I. CALL TO ORDER AND ROLL CALL
The Finance & Administration Committee of the Village Council
held a Committee Meeting on Tuesday, July 14, 1992 in the
Village Hall, 357 Tequesta Drive, Tequesta, Florida. The
meeting was called to order at 5:32 p.m. by Chairman Joseph
N. Capretta. Finance & Administration Committee Co- Chairman
Earl L. Collings was also in attendance. Staff members
present were: Village Manager, Thomas G. Bradford; Tom Hall,
Water System Manager, Joann Manganiello, Village Clerk, and
Carl Roderick, Chief of Police.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. REVIEW OF REQUEST TO FILL OPEN WATER DEPARTMENT SERVICE
TECHNICIAN POSITION.
Tom Hall explained that one individual has left the
Distribution section of the Water Department, leaving a
vacancy.
Co- Chairman Collings suggested that though Council gave a very
positive direction to the Village Manager not to hire or
replace without Council's approval, he felt it was not really
necessary to "micro- manage ", and that Mr. Bradford should be
allowed to conclude whether the budget will or will not allow
the filling of the present openings.
Chairman Capretta felt that if replacements could take place
without causing a tax increase, he would agree. It was also
his position that headcount should remain fairly constant,
while increasing efficiency and productivity.

Tom Hall pointed out that headcount would not be increased in
the Water Department, but that the present need is merely to
fill a position vacated through a resignation.
IV. REVIEW OF REQUEST TO FILL PATROLMAN POSITION OPENING IN THE
POLICE DEPARTMENT.
Village Manager Bradford explained to the Committee that one
Police Officer had transferred from the Tequesta Police to the
Palm Beach County Sheriff's Department, leaving a vacancy in
Tequesta.
The Committee concurred that Village Manager Bradford should
see that both of the above - referenced positions be filled if
it would not adversely impact the budget, and would not
increase taxes.
VI. ANY OTHER MATTERS
There were no other matters before the Committee.
VII. ADJOURNMENT
There being no other matters before the Committee, the meeting
was adjourned at 5:42 P.M.
