A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, APPROPRIATING FUND BALANCE AND
INCREASING THE GENERAL FUND 2010 -2011 BUDGET BY
$25,000.00 AND PROVIDING FOR THE CREATION OF A VOLUNTEER
FIREFIGHTER PROGRAM; PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
WHEREAS, ISO has recently completed a Public Protection Classification
evaluation for the Village of Tequesta;
WHEREAS, this report revealed a deficiency in the required on -duty personnel to
receive maximum credit;
WHEREAS, it is the Village's desire to add a Volunteer firefighting program and
add six volunteer firefighters to complement the paid firefighting staff;
WHEREAS, it will be necessary to increase the General Fund 2010 -2011 budget
by increasing the following accounts to provide funding for the necessary protective
gear and uniforms;
Appropriate Fund Balance 001 - 990 - 399 -999 $25,000.00
Volunteer Firefighter Program 001 - 192 - 531.318 $25,000.00
WHEREAS, the Fire Rescue Policies and Procedures Manual, Policy Sections
1101, 1301 and 1302 create the Volunteer Firefighting Program and Volunteer
Firefighter Support and Combat Job Descriptions,
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1 Village Council hereby adopts Resolution 05 -11 appropriating Fund
Balance and increasing the General Fund 2010 -2011 Budget by $25,000.00 to provide
funding for the creation of the Volunteer Firefighting Program.
Section 2 Village Council hereby adopts the Fire Rescue Policies and
Procedures 1101, 1301 and 1302 for the creation of the Volunteer Firefighting Program,
Section 3 This Resolution shall become effective immediately upon passage.
The foregoing Resolution was offered by Council Member Humpage who moved its
adoption. The motion was seconded by Council Member Turnquest and upon being put
to a vote, the vote was as follows:

VOLUNTEER FIREFIGHTER PROGRAM

1101.00 PURPOSE: The purpose of this policy is to provide a supplement to the
full -paid force, in the time of need for the safety and welfare protection of
life and property for the citizens of we serve, the position known as
Tequesta Fire Rescue Volunteer Firefighter has been established.
1101.01 OBJECTIVE: - The volunteer firefighter program offers individuals an
opportunity to receive basic and advanced training along with the ability to
gain experience for a successful career in the fire service. In addition, the
volunteer firefighter program will provide a higher level of service for the
Village of Tequesta.
1101.02 COPE: This policy applies to all members of the department and
specifically addresses the requirements and benefits for the volunteer
firefighters of Tequesta Fire Rescue.
1101.03 POLICY: Tequesta Fire Rescue allows individuals to work in the capacity
of a volunteer firefighter on Fire Rescue units when the volunteer has met
the guidelines for membership as outlined below.
1101.04 MEMBERSHIP GUIDELINES: The shift Captain or his designee must first
screen each person who wishes to become a member of Tequesta Fire
Rescue as a volunteer firefighter. Application must be submitted to the
administrative offices for review and accuracy. Final approval will be by
the Chief of the Department. Requirements to become an active member
are listed below;
• At least 18 years old.
• Reside within 45 miles of Tequesta.
• Applicants must pass background check.
• Applicants must pass physical fitness test, see Fire Rescue Policy and
Procedure Manual, Policy Section 1002.00
• Certified in the State of Florida as a Firefighter II.
• Completed the orientation training and check off procedure prior to
receiving the classification status of combat volunteer firefighter.
• Provide 48 hours of shift work ( "Ride Time ") per month. This is a
voluntarily assigned and you may sign up for any combination of hours
to obtain your minimum hours (minimum eight -hour shifts) provided

1101.05 JOB DESCRIPTION FOR VOLUNTEER FIREFIGHTER (SUPPORT), see
Fire Rescue Policy and Procedure Manual, Policy Section 1301.00.
1101.06 Support Members: This is the starting position for all volunteers. These
personnel have not completed the new employee orientation - training
program. Support personnel are not permitted to function inside an IDLH
atmosphere and shall be use outside the Hot Zone or in defensive position
on the fire ground. No interior operations will be performed by these
members. These members are not permitted to use equipment or skills
that they have not been trained and checked off on.
1101.07 JOB DESCRIPTION FOR VOLUNTEER FIREFIGHTER (COMBAT), see
Fire Rescue Policy and Procedure Manual, Policy Section 1302.00.
1101.08 Combat Members: These personnel have completed our new employee
orientation- training program. They may enter an IDLH atmosphere under
the supervision of the Incident Commander or his designee. They are
restricted only by their level of training and expertise.
1101.09 Training: All volunteers are required to complete at least six hours of
training per month and are further encouraged and are expected to
receive as much training as possible, therefore they are expected to
participate in the regularly scheduled training session during their
scheduled shift ride time.
• All volunteers are required to complete the orientation program prior to
obtaining combat status.
• All volunteers are required to complete 24 -hours of Hazardous Material
operations training per year.
• All volunteers are required to complete six hours of department related
training monthly.
• All volunteers will be required to maintain a training log that will be
reviewed monthly.
• The six hours of monthly training will be reduced to 4 hours if the
volunteer is attending either Paramedic or EMT school.
1101.10 RIDE TIME: Members are expected to volunteer for ride time with shift
personnel forty -eight (48) hours per month shift work. At least six of these
hours will be spent training. Training logs will be turned in on a monthly
basis.
Volunteers shall schedule there ride time with their assigned shift Captain,
or his designee, in advance noted on a shift calendar.

Volunteer members will report at their designated time and report to the
ranking on duty officer and request a truck assignment. They will then
assist in checking out their assigned vehicle.
Volunteer members must report to duty on time or notify the ranking on
duty officer to advise them of any changes, such as being late or needed
to cancel the scheduled ride time. Absence of advanced notification to the
ranking on duty officer for missing scheduled ride time or drill will result in
disciplinary action, up to and including discharge.
The shift Captain will usually assign a Field Training Officer to mentor and
work with the volunteer to assure proper training and skill assessments.
1101.11 The following are exceptions to the 48 -hour rule:
• The 48 hours of ride time will be reduced to 36 hours if the volunteer is
attending EMT school.
• The 48 hours of ride time will be reduced to 24 hours if the volunteer is
attending Paramedic school.
1101.12 VOLUNTEER ORGANIZATION: This Volunteer program is currently
limited to six members. Membership is completely voluntarily and
individuals may withdraw their active membership at any time. Applicants
must have a State of Florida, Certificate of Compliance as a Firefighter to
be considered as a Volunteer.
1101.13 The volunteer firefighters may call a business meeting and elect a
coordinator to assist with the harmonization of the volunteer firefighter
program.
1101.14 This coordinator shall be the spokesperson for the volunteer firefighters
program and shall make recommendations in regards to the Policy and
Procedures affecting the Volunteer Firefighter Program.
1101.15 The elected person or persons shall assist in the record keeping,
maintenance of the change of status sheets, assist in the recruitment and
selection of volunteers, and assist and support all activities of the
Tequesta Fire Rescue Department.
1101.16 The elected person or persons shall assist in planning all aspects of the
organization concerning the volunteer firefighter program and assist with
planning the scheduled volunteer firefighter training.

1101.17 The elected person or persons shall help in the planning, execution, and
assigned of members to any fund raising or community service projects
deemed necessary by the Tequesta Fire Rescue Department.
1101.18 PROTECTIVE CLOTHING & EQUIPMENT: - Each member is given a
helmet, turnout coat, turnout pants, fire boots, fire gloves, protective hood,
P.A.S.S. device, flashlight, Class B uniforms (not including day boots or
belt) and a badge. Other equipment will be issued as deemed necessary
by the Equipment Coordinator. After twelve (12) months of continuous
service, the volunteer member may be eligible for additional uniform items.
1101.19 All volunteer firefighters must be FIT tested and issued a self- contained
breathing mask in accordance with the Occupational Safety and Health
Standard Number: 1910.134, Personal Protective Equipment (Respiratory
Protection) and the department guidelines.
1101.20 All issued equipment remains the property of the Village of Tequesta.
Members must use due diligence in caring for the issued equipment and it
must be returned to the Department if their service are terminated,
voluntarily or not.
1101.21 CONDUCT Fire Department Volunteers will be governed by the same
Policies and Procedures as the regular members of the Department as
well as those specifically applicable to the Volunteers as approved by the
Chief of the Department.
1101.22 Honesty is the first rule of a Firefighter's conduct. A firefighter should
remember that in the execution of his or her duties, he or she acts not for
himself or herself, but for the public, and that his or her appointment is in
no sense for his or her advantage primarily. See Fire Rescue Policy and
Procedure Manual, Policy Section 102.01.
1101.23 BENEFITS
i. INSURANCE: Members are covered by the provisions of the law in
the Florida Statutes while rendering services to the Village of
Tequesta as a Volunteer Firefighter.
ii. RETENTION OF FIREFIGHTER CERTIFICATION: As a volunteer
member, you will be placed on the department active firefighter list,
This will make it possible for you to maintain your certificate of
compliance for certification as a firefighter in the State of Florida. In
accordance with Florida Statutes 633.352 any certified firefighter
who has not been active as a firefighter, or as a volunteer firefighter

with an organized fire department, for a period of 3 years shall be
required to retake the practical portion of the minimum standards
state examination specified in rule 69A- 37.056(6)(b), Florida
Administrative Code, The 3 -year period begins on the date the
certificate of compliance is issued or upon termination of service
with an organized fire department.
iii. ENTRANCE EXAMINATION POINTS - If any combat volunteer in
good standing with the Tequesta Fire Rescue Reserve program
wishes to apply for a paid or interim position with this Department,
he or she will be given additional points to be added to their
entrance examination score, in accordance with the following
schedule at the application deadline;
• Over six months service 5% of their final score.
• Over One Year service 7.5% of their final score.
• Over Two Years of service 10% of their final score.
All volunteer applicants will have their Tequesta Fire Rescue
service history reviewed to see if the volunteer has maintained up
to date training and ride time status during application prior to the
issuing of additional points as outlined above.
iv. SUBSTITUTION OF CAREER WORK FORCE Active members of
the Volunteer firefighting force shall be able to substitute for a
career firefighter providing the following conditions are met;
• Has an active certificate of compliance issued by the State of
Florida; and
• Is registered in the State of Florida as a certified E.M.T.; and
• Has participated in the Tequesta Fire Rescue Volunteer
Firefighter Program for a minimum of Four Hundred (400)
hours * *; and
• Has completed 8 company drills with 4 drills being multi -
company drills within the last 12 months, and
• Has completed 2 night drills within last 12 months, and
• Has completed the Bloodbome Pathogens and HIPPA training
within the last 12 months, and
• Has completed the 24 hour Hazardous Materials Operations
Training Program, and
• Has completed the Confined Space Awareness Training
Program, and

• Has completed the Departments Rapid Intervention Team
Training Program, and
• Has demonstrated the ability to perform the functions and
duties of the career employee being replaced to the shift
Captain assigned.
The Fire Chief may waive the minimum of four hundred hours, if he
or she feels along with the Volunteer Coordinator, shift's Field
Training Officer and the assigned shift Captain concur that the
candidate can perform as a career firefighter substitute.
v. EDUCATIONAL POLICY FOR VOLUNTEER FIREFIGHTERS: The
Village of Tequesta has established policies to assist in continuing
education for the Volunteer Firefighter. Volunteer Firefighters that
need financial assistance must have a least six months service and
reimbursement will be as follows;
• A Volunteer Firefighter who has completed six months of
service with the Village of Tequesta is eligible for a
reimbursement of twenty five percent (25 %) of course cost
upon successful completion with a grade of A or B. If a grade
of C is attained, the Village will reimburse twelve and one half
percent (12.5 %) of tuition cost. The Village will not reimburse
a Volunteer for any grade below C.
• A Volunteer Firefighter who has completed twelve months of
service with the Village of Tequesta is eligible for a
reimbursement of fifty percent (50 %) of course cost upon
successful completion, with a grade of A or B. If a grade of C
is attained, the Village will reimburse twenty five percent (25%)
of tuition cost. The Village will not reimburse a Volunteer for
any grade below C.
• A Volunteer Firefighter who has completed eighteen months of
service with the Village of Tequesta is eligible for a
reimbursement of seventy five percent (75 %) of course cost
upon successful completion, with a grade of A or B. If a grade
of C is attained, the Village will reimburse thirty seven and one
half percent (37.5 %) of tuition cost. The Village will not
reimburse a Volunteer for any grade below C.
• A Volunteer Firefighter who has completed twenty -four months
of service with the Village of Tequesta is eligible for a
reimbursement of one hundred percent (100 %) of course cost
upon successful completion, with a grade of A or B. If a grade

of C is attained, the Village will reimburse fifth percent (50 %)
of tuition cost. The Village will not reimburse a Volunteer for a
grade below C.
Service time is evaluated at the time of request not at the completion
of the class.
Volunteer Firefighters who receive reimbursements and /or payment
for continuing education must remain an active -duty Volunteer
Firefighter in good standing for a minimum of one year. If a
Volunteer Firefighter fails to complete the twelve -month minimum
requirement, he /she will be required to reimburse the prorated share
of funds back to the Village of Tequesta.
vi. TUITION REIMBURSEMENT: Prior to such training, submit the
continuing education application to the Chiefs office for approval.
Keep in mind that the Village of Tequesta can only contribute
monies to assist you in your efforts for continuing education if the
funds are allocated by the Village Council in the Departments
training budget.
Volunteer Firefighters seeking reimbursement should follow the steps
provided below;
• Submit the continuing education application to the Chiefs
office for approval.
• Pay for tuition.
• Submit proof of payment.
• Submit passing grade, certificate, or proof of successful
completion of course attempted.
As a reminder, the service time is evaluated at the time of request not
at the completion of the class.

SUBJECT. PHYSCIAL FITNESS

1002.00 This Policy has been developed through a joint effort between the Union
and the Village to assure that our personnel are performing at peak
performance. Firefighting is a physically demanding and hazardous
profession; and both parties have a vested interest in assuring the citizens
of this community are receiving the utmost care, through having personnel
with the physical means to cart' out their duties.
1002.01 On an annual basis, all combat personnel shall participate in the following
physical fitness program developed to assure a standardized basic
physical fitness level for all personnel to safely perform their assigned
duties and functions.
1002.02 The Big Five: Stair Climber, High Rise Carry, Keiser, Tool Cary and
Dummy Drag; Candidates shall complete all five events within ten
minutes. All events will be performed wearing issued air pack minus the
face mask and in full bunker gear.
• Stair Climber Candidate performs 3 minutes on the stair climber at a
rate of 60 steps per minute (Level 4). Candidate can hold on to the
railings throughout the event. Candidate is allowed 1 accidental slip off
the stair climber, the second fall will result in a FAIL for the event.
• After the Stair Climber is finished the candidate moves directly to the
High Rise Carry.
• High Rise Carry Candidate will using proper lifting techniques pick up
a 100' length of 1 -3/4" hose (High Rise pack) and place it on their
shoulder. With the High Rise pack on your shoulder you need to
advance the High Rise pack to a designated point 75 feet away and
placing in on the ground. If the High. Rise pack is dropped anytime the
evolution the candidate will start the High Rise Cary over from the
beginning. Fail Criteria: Not completing the task.
• After High Rise Carry is finished the candidate will move directly to the
Keiser event.
• Keiser Candidate must strike the sled from one end of the apparatus
to the other. The sled must be struck using the between the legs
technique. Fail Criteria: Not completing the task.

• After Keiser is finished the candidate will move directly to the Tool
Carry event.
• Tool Carry: Candidate will using proper lifting techniques pick up the
vent saw and the K12 saw and advance to a designated point 75 feet
away, then placed them on the ground. Fail Criteria: Not completing
the task or dropping any tool.
• After the Tool Carry is completed the candidate will move directly to
the Dummy Drag.
• Dummy Dram Candidate will drag the Rescue Randy (appro)dmate
weight 175 Ibs) dummy 50ft around a cone and turn around and drag
the dummy back 50ft through the starting point. Candidate can use
any technique they wish to carry, push, pull or drag the dummy.
• Fail Criteria for The Big Five is not completing within the given 10 minutes or
other fail criteria listed above.
1002.03 After the Big Five event is completed candidates will have a 20- minute
rest period before beginning of the mile runtwalk.
1002.04 Mile Run/Walk: Candidate must run or walk at a pace faster than 13:20
minutes to complete one mile. He or she can run, walk, jog or
combination thereof as long as one mile is completed in the allotted time.
Test will be given on a treadmill or a predetermined location outside,
Candidate can choose either. Fail Criteria: Not completing one mile in the
13:20 minutes.
1002.05 Any employee, who cannot pass the physical fitness assessment, shall be
granted a ninety (90) day remediation period. If at the end of this ninety
(90) day remediation period; the employee is still unable to pass the
physical fitness assessment, he shall be placed on off duty status for
another ninety (90) period. Failure to pass the physical fitness
assessment after the one hundred and eighty (180) day period shall be
cause for termination. Employee shall be permitted to use sick leave and
or vacation leave during this off duty status period.
1002.06 Employees will be required to pass a physical fitness assessment prior to
being reassigned to emergency duties after any medical procedure, such

as a surgical procedure and/or broken bones, etc. Also, any absence
from on the job and/or active duty for a period greater than ninety (90)
calendar days.
1002.07 Any employee, who cannot pass the physical fitness assessment
designed for their position after their extended leave or surgical procedure,
shall not be permitted to return to duty until such time he or she is able to
pass this physical fitness assessment. If the employee cannot pass the
physical fitness assessment within one hundred and eighty (180) days
from the first attempt, the Village has every right to terminated the
employee and fill their position.
1002.08 The first physical fitness assessment will take place in May of 2009.

1301.00 VOLUNTEER FIREFIGHTER (Support)
1301.01 Rank: Volunteer Firefighter I Department: Fire - Rescue
1301.02 GENERAL PURPOSE: Support Members are personnel who are not
completed the department's new employee orientation- training program.
This classification of personnel is not permitted to function inside an IDLH
atmosphere and shall be used outside the Hot Zone or in defensive
position on the fire ground.
No interior operations will be performed by these members.
These members work to protect life and property by supporting fire
fighting, emergency aid, hazardous materials, and fire prevention
activities. Maintains fire equipment, apparatus, and facilities.
1301.03 SUPERVISION RECEIVED: Works under the close supervision of full -
time Fire Department employees. Volunteers will be assigned to a
specific shift Captain who will supervise and administer the progress of
this assigned volunteer in accordance with the Department Policy and
Procedure Manual.
1301.04 SUPERVISION EXERCISED: None.
1301.05 ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs support
activities including driving fire apparatus, operating pumps, exterior fire
fighting and related activities such as laying hose, containment and
extinguishment tasks.
Performs emergency aid activities including administering first aid and
providing other assistance as required.
Participates in fire drills, attends classes in fire fighting, emergency
medical, hazardous materials, and related subjects.
Receives and relays fire calls and alarms. Operates radio and other
communication equipment.
Participates in the inspection of buildings, hydrants, and other structures in
fire prevention programs.

Maintains fire equipment, apparatus and facilities. Performs minor repairs
to departmental equipment.
Performs general maintenance work in the upkeep of fire facilities and
equipment; cleans and washes walls and floors; cares for grounds around
station; makes minor repairs; washes, hangs and dries hose; washes,
cleans, polishes, maintains and tests apparatus and equipment.
Assists in developing plans for special assignments such as emergency
preparedness, hazardous communications, training programs, fire fighting,

1302.00 VOLUNTEER FIREFIGHTER (COMBAT)
1302.01 Rank: Volunteer Firefighter Department: Fire - Rescue
1302.02 GENERAL PURPOSE: Combat Members are personnel who have
obtained a minimum of State of Florida Firefighter II certification and have
completed the department's new employee orientation -training program.
They may enter an IDLH atmosphere under the supervision of the Incident
Commander or his designee. Only their level of training and expertise
restricts them.
These members work to protect life and property by performing fire
fighting, emergency aid, hazardous materials, and fire prevention
activities. Maintains fire equipment, apparatus, and facilities.
1302.03 SUPERVISION RECEIVED: Works under the close supervision of full -
time Fire Department employees. Volunteers will be assigned to a
specific shift Captain who will supervise and administer the progress of
this assigned volunteer in accordance with the Department Policy and
Procedure Manual.

1302.05 ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs activities
including driving fire apparatus, operating pumps exterior fire fighting and

INTRODUCTION
102.01 Honesty is the first rule of a Firefighter's conduct. A firefighter should
remember that in the execution of his or her duties, he or she acts not for
himself or herself, but for the public, and that his or her appointment is in
no sense for his or her advantage primarily.
102.02 The Policies and Procedures hereinafter set forth are compiled, adopted,
and published by the Fire Chief and for the administration of the
Department of Fire Rescue of the Village of Tequesta and the members
and employees of the Department.
102.03 Since it is not possible to anticipate every situation which may arise or to
prescribe the specific action requisite for each case, the individual
employee is expected to exercise reasonable judgment at all times.
102.04 It shall be the duty of every member and employee to familiarize himself
with the contents of these Policies and Procedures and conduct himself in
accordance with them. Ignorance of or misunderstanding of any of the
provisions in this manual will not be acceptable. Any violation of the
Policies and Proceedures herein shall be cause for disciplinary action.
New members shall be held responsible for the knowledge of the contents
and application of such sixty (60) days after issuance.
102.05 Each person shall be responsible for maintaining each section. Each
section shall remain in good condition and free from markings. Each
individual is responsible for making the additions, corrections or deletions
as authorized or directed by the Fire Chief. Employee's must return this
