HomeMy WebLinkAboutMinutes_Special Meeting_04/03/1961 MINUTES OF THE ORGANIZATION MEETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA The organization meeting of the Councilmen of the Village of Tequesta was held at 9130 AM, Monday, April 3, 1961 at the Village off- ice in Village Square Shopping Center. Present were: Councilmen Walter F. Lathrop, John P. Kurtz, - Cecil Cornelius, Robert C. Valier and Wilson C. Hicks. Also present was Robert Harp, Village Clerk and Village Manager. Mayor Lathrop presided and welcomed Mr. Hicks as a new council- man and advised council that he would write a letter is Thomas H. Daly expressing the appreciation of the Village for his service as a Council- man for the past several years. Minutes of the previous meeting were read and approved. Wilson C. Hicks and Walter F. Lathrop, Councilmen elected at the election held March 21, 1961 were sworn in and signed Oath of Office. A motion was made and unanimously passed appointing the follow- ing officers for the Village for the current term: Mayor: Cecil Cornelius Vice - Mayor Robert C, Valier Treasurer: John P. Kurtz Tax Assessor: Filson C. Hicks Tax Collector: Walter F. Lathrop Clerk: Robert Harp Signed Oaths of Office are attached to these minutes. Mr. William Schlusemeyer, developer of Jupiter in the 'Fines and Mr. Michael Colitz, representative of Walker Process Equipment, Inc. came before Council to discuss the proposed installation of a Walker Pro- cess Sewage Treatment plant in the upiter in the Pines section of the Village of Tequesta.Both gentlemen were questioned by Councilmen as to the proposed location of the plant, the possibility of odor and the cap- acity of the proposed plant, Council was advised that the proposed inst- allation is a 200,000 gallon capacity Walker Process Plant approved for 600 homes and would be odor free. Mr. Colitz explained that similar Plants are in use in West Palm Beach, Orlando, Ft. Lauderdale, Eustis and other communities and are quite satisfactory. Mr. Schlusemeyer ex- plained that he would conform tcj the conditions as stated in his letter of 'Aarch 15, 1961 relative to fencing, landscaping, maintenance of plant ind shrubbery etc. (Copy of letter attached and made a part of these ninutes.) After much discussion and deliberation on the sewage treatment - )lant, Mr, Valier moved, seconded by Mr. nurtz that Council approve in- 3talla tion of Walker Process Sewage Treatment Plant on Lot 35, Section 'B ", Jupiter in the Pines, Village of -�equesta, sub jest to formal notif- '_cation to the Village by the state and county health departments that Ghe full plans and specifications meet with their respective approval, ,lotion was unanimously passed. Village Manager is to have Attorney Lord draw up proposed fran- :hise agreement between the Village and Sewage Treatment Plant Company 'or acceptance by Mr. Schlusemeyer. Mr. Hicks stated that he had received several requesta to have council meeting time changed to the evenings. It was the general feeling of Council that present meeting time should not be changed. Note was made >f the fast that Council meetings are open to the residents of the Village In order to give more coverage to the activities of Village - ouncil, it was decided to post copies of minutes of council meetings on he three Village bulletin boards in the area. Lathrop moved, seconded by Kurtz that this meeting be the reg- lar Council meeting for April 1961. Motion unanimously passed. Council accepted bid of Tropical Paving Co, for black - topping f cUr ves at Fairway Notth ($138.00) and Golfview Drive ($225,00) and eflaager was advised to have work proceed. Tom Handley Plumbing to. bid of 185.50 for replacement of pump on island at US #1 was accepted. Mr, Lathrop advised that Mr. Kenny Hyotlaine had talked to him bout a proposed Tri -City Beach Area (Juno, Jupiter and I equesta) south f present colored beach. Manager was advised to get more concrete data bout idea and present to Vouncil. Mr, Hyotlaine had also talked about a April 3, 1961 'age 2 Village of X equesta piece of land 130 feet north of Village Square Shopping Center running from US #1 to Waterway on which there is a possibility of construction of a five (5) story cooperative apartment building and marina facilities. It appears very possible that prospective purchaser would want to put project into the Village of Tequesta. Village manager is to get further details of plan from Mr. Hyotlaine. Village 'Manager was requested to write letter of protest to U. S. Army Corps of Engineers about proposed new opening and closing hours for F. E. C. Railway bridge over Jupiter River. A general discussion was held concerning necessary recreation- al facilities for children of the Village and Mayor appointed Mr. Hicks chairman of a Village Recreation Committee to survey entire needs of Village and report to Council next meeting. Mayor Cornelius advised he would like to have Mr. Jack Sutton, Jr. as Police and Fire Commissioner for the Village and Mr. Valier so moved, seconded by 'Mr. Lathrop. Motion was unanimously passed. SC"LUSEMEYER March 15, 1961 Village of Tequesta Tequesta, Florida Attention: Members of the City Commission Gentlemen: This letter will confirm your Vote of Record made at your regµlar meeting, March 14, 1961: That you will grant me the permission to locate and install a suitable Sewerage Treatment plant on Lot Thirty -five (35) of a re- subdivision of a portion of Jupiter In The Pines, Section "B ", recorded in Plat Book 26, page 27.5 and grant me a license to operate same and give all easements through rights -of -gays and dedicated streets throughout Jupiter In The Pines platted and unplatted areas, as required, subject to the following conditions to which I agree: 1. That a suitable link fence be completely installed around said plant. 2. That mature shrubbery in height will be immediately planted in order to assist in concealing the plant. 3. That we guarantee the maintenance and care of this shrubbery. 4. That we guarantee the maintenance and care of the plant. 5. That a suitable plant will be installed, which at the moment seems to me to be the :3al-ker Process, which has the following dimensions: 43 ft, in diameter, a height of 8 ft. to 12 ft. above the ground. On the latter item, a great deal depends on the water table and it will be very definitely to our advantage to lower it even below the 8 ft. if possible. P. O.
