CALL TO ORDER AND ROLL CALL The Historical Commission of Tequesta Village held a regularly scheduled meeting on Tuesday, September 15, 1992 in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. The meeting was called to order at 7:30 p.m. by Pat Kloiber. Commission members in attendance were: Susan Clark, Bill Hart, Pat Kloiber, Ethel Gravett, Alice Klimas, James Worth, Elizabeth Schauer, Dr. H. Alva Nessmith, and Mary Seay. II. REVIEW OF THE PURPOSE AND RESPONSIBILITIES OF THE HISTORICAL COMMISSION OF TEQUESTA VILLAGE. Village Manager Bradford gave the Commission a quick overview of the Florida Sunshine Law and gave copies of excerpts from the manual to members of the Commission, explaining that: The Historical Commission is an ad hoc committee, put together by the Village Council, therefore causing it to become subject to the Florida Sunshine Law. The Sunshine Law states that all of the meetings must be held publicly, as well as posted at the Village Hall and notice to the local newspapers approximately one week before the meetings. Any business of the Commission cannot be discussed with other members of the Commission unless done so at a public meeting of the Commission. Pat Kloiber reminded the Commission that their mission was to locate, preserve, and restore any landmarks, historical records or buildings in the Village worthy of historical designation. The Commission is also charged with the establishment of their Charter and rules to govern itself, and, as permanent historical committee, will develop a permanent record of the heritage of the Village. The length of membership will be one year. There remains two alternates: Lois Joice and Ruth Butterfield. The floor was opened for nominations for Chairman and Vice Chairman: Susan Clark moved to nominate Ethel Gravett as Chairwoman of the Commission. Mary Seay seconded the motion. The vote on the motion was: Susan Clark - for Bill Hart - for Pat Rloiber - for Ethel Gravett - for Alice Rlimas - for James Worth - for Elizabeth Schauer - for Dr. H. Alva Nessmith - for Mary Seay - for The motion was passed and adopted and Ethel Gravett was elected as Chairwoman of the Historical Commission of Tequesta Village. Ethel Gravett moved to nominate Susan Clark as Vice Chairwoman. Elizabeth Schauer seconded the motion. The vote on the motion was: Susan Clark - for Bill Hart - for Pat Rloiber - for Ethel Gravett - for Alice Rlimas - for James Worth - for Elizabeth Schauer - for Dr. H. Alva Nessmith - for Mary Seay - for The motion was passed and adopted and Susan Clark was elected as Vice- Chairwoman of the Historical Commission of Tequesta Village. The Historical Commission of Tequesta Village Meeting Minutes September 15, 1992 Page 3 --------------------------- It was determined that the Historical Commission would meet every two weeks initially to become established, and that the next meeting would be held on October 8, 1992 at 7:30 p.m. Susan Clark stated that she has sample copies of Charters and that she would bring those to the next meeting as guidelines for setting up a Charter for the Commission. As a professional historian, Ms. Clark stated that historical items collected would need to be properly cared for and offered the Loxahatchee Historical Museum as a caretaking facility. It was felt that preservation information ought to be shared with those residents who might have artifacts that are felt to be worthy of preservation. It was determined that information, such as this, from the Historical Commission would be submitted through the Village Newsletter. A discussion took place regarding the creation of an informative Tequesta brochure, similar to the booklet entitled "Tequesta After 25 Years" which was done in 1982. There was also discussion regarding talking with local residents who may be able to give an oral historical accounting regarding Riverside Drive, the Jackson property, etc. Bob Riskaddon, Legislative Chairman of the Loxahatchee Historical Society, as well as the Local Government Chairman of the Chamber of Commerce, was in attendance and announced that his committee tries to monitor what takes place in Juno Beach, Tequesta and Jupiter. He added that this area has a unique situation in that it has the only historical museum in all of Palm Beach County, into which has been put much effort, and urged that the Historical Commission, to avoid duplication, utilize and work in conjunction with the Museum and its data facility. ADJOURNMENT There being no other matters before the Commission, Susan Clark moved that the meeting be adjourned. Pat Rloiber seconded the motion. The vote on the motion was: Susan Clark - for Bill Hart - for Pat Rloiber - for Ethel Gravett - for Alice Rlimas - for James Worth - for Elizabeth Schauer - for Dr. H.
