CALL TO ORDER AND ROLL CALL The Historical Commission of Tequesta Village held a regularly scheduled meeting on Thursday, February 18, 1993, in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. The meeting was called to order at 7:30 p.m., by Chairwoman, Ethel Gravett. Commission members in attendance were: Chairwoman Gravett, Alice Klimas, Pat Kloiber, Dr. H. Alva Nessmith, Mary Seay. 2. APPROVAL OF AGENDA The agenda was approved as submitted. 3. APPROVAL OF MINUTES (Historical Commission Meeting, January 14, 1993.) Commission member, Alice Klimas, made a motion to approve the minutes of the Historical Commission Meeting of January 14, 1993 as submitted, Commission member Dr. Alva Nessmith, seconded the motion. The Vote on the Motion was: Ethel Gravett - For Alice Klimas - For Pat Kloiber - For Dr. Nessmith - For Mary Seay - For The Motion was approved and adopted. VILLAGE COUNCIL MEETING REPORT - MARY SEAY Mary Seay commented that she had attended the majority of the Council Meetings, and that there had been no mention of this Commission, except to acknowledge that it exists. She suggested that it might be necessary to give the Council a summary of their meetings. She mentioned that the issue of the Library came up with reference to the lighting. She stated that on numerous occasions, an update was requested to be included in the Council minutes. A written request would be sub- mitted. Fire /Rescue issue: Mary Seay stated that it would be going to referendum in the election to be held on the 9th, as various plans had been offered. Connect or Road issue: There seems to be much oppo- sition on this issue, a discussion took place at this time with reference to girl scouts having doors slammed in their faces when trying to sell cookies. Constitution Park: A meeting was held between the JT JC's and Tequesta Gardens. There will be some leadway given. She mentioned that some ordinances were passed, but the major issue was the Fire /Rescue going to referendum. Mary Seay mentioned that there would be a candidate's forum to be held on February 23, 1993 at 7 p.m., Tequesta Council Chambers and one to be held at 7:45 a.m., Jupiter /Tequesta /Juno Beach Chamber of Commerce. 5. DISCUSSION OF EXHIBIT BOOTH AT TEQUESTA -FEST ON MARCH 14, 1993. Chairwoman Gravett explained that things of an histori- cal nature would be on exhibition. Mary Seay stated that a tent would be available and would be shared by the Village of Tequesta, The North Humane Society, Treasure Coast Wild Life and Preserve, and possibly the Loxahatchee Historical Museum. The Flag Raising Ceremony will begin at 11:45, Tequesta -Felt will be ongoing until about 4 or 5 p.m. Volunteers would be needed to man the historical booth. At this time, members agreed upon volunteer time. Pat Kloiber suggested a handout about this Commission supplying information and requesting donations. Alice Klimas suggested a Tequesta -Fest souvenir be available, for the purpose of raising funds for the Village as well as pay for the entertainment, and other overhead. Historical Commission Meeting Minutes February 18, 1993 Page 3 6. REVIEW and DISCUSSION REGARDING PALM BEACH COUNTY HISTORICAL PRESERVATION ORDINANCE. Chairwoman Gravett said that the Village had received a letter from Palm Beach County regarding the Historical Preservation Ordinance, informing them that they can choose to opt into that ordinance. It has been adopted by the County establishing the group that will be overseeing that Ordinance. A discussion ensued to consider a Motion that recommendation be made to the Council to consider opting into the Palm Beach County Historical Preservation Ordinance. Alice Klimas made a motion that this recommendation be made to the Council of the Village of Tequesta, Mary Seay amended the Motion to read as stated, noting that in the future, the Historical Commission will ask Council to establish our own Village Historical Preservation Ordinance. A Motion was made by Pat Kloiber to move on this amend- ment, seconded by Alice Klimas. The Vote on the Motion was: Ethel Gravett - For Alice Klimas - For Pat Kloiber - For Dr. Nessmith - For Mary Seay - For The Motion was approved and adopted. 7. COMMITTEES Chairwoman Gravett stated that this item would be deferred to the next meeting. 8. ANY OTHER MATTERS Chairwoman Gravett stated that the Commission had re- ceived information from Jupiter- Wreck, Inc., stating that they are selling some of the gold that they had discovered off Jupiter Beach, and asked if anyone would be interested in purchasing some of it. Pat Kloiber asked if this could be a potential money raiser working jointly with them for the 1994 Tequesta -Felt. Mary Seay thought that it might not be too late to look into this for the 1993 Tequesta-Fest. She stated that she would report back. Historical Commission Meeting Minutes February 18, 1993 Page 4 8. ANNOUNCEMENT OF GRANT Chairwoman Gravett said that she had received a Grant to do a study on the old Indiantown Road Grade. She stated that Martin County had declared it a "Scenic Byway," and on March 2, 1993, Palm Beach County will declare it a "Scenic Byway." She stated that at the present time, she had legislature in both the House and Senate working on getting it designated a State "Scenic Byway." She will be going to a workshop in April given by the Department of Transportation of Scenic Byways. Also under Any Other Matters, not stated on the agenda, Chairwoman Gravett reported that she had received a letter from Susan Clark, regarding her resignation from the Historical Commission because of a conflict of scheduling with another committee she is serving on. The Commission members discussed the possibility of re- scheduling the Commission meetings so as to accommodate Susan Clark's schedule. They felt her contribution to the Commission was valuable. Pat Kloiber made a Motion to defer acceptance of Susan Clark's resignation. It was seconded by Dr. Nessmith. The Vote on the Motion was: Ethel Gravett - For Alice Klimas - For Pat Kloiber - For Dr. Nessmith - For Mary Seay - For The Motion was approved and adopted. Alice Klimas made a suggestion that perhaps an article could be sent to the Jupiter Courier to let the public know of their existence and purpose. ADJOURNMENT There being no further business before this Commission, Chairwoman Gravett recognized a Motion by Dr. Nessmith to adjourn this meeting, seconded by Mary Seay. The Vote on the Motion was: Ethel Gravett - For Alice Klimas - For Pat Kloiber - For Dr. Nessmith - For Mary Seay - For The Motion was approved and adopted.
