HomeMy WebLinkAboutMinutes_Regular_02/14/1961 MINUTES OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA At 9;30 AM Tuesday, February 14 1961 the Regular monthly meet - ing of the councilmen of the Village of equesta was held at the Village office in Village Square Shopping Center; Tequesta, Florida. Councilmen present were; John P. Kurtz, Thomas H. Daly, Cecil Cornelius, Robert C. Val ier and Walter F. Lathrop, Also present were Robert Harp, William A. L Irving Schlusemeyer and B. W. Renninger. Minutes of the previous meeting and minutes of a special meet- ing with residents of Jupiter in the Pines relative to the new pro - posed shopping center and Village hall site were read and approved, Upon motion by Cornelius - second by Valier, the treasurer's report for period ending January 31, 1961 showing balance of $3,170,86 in the General Fund and 01,659.13 in Cigarette Tax Fund at January 31, 1961 and list of January 1961 disbursements was unanimously approved. A discussion was held on the proposed budget for 1961 as. presented by the Village Manager. Upon motion by Scalier- second by Kurtz, a budget of $34,450,00 was unanimously adopted for 1961, (Copy of budget is attached to and made a part of these minutes.) 'fax Assessor, Robert Valier, presented a report showing est- imated 1961 Taxable Valuation of village property to be $6,875,473, Upon motion bj Cornelius - second by Kurtz, the taxable valuation of Village property for 1961 as presented by Tax Assessor was ly adopted. (Copy is attached to and part of these minutes.) A motion by Daly- second by Cornelius that the Village millage rate for 1961 be tow (2)mills was unanimously adopted and passed. Upon request of mayor, Council gave unanimous approval for Patrolman Laliberte to have his new car lettered (Police- Village of Tequesta) at cost of $17.50 and also purchase of portable red flasher for this vehicle at cost of $45.00 . Mayor reported that the State Road Department had officially adopted 45 MPH zone on route #1 running through Village of Tequesta. Mr. Renninger came before council to requests a street light at Waterway Drive and US #1 because patrons of bowling lanes are having difficulty finding proper place to turn into Waterway Drive at night. Upon motion by Cornelius- second by Kurtz, Village Manager was to contact Florida Power and Light Company and see that installation is made providing cost is not prohibitive, Mr. Irving Schlusemeyer advised council that the developer of Jupiter in the Pines was anxious to get FHA approval of their develop- ment and that a sewage disposal and treatment plan* was a pre - requisite to obtaining this approval. He suggested that Village council should give consideration to purchasing and operating the plant after it had been put into operation and operated for a period of two(2)year s by the developer . Method of purchase to be some arrangement agreeable to both parties concerned. It was the feeling of council that the developer Page 2 - February 14, 1961 should contact the Jupiter Utility Co Inc. and be closely connected wiibh them in this venture because village could not control payment of water bills unless they owned the water company. Mr. Schlusemeyer also stated that easements would be required to the North Fork of the Loxahatchee River from the proposed site of the treatment plant. Lathrop moved- secomded by Valier that develop- ers of `'upiter in the Pines section of the Village of Tequesta be granted easements from proposed sewage treatment plant to Village limit line in order to gain access to the North Fork of the Lox - ahatchee River. Motion was adopted and passed. Cornelius moved- second by Valier that Ordinace No. 38- "PROHIBITING TRASH DUMPING ALONG VITLAGE STREETS" and Ordinance No, 39- "DESIGNATING TEQUESTA DRIVE, COUNTRY CLUB DRIVE AND RIVERSIDE BOULEVARD as through streets" were unanimously passed and adopted on first reading. Mr. Valier suggested that police department see that con - tractor's trucks and vehicles and equipment do not block roads and that actual work such as mixing concrete plaster, cement etc. im is not done on roads. He also suggested that toilet facilities on lots where houses rare being built be placed on rear of lo he stated that all roads should be open at all times. Attorney Lord reported that both Dr. V. M. Johnson and Mrs. Lillian Heath had requested Village to abondon plat of Jupiter manors, which is south of Tequesta Drive. Council gave Attorney Lord approval to proceed with abandonment and suggested that both parties be con- tacted and asked to have their property in Section 36 remain in the Village. Resolution attached. Council authorized Village - 'tanager and 1 V 1 ayo3b to obtain bids for cost of planting and initially maintaining some type of trees along both sides of Tequesta Drive from US #1 to FEC Railway Tracks. Village bianager reported th according to charter, the annual village election would be held Tuesday March 21, 1961 at the Village office in Village Square Shopping Center for the election of one (1) councilman in Gruup 2 and one (1) councilman in group 4. A Motion by Valier - second by Cornelius that the 1961 election be held on March 21, 1961 for the election of councilmen in Groups 2 and 4 was unanimously passed. The mayor requested that Robert "arp be authorized to attend 19th An ual ^hor t Course for Municipal Finance Officers at the University of Florida, March 12 -15, 1961. A motion by Cornelius- second by Kurtz that Village pay registration fee and all other ex- penses for Robert Harp to attend this course was unanimously approved.
