HomeMy WebLinkAboutMinutes_Regular_11/15/1960 MINUTES OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA At 9;30 A.M. Tuesday, November 15, 1960 the regular monthly meeting of the Councilmen of the Village of equesta was held at the Village Ogffce in Village Square Shopping Center, Tequesta, Florida. Those present were: Walter F. 1 'athrop, J. P. Kurtz, Cecil Cornelius, Robert Harp, Attorney William A. Lord and Police and i`ire Commissioner J.R. Sutton, Jr. Minutes of the previous meeting were read and approved. Financial statement for October 1960 showing balance in General Fund of $1,363.44 and Cigarette Tax Fund of $1,820.80 at October 31, 1960 was read and approved. Attorney Lord suggested that a committee be appointed to make complete study of Village Charter so that necessary cha.ges can be presented before State Legislature in early 1961. Discussion was held on land Mr. William Schlusemeyer is willing to give to Village. This piece of land is across from Mr. Schlusemeyers present shopping center on Tequesta Drive in Jupiter in the Pines. Clerk was instructed to find out dimensions of various atheletic fields etc. for play area and project possible necessary acreage needed for this together with Village Hall. It was moved and unanimously agreed that Council should consider accepting land for Village Hall site from Mr. William Schlusemeyer providing it fits into overall zoning plan of Village. Zoning chairman is to immediately draw up overall zoning plan for Village, which can be presented to all residents of Village for their approval. It was moved, seconded and unanimously agreed that Village should sill consider purchase of land located on Seabrook Road across from Good Shepherd Episcopal Church. Formal approval was given for increase of Police Chieffs salary to $6,000.00 per year effective October 1, 1960. Moved and unanimously agreed that Village should have Blanket Bond for all employees. Cornelius Insurance AgencJ5 was so notified Upon motion made by Mr. Kurtz, seconded by Mr. Cornelius the following resolution was unanimously adopted; "RESOLVED that street and house numbering plan for ' Country Club Community as prepared and presented by Police and Fire Commissioner J. R. Sutton, Jr. be adopted by the Village Council." (Copy of numbered plat attached.) Letter from Mr. David A. Lewis, Jupiter in the Pines,to- gether with petition calling attention to very poor drainage in the area was read and thoroughly discussed. Moved by Mr. Kurtz, seconded by Mt. Cornelius that Village get engineers report from Mr. Schluse- meyer on what drainage has been put in, why it does not work properly a pn wh tPlie Am to e o o about it.a�his report to cover all Jupiter 7 b Page 2 11 -15 -60 Attorney Lord was asked to prepare an Ordinance providing that all trucks operating in Village have name of company or other proper identification on truck where mt can readily be seen at all times, Moved by Mr. L athrop, seconded by Mr. Cornelius, that Al Alderman be advised that unless his plat of May Harbor can satisfy lalm ''each County authorities within 60 days, Council's approval of Plat of Hay Harbor as originally presented by Mr. Alderman shall be void Moved and unanimously agreed that Fred Ford Sanitation Department be authorized to pick up clippings etc. and clean up road rights of way as proposed in their letter of September 9, 1960, for trila period of three months. Attorney Lorb is to prepare resolution prohibiting use of wells for drinking water purposes from same lot on which a septic tank is located unless provisions are made for first having water go through purification system. Police and Fire Commissioner was deputized and sworn in as a police office. (Oath of office and waiver of insurance attached.) Police and Fire Commissioner Sutton presented the follow- ing bids which he had received on a new police car; Florida Dodge Chrysler 1961 Dodge Seheca 2,200.00 Net Stewart Pontiac Co. 1961 'atalina 2,394.65 Palm -Oeach Motors 1961 Chevrolet 2,721.90 f� Baln k and Smith 1961 Plymouth 2,144.10 " Bev Smith ford 1961 Ford Wagon 1,981.94 Bev Smith Ford 2 -1961 Ford Falcons 3,699.62 The cost of having police radio transferred was quoted at $32.50 and lettering of car was quoted at $22.50. He also showed that old car was in need of appr1mimately $500.00 for repairs at present time. Moved by Mr. Cornelius, seconded by lair. Kurtz and unanimously approved that Village purchase from Bev Smith Ford, Inc.: 1- 1961 6 pass. Country Sedan, solid white as per their quotation of October 8, 1960 - $1981.94 plus cost of having radio trans- ferred and lettering of police car. Commissioner Sutton also recommended that an answering service be provided in Police Chief's home since their are times that there would be no one to take police calls. The answering service would provide calling party with number where Police Chief could be reached. Cost of this service is $12.50 per month and installation charge of $15.00 and stand for equipment approxim tely $20.00. Mr. Cornelius moved, seconded by Mr. Kurtz and unanimously passed that this answering service be installed in Police Chief's home. Commissioner Sutton also mentioned other ordinances such as bicycle, boat, truck, clothes line etc. and mayor advised that he would have Village attorney look into these and make recommendations at next meeting. Use of p olice Car was discussed and it was unanimous feeling of Councilmen that car should not leave territorial limits of Village except on official business or duty. -_73 - Page 3 11 -15 -60 Letter application confirming verbal application from Jupiter- 'equesta Lanes, Inc. for licensing for serving beer in bowling lanes was read and application accepted, and approved.
