COUNCILMEN OF THE VILLAGE OF TEQUESTA, FLORIDA
At 9:30 A.M. Tuesday, July 11, 1961, the regular monthly meeting of
the Councilmen of the Village of Tequesta was held at the Tequesta Country
Club, Tequesta, Florida.
Councilmen present were: Cecil Zeke Cornelius, Walter F. Lathrop,
Wilson C. Hicks and John P. Kurtz. Also present were Robert Harp, Village
Manager, William A. Lord, Village Attorney, Mr. George W Offutt, III,
Mr. Irving Schlusemeyer and Mr. Ralph Bird.
The meeting was opened by Mayor Cornelius,
Mr. Offutt appeared before the meeting to ask the Council to accept
petitions requesting annexation of properties located north of Tequesta
Drive on both east and west sides of Seabrook Road. A very thorough
discussion was held on the proposed preliminary development plan of Ridgewood
legally described as follows:
"A parcel of land in the N.E. quarter of the S.E. quarter of Section
25, Township 40 South,, Range 42 East, Palm Beach County, Florida,
described as follows:
Begin at the East Quarter Corner of Section 25, Twp 40 South, Range 42
East; thence run south along the section line a distance of 1044.7 feet;
thence run in a westerly direction with an angle of 89 measured
from north to west, a distance of 635 feet to a point in the east
line of the County Road; thence run north along the east line of the
said County Road, with an angle of 90 measured from East to
North. A distance of 1043.6 feet to a point in the quarter section
line of Section 25; thence run in an easterly direction along the said
quarter section line, with an angle of 890541401 measured from
south to east, a distance of 635 feet to the point of beginning."
and located and abutting the north property line of the Church of the Good
Shepherd, The main part of the discussion on this plan related to drainage
and roads. Mr. Offutt assured the Council that roads would be installed to
the Council's specifications as stated on preliminary plan. Drainage was
very thoroughly discussed with the Councilis prime concern being what effect
the drainage of this new development would have on the drainage of the
Jupiter in the Pines section of the Village. It was the general feeling of
the Council that the present drainage now in Jupiter in the Pines is not
adequate and that any additional drainage would have serious effect on the
present drainage. A letter from Mr. William Schlusemeyer was read in which
he stated that his Engineer believes the drainage in Jupiter in the Pines to
be well in hand and there should be no problems concerning drainage through
the streets (letter attached to minutes). Pictures of drainage pipes
clogged with sand located across Seabrook Road were also shown to the Council
who were advised that Mr. Schlusemeyer was going to have the pipes cleaned
out. (Pictures attached to minutes). Mr. Ralph Bird, Registered Engineer
representing Mr. Offutt said he did not believe drainage from the proposed
new development would effect present drainage providing proper provisions
would be made at the intersection of Seabrook Road and Tequesta Drive, He
further stated that in his opinion, drainage in Jupiter in the Pines would be
. - improved if the drainage ditch running to the Loxahatchee River could be
cleaned out occasionally. It was also his opinion that the Council should
consider a Village drainage plan based upon anticipated final territorial
limits of the Village so that adequate drainage could be provided from the
beginning. Mr. Hicks moved, seconded by Mr. Lathrop, that petition as
presented by Mr. Offutt for annexation of lands as described above be
accepted by the Council. Motion was unanimously passed and adopted on
first reading (Note: Councilman VahLer has shown his approval of this action
a June Council Meeting).

Mr. Lathrop moved -- seconded by Mr. Hicks that the Council approve
the Preliminary Development Plat of Ridgewood as presented by Mr. Offutt
and Mr. Bird. Motion was passed.
No action was taken concerning annexation of lands lying west of
Seabrook Road because of the Councills concern over annexation of lands
with parcels that would be excluded from the Village. Mr. Offutt advised
the Council that he would personally contact owners of all the "outs"
to see if they would come into the Village.
Mr. Lathrop moved seconded by Mr. Hicks that the Village Attorney
send Mr. William P. Dyer, 5 Ridge Road, Richfield, Conn. a petition together
with a letter requesting that he have his property located at the northwest
corner of Tequesta Drive and U.S. #1, presently occupied by Turnbullts
Sinclair Service, annexed by the Village. Motion was passed.
A resolution providing for the borrowing of $7,000. from George W.
Offutt for the Village's share of the Tequesta Drive beautification fund
and planting of Royal Palm trees was given second reading and upon motion
by Mr. Lathrop -- seconded by Mr. Hicks, the second reading was approved.
The Council approved additional payment of $1754 to Tropical Paving
for additional work done.
A motion was passed providing that all Village checks be signed by the
Village Treasurer and /or the Village Clerk and one (1) Councilman.
A letter from John Hupp, a resident of Jupiter in the Pines, was read
to the Council and showed his concern about chinch bug ridden yards, make-
shift garbage pails and temporary clothes lines, especially at the rental
properties, which are tending to degrade the area. Police Chief Dahlmeyer
will advise tenants of clothes line ordinance and the Village Manager will
write letters to property owners who are allowing their yards to deteriorate,.
It was moved by Mr. Kurtz -- seconded by Mr Hicks that the Financial
Report showing the balance in the General Fund of $3,012.91+ and Tequesta
Drive Beautification Fund of $15,307.55 be accepted. Motion passed.
Upon motion made by Mr. Kurtz -- seconded by Mr. Hicks, and passed,
a donation of $25. was authorized to the Jupiter Merchants Baseball Team.
An ordinance providing for a sewage franchise between Plantreat, Inc.
and the Village of Tequesta was read and upon motion by Mr Kurtz -,—
seconded by Mr. Hicks, the first reading was approved.
There being no further business the meeting was adjourned at 11:50 A.M.

Road and Bridge Bond.
KNOW ALL PEN BY THESE PRESENTS that the Village of Tequesta, in the
County of Palm Beach, and State of Florida, acknowledges itself to
owe, and for value received hereby promises to pay, to the bearer hereof,
ONI THOUSAND DOLLARS ($1,000.00) in lawful money of the United States,
on or before the first day of July, A.D. 1981, with interest thereon
from date until paid at the rate of five percent (5%) per annum, payable
semi - annually on the first days of January and July in each year, on
presentation and surrender of the annexed interest coupons its they
severally became due, being payable at the Village Hall in the Village
of Tequesta, Florida.
This bond as to both principal and interest is payable
solely from revenues derived from the "CIGARETTE TAX FUND" as levied,
imposed and collected under and pursuant to the provisions of Ordinance
No. 11 of the Village of Tequesta, Inc. and Sections 210.02 and 210.03
of the Statutes of Florida, 1959.
This bond is one of a series of seven (7) bonds, aggregating
the sum of SEVEN THOUSAND DOLLARS ($7,000.00) , of like date and tenor,
and numbered from 1 to 7, inclusive, which are issued to improve Tequesta
Drive within the corporate limits of the Village by the planting of
Royal Palm trees along the right -of -way thereof, in accordance with
the provisions and authority of Chapter 57 -1915 , Special Laws of Florida,
1957, and the acts amendatory thereof and supplemental thereto.
It is hereby certified and recited that all acts, conditions
and things, required to be done precedent to and in the issuance of
this bond, have been done, happened and been performed in regular and
due form and time as required by law, and that the amount of this bond,
together with all other indebtedness of said town, does not exceed any
constitutional of statutory limit.

Gentlemen:
The solution to the drainage situation along Tequesta Boulevard
through Jupiter -In- The -Pines was referred to our engineer some-
time ago, and more recently in a letter to him asking what had
been done. Sometime ago there was admittedly various problems
which I think now have been overcome to the satisfaction of all,
whether or not some of this has been reported to the Village
Council, I do not know, but for the satisfaction of all, I will
report as follows.
First of all, catch basins have been installed on both corners of
Short Avenue, Norfolk Avenue, Evergreen Avenue, and Dover Road.
Also one at the so- called low spot on the south side of Tequesta
Boulevard, draining across to the main line on the north side.
The sizes of the pipe range from 18 inches to 36 inches in diameter,
and feed across Riverside Drive to the Loxahatchie River. My engineer
assures me that they are adequate in size to handle the usual amount
of drainage from these points. In addition to that the elevation of
the road at the intersection of Seabrook Road and Tequesta Boulevard,
has been changed, with the main volume of that water being directed
along the swale on the east side of Seabrook Road, south to the ditch
which runs along the city limits of Jupiter and Tequesta. To accom-
plish this, meant the deepening of the Swale and the 8 inch water
main had to be lowered to permit the change of grade.
Recently, and I mean within the past three weeks, in conjunction with
the sewage disposal plant and FHA approval, the FHA requested that
extensive tests be made in the swale along Tequesta Boulevard. This
of course, for the purpose of percolation and drainage. These tests

had to be run by engineers of their selection, our own not being
permitted to make the tests and sign the necessary affidavits. All
tests and reports were satisfactory, in fact in some cases were
called unusually good by the engineers report to the FHA.
In going over all of these points with my engineer on my recent
trip to Florida, he assures me that he believes the situation to
be well in hand and that there should be no problems concerning
drainage through the streets.
