If the cities are made to swallow the re- apportionment
bill passed by the Legislature, it will be a long time before they
get another chance to get proper representation. He urged that each
municipal official give wide publicity to this issue in order to
defeat the referendum in November. The Tri- County League would do
everything in its power to help and would be glad to provide speakers
to speak to any civic groups, such as Rotary, Kiwanis, etc. to in-
form and educate the public on the necessity of defeating this bill.
President Altman then asked the members for financial support
of the Tri- County Governmental League. The dues, as assessed by
the Board of Directors, would be 1/2 of the amount that is paid to
the Association of 14unicipali.ties of Palm Beach County. He asked
that this amount, which would not be very much, be paid as soon as
possible.
Mayor George Talbot of Delray Beach advised the members that
he had spoken recently to Mayor John Russell and was told that the
Tri - County League would soon have some literature to distribute to
each city for their information regarding the League, its purpose,
aims and position regarding re- apportionment.
President Altman expressed his thanks to the officers of the
Association who had done a fine job during the past year and said
he had enjoyed his association with them and all of the members the
Association.

read the slate of officers selected by the committee:

Vice- T:Zayor 'Fred McNeece of Delray Beach was given the floor
to give his final remarks regarding re- apportionment. "When the
bill comes to referendum, campaign against it. Defeat the issue.
Fight until the resolution is killed when it is brought up before
the people in November."
Robert Tylander of the Village of Golf expressed his loyalty
to Representatives Roberts and Blank and Senator Dickinson in their
position on re- apportionment and, in his remarks, inferred that he
was in favor of the bill.
President Altman stated at this time that he wished to make
clear to all the members that the Chair had not intended to criticize
our representatives in Tallahassee, but to assert the position which
he felt the Association should take in the matter.
