HomeMy WebLinkAboutMinutes_Regular_05/09/1961 MINUTES OF THE 14EETING OF THE COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA At 9 O .A.M., Tuesday, May 9, 1961 the regular monthly meeting of the Councilmen of the Village of Teauesta was held at the Tequesta Country Club, Tequesta, Florida. Councilmen present were: Cecil Zeke Cornelius, Robert C. Valier, J. P. Kurtz, Walter F, Lathrop and ?Nilson C, Hicks. Also present were Robert Harp, Village Manager and Paul Potter, representing Winters, Cook, Brackett and Lord, the Village Attorneys. On motion made and passed, reading of the minutes of the previous meeting were waived, Treasurers report fcr the period ending April 30, 1961 was read and approved showing cash balance of A3.,709,83 on hand at April 30, 1961. Mr. George Offutt., III appeared before the meeting to discuss dressing up Tequesta Drive from U.S. #1 to the Tequesta Country Club Community Gate. His suggestion was to plant 30 foot trunk Royal Palms at intervals of 7 feet on each side of the roadway for the entire distance, approximately 1 miles. He stated that upon his investigation he could contract for this size and quantity of Royal Palm trees at a cost of $67.50 each in the ground. He estimated costs as follows: Trees $13,750. 6 months watering and maintenance 1.,400. $15,150. Mr. Offutt further proposed that the Jupiter Utility Co., Inc. would provide water and watering facilities for each tree. He further stated that he had estimated the total_ overall cost to be $17,000. and that he had already secured tentative committments of the following: Jupiter -- Tequesta Hunt C1ub........$20OO. Leaving a balance of $7,000, proposed as the Village of Tequestats share of the project, He suggested that the Village sell a 20 year bond to cover their share. He also suggested that he would be willing to purchase the bond. After much discussion, it was unanimously agreed by the Council that the planting of the trees would be a very great asset to the Community. The matter of raising the money at this time was turned over to the Attorney for his comments and suggestions and he advised he would look into the matter and advise proper legal means for raising necessary funds. With the above thoughts in mind, Mr. Valier moved ---. seconded by Mr. Lathrop -- that the Village undertake the expenditure of $7,000, as their share of the cost of planting and initial maintaining for a period of six (6) months, 30 foot high trunk Royal Palm trees planted in the right of way of Toquesta Drive from U. S. #1 to Tequesta Country Club Community entrance Minutes of the Council Meeting - May 9, 1961 - Page 2 - Conttd, gate on the condition that the Attorneyst will provide proper legal procedure necessary for securing the $7,000. without encumbering the present financial position of the Village. Motion was unanimously adopted. Mr. Offutt also discussed need for another water storage tank in the area, and asked permission to erect a tank 32 feet high on the present well site on Tequesta Drive approi:fmately 300 feet from the road. He advised that he would provide adequate landscaping for the tank to provide good camouflage. With the health welfare and safety of the residents of the Village in mind, the Council give usla.nimous approval to Mr.` Offuttts request for permission to construct the 32 foot water storage tank. Mr. Irving Schlusemeyer, representing William Schlusemeyer, Developer of Jupiter in the Pi:1E3 appeared before the Council to object to the proposed location of a Teen -Tnurn -n The south boundary of the Village adjacent to properties they own and expect to sea.]. as homosites. They feel this location for a Teen -Town would be detrimental to their property. Along with this objection, he advised that Mr.,, Schlusemeyer would give two (2) acres of ground north of the sewage plant and across from the Episcopal Church as a site for Teen -Town. No definite action was taken. Discussion was held concerning combined site for Teen -Town and recreation facilities in this area. Upon motion made and unanimously passed, the Village Manager was authorized to work with the Village Attorney in revising Occupational License Ordinance and Certification. of Contractors. A discussion was held on the very poor ambulance service in the Jupit er- Tequesta area and the great need for this service. Village Manager was requested to write a letter to the Jupiter VFD to inquire if they had any plans along this line and advising them of the Villagets desire to assist them in any way possible. It was the general feeling of the Council that our Police Car should not provide ambulance service for the entire area. The Council accepted the deed to the property donated to the Village by Mr. William Schlusemeyer for a Village Hall site and the Mayor will write a letter of thanks for this very .fine gesture. The Council authorized the purchase of four (4) new 7:10 --15 nylon blackwall Firestone tubeless tires at a cost of $16.95 each installed, for the Police Station Wagon. Bid was from Phillips Tire Service, Inc. Other bids attached. Police Chief Dahlmeyer was authorized to purchase 3 white summer shirts, 1 summer cap with extra top and strap at a total cost of $27.90. Patrolman Laliberte was authorized to purchase 2 pair of trousers at a cost of $17.95 each, for a total of $35.90. Total uniform expense -- $63.80. Upon request of the Good Shepherd Episcopal Church to operate a Nursery School, Kindergarten and First Grade of Day School at their church site on Seabrook Road, Mr. Kurtz moved -- seconded by Mr. Valier that the churchts _equest be granted. Police Chief Dahlmeyer's report for the month of April 1961 was read. Upon motion by Mr. Lathrop -,- seconded by Mr. Cornelius and unanimously passed --- action upon a propo:3ed well and sewage ordinance was tabled. Upon motion by Mr, Lathrop -- seconded by Mr. Kurtz -- the Council unanimously approved resolisci:,n received from Jupiter Area Junior Chamber of Commerce for naming Ocean Drive through Juno Beach as Highway AlA. There being no further business, the meeting was adjourned at 11:30 A.M.
