HomeMy WebLinkAboutMinutes_Special Meeting_02/02/1960 MINUTES OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA SPECIAL MEETING At 9 :40 AM, Tuesday, February 2, 1960 a specila meeting of the councilmen of the Village of Tequesta was held at the Village office at Village Square Shopping Center, Tequesta, Florida. Those present were: John P. Kurtz, Walter F. Lathrop, Albert Alderman, Zeke Cornelius , Thomas Daly, Robert Harp and Lou Lal iberte, Village Building Inspec- tor Mrs. Hannah Jones and Mr. C. J. McKuhen, owners of Ace Roofing Co, who do roof work in the Village of lequesj;a, appeared before council to answer complaints made by Mr. Laliber to about the quality of their work in the Village, They had previously been advised that their Occupational License probably would not be renewed. After considerable discussion among council memebers, the building inspector and Mrs. Jones and Mr. McKuhen, they were advised that they would be notified as to councilts decision. Council unanimously agreed to extend thelftoupational License of the Ace Roofing Co. on a temporary basis upon payment of the - .regular $50.00 fee__, and to consider the matter further. It was also agreed that should the license be revoked, a refund of the-fee would be made on a pro -rata basis,(Copy of letter from Clerk to Ace Roofing Co. is attached and made a part of these minutes.) It was unanimously agreed that Clerk should contact City of Nest Palm Beach to cake arrangements for contractors and sub - contractors such as plumbers, roofers, electricians, plasterers, painters, masons etc. to take the test given by West Palm Beach prior to issuance of license to such contractors. Upon notification that the test has been passed successfully, the Village of Tequesta will then issue an Occupational License to the applicant. In event applicant already holds a valid and current license issued by City of West Pd= Beach, Village will waive the test requirement and issue license. Aletter from legal counsel for the Village, Attorney William A. Lord was read discussing the various means for changing the name of the Vilkag e. After considerable discussion it was moved by Mr. Cornelius and seconded by Mr, Kurtz that a five member Charter Board be elected at the general election to be held March 15, 1960. Unanimously passed.(Copy of the resolution is attached to and made a part of these minutes.) A resolution calling for the general election to be held March 15, 1960 was also unanimously approved.(Copy of resolution attached to and made part of these minutes,) It was moved and unanimously agreed that the Village of Tequesta donate $500.00 to the Jupiter Volunteer Fire Department New Truck Fund, It was moved and unanimously agreed that Village join Florida Peace Officers Assn. at cost of $75.00 for one year. 4 0 It was moved and unanimously aagreed to accept F.C.C. Radio Mainten- ance Contract agreement submitted by Frank A. Leventhal of Salhaven at cost of $25,00 per month for police chief's radio. Pafe #2 - February 2, 1960. 1` It was moved and unanimously agreed to purchase 10 copies of each ordinance relative to annexations to Village from office of Winters, Cook, Brackett and Lord. It was moved and unanimously agreed that Robert Harp be registration officer for the Village for the registration of voters. Council unanimously approved the splitting of lot 511, Tequesta sub-division. Approval had been granted by declarer and had been.aecepted for mortgage purposes* There being no further business, the meeting was adjourned at 11;45 A.M. BE IT FURTHER RESOLVED, that the voting shall take palce at the Village Office in the Village Square Shopping Center, Tequesta, Florida. BE IT FURTHER RESOLVED, that the Clerk shall publish and post notice of said election in accordance with and provisions of Section 166.06, Statutes of Florida., 1959." The polls will be located in the Village Office located in Village Square Shopping Center, U, S. Route #1, Tequesta, Florida and will be open from 7 :00 AM to 7:00 PM, Registration for qualified electors will be held at the Village Office, located in the Village Square Shopping Center, U. S. Route i#1, Tequesta, Florida, from this date, to and including March 4, 1960. The office will be open for registration during this period daily from 9:00 AM to 5:00 PM except Saturdays and Sundays. Section 20, Article III of the Charter of the Village of Tequesta prescribes the following qualifications for electors: "Any person who shall possess the oualifications of an elector under the general laws of the State of Florida governing elections and shall have resided within the territorial limits of Tequesta, Florida for six (6) months preceding the election (March 15, 1960) and shall have registered in accordance with the ordinances of said Village shall be entitled to vote at any municipal election of said municipality except in elections limited to qualified electors who are freeholders residing within the Village," Three (3) Councilmen are to be elected at the annual general election March 15, 1960, A Charter Board of five (5) members is also to be elected. The primary purpose of this Board is to study the advisability of changing the name of the Village. Enclosed is a copy of Section 2, Article III, Section 7, Article III of the Charter of the Village of Tequesta, Florida and Section g, Ordinance No. 23 which set out the information required of candidates for election to the Council. Section 7, Article III: "Any candidate seeking election as Councilmen shall file with the Village Clerk a wr ;,tan not to such effect during the last ten (10) days of February in the yaar of the election, and shall pay such filing fee as shall be set by ordinance, Such notice shall state the number of the group in which he seers to be elected, his place of residence, his age, a description of the real property owned by him in the Village, and any other data required by ordinance," Section g, Ordinance #23: "Any qualified candidate seeking election as a member of the Council shall pay a filing fee of 5 per cent of the salary of a Council member or $5.00 whichever is the greater which shall be paid at the time of notice of candidacy."
