COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA
At 9:40 A.M. Tuesday, June 13, 1961 the regular monthly meeting
of the Councilmen of the Village of Tequesta was held at the Tequesta
Country Club, Tequesta, Fla.
Councilmen present were: Cecil "Zekell Cornelius, Robert C. Valier
and Walter F. Lathrop. Also present were Robert Harp, Village Manager
and William A. Lord, Village Attorney.
Meeting was opened by Mayor Cornelius.
On motion made and passed, reading of the minutes of the previous
meeting was waived.
Treasurerts Report for the period ending May 31p 1961 was read and
approved showing cash balance of $3,977.06 on hand in the general fund
and balance of $15,100. in Tequesta Drive Beautification Fund.
A resolution providing for the borrowing of $7,000. from George W
Offutt'for the Village's share of the Tequesta Drive Beautification Fund
and planting of Royal Palm trees and providing that the Village shall
issue a series of bonds as evidence of indebtedness, payable on or before
20 years from July 1,, 1961 with interest at the rate of 5% per annum
payable semi - annually and secured by the "Cigarette Tax Fund" of the
Village was given first reading and upon motion by Mr., Lathrop, seconded
by Mr. Valier the first reading was approved.
Mr. Offuttts petition requesting annexation of his properties
%coated on the east and west sides of Seabrook Road north of Tequesta Drive
and his plan for the development of his lands east of Seabrook Road were
very thoroughly discussed. A letter written to Mr. Offutt concerning
the feeling of the Council about these items was read. Attorney Lord
stated that Mr. Offutt had talked to him about the Village's requirements
and told him that he would have reads built to conform to the Couneills
wishes; that he felt any exclusions in his petition would be easier to
get into the Village if contiguous lands were in the Village; and he
stated he did not feel the necessity for underground drainage in his
proposed development. Council was in agreement that roads and drainage
were of prime, importance to the Village in any new sub- division and that
proper plans 'and specifications for both are of great importance. It
was the general feeling that drainage would present a serious problem at
the intersection of Seabrook Road with Tequesta Drive especially as the
lands north of Tequesta Drive are developed. It was the feeling of the
Council that the Village should first secure a copy of the drainage plan
for Jupiter in the Pines Section of the Village from their engineer and
should hire a competent engineer to give council his opinion of the proposed
drainage plan in respect as to what would be adequate drainage for the
areas north of Seabrook Road draining to Tequesta Drive.
It was brought to the attention of Council that the Village Charter
provides that all plats for subdividing lands presented to Council for
their approval shall have specifications equal to or exceeding Palm Beach
County specifications.
Upon motion made by Mr. Lathrop, seconded by Mr. Valier, and passed,
the Council adopted the Palm Beach County Road specifications with the
exception that Council approve only primary roads with 1 -3/4" compact
asphalt tops and secondary roads with 12 " asphalt tops and that
bgth primary and secondary roads conform to Palm Beach County shoulder
s abilization requirements.
Council expressed their a oncern over developers who have promised
to do certain projects to the satisfaction of the Village and have not

followed through.

It was the general feeling that the Village would annex Mr. Offuttfs
lands east of Seabrook Road as acreage, but Village Council would have to
have proper assurances from the developers that the plat roads and
drainage would be installed to the specifications of the Village Council
before acceptance of the proposed plat.
Village Manager was requested to find out if water pressure in fire
hydrants is adequate and to request that the Jupiter V.F.D. check their
equipment on some of the hydrants.
Council weds advised that Jupiter V.F.D. may place a piece of fire
fighting equipment in the Village providing adequate cover for equipment
can be secured. Village Manager was to look into place for keeping
fire truck,
Village Manager is to write the Florida State Road Department
concerning traffic traveling over authorized speed limit of 45 mph on
U, S, #1 through Village limits.
Report of Police Chief Dahlmeyer for May was read.
A draft of a proposed new occupational license ordinance was passed
out to Councilmen for their study.
Village Manager was authorized to purchase three dozen concrete
buttons to protect road corners and also authorized to purchase a
bulb snatcher for replacing light at intersection of U. S. #1 and Tequesta
Drive.
There being no further business, the meeting was adjourned at 11;15 A.M.
