Subject: Reorganization of the Tequesta Water Department and
Stormwater Utility
Section 3.07 of the Tequesta Charter states that:
There shall be separate departments as established by the
Village Council by Ordinance upon recommendation of the
Village Manager. Each separate Department Head shall be
appointed by the Village Manager and approved by the
Village Council. Each department shall be subject to the
general supervision and controlled by the Village
Manager, but shall be directly supervised and controlled
by the person in charge thereof, who shall have the title
appropriate of the functions of his department. Except
as provided otherwise, the same person may be placed in
charge of two or more departments. The Village Manager
may head one or more departments and a director of a
department may head one or more of the organizational
units thereof.
Currently, Tequesta operates two utilities, the Water Department
and the Stormwater Utility. It is my recommendation that the
Village Council consider approval of the creation of the Tequesta
Utilities Department with two distinct divisions therein entitled
"Water Utility" and "Stormwater Utility". The new head of this
department would have the title of "Utilities Director". Salary
range for this position would be $55,249 - $73,100 per annum.
Currently, the Stormwater Utility is a division of Public Works.
It is proposed that a Stormwater Utility Coordinator not be hired
at this time and perhaps never. With a professional engineer
having a thorough public utility construction background, it is
quite conceivable that the person can handle the oversight of both
activities. If this holds true, the salary and benefits formerly
paid to the Stormwater Utility Coordinator ($51,573 plus benefits)
will be diverted to the capital projects, accelerating the same.
Attached are several organizational charts explaining the current
and proposed organizational setups. A discussion should be held
relative to the reorganization of the workforce to make better
utilization of existing manpower.
If the Village Council approves of the reorganization, all or
portions of Chapter 18 (Water) and Chapter 19 (Stormwater Utility)
may need to be amended to accommodate the new name of the Utilities
Department and the title of the Utilities Director.
If approved, the Village will advertise for the Utilities Director
in an American Waterworks Association publication, Public Works
Magazine in a statewide water utility and/or Stormwater utility
publication and in The Palm Beach Post in order to solicit
applications for the position.
It is recommended that the Village Council approve the creation of
the Tequesta Utilities Department and the hiring of a Utilities
Director to oversee its water and Stormwater operations.

N„ ATURE OF WORK
Highly responsible supervisory and administrative work in planning, directing, and coordinating
the activities of the Tequesta Water System and Stormwater Utility, including the general
administration and business operations of both utilities.
Work involves responsibility for the function of the Water Treatment Plant and Stormwater
Utility, their related appurtenances and facilities.
Control extends to supervision of planning, design and construction or reconstruction of the
utility's facilities. Work is performed independently and subject to the review of the Village
Manager through conference and reports.
ESSENTIAL SOB DUTIES
Supervises design, construction, operation and maintenance of the Water Treatment Plant,
distribution systems, stormwater collection systems, and appurtenances.
Inspects water sheds, reservoirs, pumping stations and treatment plant for proper operation and
-.for determining needs.
Plans and coordinates the operations of all divisions within the Water Department.
Coordinates, prepares and reviews Water System and Stormwater Utility capital project plans for
compliance with all Village, State, and Federal Regulations.
Reviews capital project plans for other Village Departments for compliance with all Village, State,
and Federal Regulations.
Prepare all Environmental Protection Agency (EPA~National Pollutant Discharge Elimination
System (NPDES) permits as required.
Regularly field inspect all Village stormwater drainage system for efficient flow operation and
safety.
Prepares Water System and Stormwater Utility Budgets.
Plans and directs the departmental accounting activities.
Plans for future needs in water and stormwater facilities.
Makes Policy and Operational recommendations to the Village Manager.
Maintains and promulgates necessary. departmental rules and regulations in accordance with
personnel rules, regulations and Village Policy.
Communicates with co-workers, management, citizens, and others in a courteous and professional
manner, and provides required customer service.
Conforms with and abides by all regulations, policies, work procedures, and instructions.
Conforms with all safety rules and wears/uses all appropriate safety equipment.
Performs related work as required.
DESIRABLE KNOWLEDGE SKILLS. AND ABILITIES
Extensive knowledge of the principles, standard methods and practices of the operation of a
municipal water supply system and stormwater utility system. Thorough knowledge of the
methods, design, and practices of related construction.
Considerable knowledge of principles, practices and procedures of public and business
administration as applied to public utilities.
Ability to plan, direct, supervise, coordinate, organize and inspect utility programs and activities.
Ability to prepare written technical reports, estimates, construction and cost records.
Ability to plan, assign, instruct, review and evaluate work assignments of technical and
professional personnel.
Ability to address civic organizations or other public or private groups on subjects relative to
utility programs and projects.
Ability to prepare, develop and present long range utility plans and programs.
Ability to establish and maintain effective working relationships with subordinates, superiors,
municipal officials and the general public.
DESIRABLE TRAINING AND EXPERIENCE
Graduation from an accredited college with undergraduate work in civil, mechanical or sanitary
engineering and extensive progressively responsible experience in engineering including
considerable responsible administrative and supervisory experience in the management of utilities.
Master's Degree in business administration or engineering or an acceptable equivalent
combination of training and experience.
SPECIAL REOUI~MENTS
Must possess a State of Florida Professional Engineer Certificate within twelve (12) months of
date of hire.
Must possess or obtain a Class " C" Stormwater Operator's Certification issued by the Florida
Water and Pollution Control Operators Association within twelve (12) months of date of hire.
Must possess a valid Florida Driver's License.
TOOLS AND~.QUIPMENT USED
Knowledge of operation and use of motorized vehicles and equipment, including dump truck,
pickup truck, utility truck, backhoe, tamper, plate compactor, saws, pumps, compressors,
generators, trencher, common hand and power tools, shovels, wrenches. Skill in use of detection
devices, mobile radio, phone, personal computer inch~ding word processing and other software,
copy and fax machine.
