VILLAGE OF TEQUESTA
VILLAGE COUNCIL SPECIAL MEETING MINUTES
February 22, 2011
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Mayor Pat Watkins at 7:38 p.m. A roll call was taken
by Village Clerk Lori McWilliams. Present were: Mayor Pat Watkins, Vice -Mayor Tom
Paterno, Council Member Jim Humpage, Council Member Vince Arena and Council
Member Calvin Turnquest. Also in attendance were: Village Manager Michael R.
Couzzo Jr., Village Attorney Keith Davis, Village Clerk Lori McWilliams, and Department
Heads.
APPROVAL OF AGENDA
MOTION Council Member Humpage moved approval of the agenda; seconded by
Council Member Turnquest; motion carried unanimously 5 -0.
Approval of Agenda
1. Discussion and Action to Allow Concurrent Processing of Development
Orders, Text Amendments, Special Exception Requests, and Site Plan
Applications by Applicants —
Manager Couzzo explained that the applicant had requested the Village accelerate the
review process of their special exception application. He indicated that granting the
request would change the expectation of the text amendment. Larry Smith, Attorney for
the applicant noted the request was not about the upcoming text amendment, only the
desire for the review process to begin.
Village Attorney Keith Davis pointed out that a special exception has to be processed
prior to the site plan.
Mayor Pat Watkins recalled preceding advertisements and felt persons who had
concerns should have voiced so previously. She added that there were very few
properties that would fit this use.
Council Member Humpage commented on information received previously from Village
Attorney Trela White regarding law amendments and requirements regarding
concurrent processing of comp plans and zoning amendments. Attorney Davis
responded that a special exception application for a use that did not exist was
unacceptable as was a site plan without the special exception. He stated that each step
must be approved in the correct sequence.

Chief Weinand, Community Development Director, voiced his concern regarding
responsibility of costs obtained by the Village. Larry Smith responded that he could offer
an advance deposit. Manager Couzzo suggested doing a time estimate.
MOTION Council Member Humpage moved approval; seconded by Council Member
Arena; motion carried 4 -1 with Vice Mayor Paterno dissenting.
Any Other Matters
Council Member Humpage asked to allow the Tequesta Fire Department to assist the
American Legion in burning of nylon flags for proper disposal.
MOTION Council Member Humpage moved approval; seconded by Vice Mayor
Paterno; motion carried unanimously 5 -0.
Adiournment
MOTION Council Member Humpage moved to adjourn; seconded by Council Member
Arena, the motion to adjourn carried unanimously 5 -0; therefore, the meeting was
adjourned at 7:54 p.m.
