I. CALL TO ORDER AND ROLL CALL
The Finance & Administration Committee of the Village Council
held a Committee Meeting on Wednesday, January 22, 1992 in the
Village Hall, 357 Tequesta Drive, Tequesta, Florida. The
meeting was called to order at 9:00 a.m. by Chairman Earl L.
Collings. Finance & Administration Committee Co- Chairman
Joseph N. Capretta was also in attendance. Staff members
present were: Village Manager, Thomas G. Bradford; Joann
Manganiello, Administrative Assistant to Village Manager, and
Chief of Police, Carl Roderick.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. REVIEW OF POLICE DEPARTMENT REQUEST TO FILL VACANT DISPATCHER
POSITION.
Chief Roderick explained that the previous dispatcher had
difficulty in relaying information to road patrols. Other
responsibilities of a dispatcher include: Answering telephone
complaints and questions; sending road patrol on calls;
computer operation to maintain records of all calls; knowing
who to call when a specific service is requested (i.e.,
checking on stolen cars, wanted persons, occupational
licenses, seeking information from the State Attorney's
office, etc.). The dispatcher is actually responsible for
operating a very high -tech information center. The single
most time - consuming responsibility of a dispatcher is
operation of the computer -aided dispatch system. A dispatcher
will spend 50% of his /her time on this system. Every radio
transmission now goes through the computer system.

Co- Chairman Capretta was not certain this was a subject matter
for the Finance & Administration Committee, but was certain
that dispatching is a critical position and the new dispatcher
must be a well- trained person who knows how to interact and
integrate. Chairman Collings felt indeed the issue was
properly before the Finance & Administration Committee since
the directive to the Village Manager was not to hire without
consultation. Mr. Collings felt the Committee's function in
this issue was "fact- finding ", i.e., does the new computer in
fact reduce man hours. Mr. Bradford answered that though the
manpower is the same, the computer does free up men in the
field -- what was once done manually is now done automatically
at the time of occurrence. Therefore, the new system does not
demand more people, but it does demand a more highly trained
individual in the Dispatcher position.
Chief Roderick explained that the Administrative
Communications Secretary (Laurie White) is presently handling
the position. When placing an ad for this position, the job
description must include Computer Aided Dispatch (CAD)
knowledge.
one alternative was to use Laurie White, who is dual- trained,
as the Dispatcher and to hire a temporary to handle the
secretarial duties which Laurie presently handles.
For significant long -term savings, Mr. Bradford suggested the
use of centralized dispatch, on a contract basis with Jupiter.
However, what is lost is keen knowledge of the geographic
area, and the relationship between the Dispatcher and the man
on the road is lost, since the life -line of the man on the
road is the Dispatcher.
Chairman Collings asked if a full -time Dispatcher is hired to
perform an eight -hour shift in a 24 -hour position, who fills
in for the other shifts? Mr. Bradford answered there are four
Dispatchers on a rotation system. Presently one shift is
uncovered, filling in with police officers and Laurie White.
overtime is necessary to fill some of these shifts.
Chairman Collings stated that the Committee understands the
need for the hiring of a full -time Dispatcher and that the
Village Manager and Chief of Police are in agreement that the
full -time Dispatcher position be filled and that the Committee
concurs with their recommendation.

IV. ANY OTHER MATTERS
A. Co- Chairman Capretta asked if it was possible to provide
police support for Jupiter Inlet Colony and asked the Village
Manager to work up some figures regarding that. Chief
Roderick stated that preliminary review shows coverage could
be provided with no additional personnel to all pockets with
the exception of the Beach Road condos which may require
additional manpower.
B. Chairman Collings asked the Village Manager to work up
a 20 -year graph showing:
o the increase in cost of living;
o increase in population in Tequesta; and
o the increase in the cost of Village services, showing
dollars and manpower.
V. ADJOURNMENT
There being no other matters before the Committee, the meeting
was adjourned at 9:35 A.M.
