OF THE
VILLAGE OF TEQUESTA, FLORIDA
At 9:30 AM, Tuesday January 12, 1960, the regular monthly meeting of the
Councilmen of the Village of Tequesta - was held at the Village Office at Square
Shopping Center, Tequesta, Florida. Those present were: John P. Kurtz, ��lalter F.
Lathrop, Zeke Cornelius, Albert Alderman, Thomas Daly, Attorney William Lord and
Robert Harp.
Village Building Inspector, Lou Laliberta, appeared before the meeting to tell
Council of the trouble he was having with Ace Roofing Co. in respect to roof work
they were doing in the Village of Tequesta. He reported that every job they have
done has not been according to Building Code and has had to be corrected. After
listening to Mr. Laliberte and discussing the problem, it was the general feeling
of the Council that Mr. Laliberte was properly fulfilling his duties as Building
Inspector and that the Occupational License of Ace Roofing Co. should not be renewed
upon expiration.
Minutes of previous meeting were read and approved.
Council agreed that upon presentation of petition by the Good Shepherd Episcopal
Church for annexation of their property to the Village, that they would accept it
on condition that Village would not be responsible for roads.
Attorney William Lord is to prepare an Ordinance for prohibiting work on Sunday
by builders in the Village of Tequesta.
Clerk advised that he would obtain prices for lining of village roads.
It was moved and unanimously agreed that Mr. Alderman spend $238. received from
the Loxahatchee Corp. for planting of island at U.S. ##1 entrance to Village of
Tequesta and to have Village sign relighted, Mr. Alderman is also to request Painter
and Co. to take proper care of their property to the road. Mr. Alderman was also
authorized to handle the entire entrance problem.
The Councilmen acting as Board of Appeals on Building Codes, authorized the
E. A. Jones house to be set back 20 feet from the street line on Lot 303, Tequesta.
Attorney Lord was to find out and advise steps necessary* to change name of
Village to North Jupiter on other appropriate name.
Mayor is to write Mr. William Sehlusemeyer concerning the poor drainage in
Jupiter in the Pines.
It was moved and unanimously agreed that swimming pools be included in Building
Permits, that a charge be made and included in cost of Building Pexmit, and that all
swimmlAg pool construction be properly inspected by Building Inspector.
vfas moved and unanimously agreed that Village reimburse Tequesta, Inc. $50.
for Police Chieffs Christmas bonus.
Attorney Lord advised he would draw draft of sign ordinance.
Ordinance ##28 -- prohibiting use of sound tr -aaks and sound amplifying equipment
in Village of Tequesta was unanimously adopted and approved at first reading.

Financial Statement for period ending December 31, 1959 was approved.
Council approved Aid to Blind Week,
Council approved membership of Village in Florida Civil Defense Association.
Budget for estim -ted income and expenses for 1960 was read and approved.

There being no further business, the meeting was adjourned at 11:15 AM.

BUDGET FOR 1960
Enclosed is the budget for the Village of Tequesta, Florida
showing estimated income and expenses for the period beginning
January 1, 1960 and ending December 31, 1960.
The anticipated TAX ROLL of $5,300,00 for 1960 is based upon
the 1959 valuation of $4,249,088.00 plus all completed building for
1959 through December 31, 1959 and valuation of all new annexations
to the corporate limits of the Village of Tequesta through December 31.
This would amount to an addition of approximately $1,100 to
the valuation of the Village of Tequesta, Income from taxation is
computed at 1 mill of taxable valuation.
BUILDING PERMIT income of $4,500.00 is estimated on 60 new
permits at average cost of $74,00 per permit.
OCCUPATIONAL LICENSE income of $4,000.00 is approximately
the same as income from this source for 1959. There were 80 Occupational
Licenses issued in 1959 and the same number can be anticipated for
1960.
Income from the FLORIDA STATE CIGARETTE TAX is expected to
amount to approximately $4,000,00 for the - year 1960 which will be an
increase of approximately 180 % over 1959. This considerable increase
is due to two factors; (1) Piggly Wiggly Supermarket is now in the
Village of Tequesta and (2) tax due to Village has now been properly
allotted by-the state. We can anticipate income of approximately
$340,00 per month from cigarette taxes.
Income from UTILITY TAXES levied against Jupiter Water Co.,
Florida Power and Light Co,, Southern Bell Telephone m d Telegraph Co,,
and Florida Public Utilities Co. is estimated at $1,600,00, an increase
of approximately 40% over 1959 income. This estimate is based upon
increased building and population of the Village,
County Road and Bridge Fund is estimated at $300900. This is
a county distribution and for 1959 was .135 mills on 100% assessment
of $1,525,860.00.
MISCELLANEOUS INCOME is arbitrarily estimated at $100.00
POLICE EXPENSE is estimated at $2,000.00 of which $l
is for rental of Police Car with driver; Police telephone $100.00 and
approximately $150.00 for incidental police expense.

POLICE PATROLLING EXPENSE is estimated at $1,900.00. $1
for patrolman at $26.25 per week; balance of $535.00 is for gas and
oil for patrolmants car.
FIRE EXPENSE consists of $75.00 a quarter paid to Jupiter
Volunteer Fire Department as a contribution.
BUILDING INSPECTOR FEES are one -half Building Permit cost, paid
upon final inspection of each completed building. Mr. Lou Laliberte is
Building Inspector.
LEGAL AND AUDITING fees are estimated at $1,200.00 of which $600.00
is paid to Winters, Cook, Brackett and Lord for retention of their dervices.
Balance for other legal expenses and auditing services that may be
necessary for conduct of Village business.
OFFICE SALARIES are estimated at $2,900.00. Assistant Clerk $1800.00
and secretarial services $1
OFFICE RENTAL is estimated at $450 or #37.50 per month.
WORKMEN'S COMPENSATION INSURANCE premiums are estimated at $50,000
1959 premums were about $11.00 per quarter.
INSURANCE PREMIUMS of $500.00 are anticipated with estimated
$450.00 for Comprehensive General Liability policy sn d $50.00 for bond
of Village Treasurer,
STREET REPAIRS are estimated at $1,000,00 and STREET SIGN expense
is estimated at $200.00.
Blue Prints ($100.00); Dues & Subscriptions ($200.00); Office
Supplies ($200.00); Miscellaneous Expense ($200.00); Bank Service
Charges ($15.00) are arbitrarily figures more or less conforming to
1959 budget figures.
SPRAYING EXPENSE is estimated at $1,000.00 for 19600
TAX DISCOUNT ALLOWED is computed at approximately 3 -1/2 % of Tax
Roll. This will be approximately $200,00 for 1960.
