I. CALL TO ORDER AND ROLL CALL
The Finance & Administration Committee of the Village Council
held a Committee Meeting on Wednesday, August 28, 1991 in the
Village Hall, 357 Tequesta Drive, Tequesta, Florida. The
meeting was called to order at 5:05 p.m. by Chairman Earl L.
Collings. Finance & Administration Committee Co- Chairman
Joseph N. Capretta was also in attendance. Staff members
present were: Village Manager, Thomas G. Bradford; Bill
Kascavelis, Finance Director.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. OVERVIEW OF PROPOSED VILLAGE REORGANIZATION
Village Manager Bradford explained that at the Village's
Budget Workshop Meeting in July Village Staff promised to do
two specific things between the last Budget Workshop Meeting
and the first Public Hearing in September: 1) to review the
Budget in all areas to determine what savings could be
implemented and to report to the Finance and Administration
Committee; and 2) the Village Manager would determine whether
there was a way for the Village to operate as it does today
without replacing Wendy Harrison, Assistant to the Village
Manager.
Mr. Bradford reported that it was possible for the Village to
continue to provide the same level of service as well as the
same functions without the need of an additional body.
However, changes would have to be made: the recommendation
is that Joann Manganiello become the Administrative Assistant
to the Village Manager position, as well as the Village Clerk.

Councilmember Collings felt that was a good move since he felt
Mrs. Manganiello is not only bright, but capable. Mr.
Bradford stated that Joann Manganiello, with a Masters Degree
and first -hand knowledge of the duties of Administrative
Assistant and Village Clerk, was well qualified for those
duties.
Mr. Bradford further explained that one secretarial position
would be cut, replacing with a person in a part -time capacity,
three days per week, to augment to full -time secretarial cut.
This would save the Village approximately $34,000.
Bill Kascavelis, presently Finance Director and Village Clerk,
would relocate to the building in back of the Village Hall to
oversee all financial matters of the Village and directly
supervise and coordinate the utility billing clerks.
The Village Manager noted that Health Insurance premiums
budgeted for a 20% increase would be rising 54% or
approximately $45,000.
The Committee concurred with the Village Manager's
recommendations.
Mr. Bradford stated that the millage rate would stay the same,
and the Undesignated Fund Balance would remain basically the
same.
IV. REVIEW OF PROPOSED CHANGES TO FY 91 -92 BUDGETS
Regarding the Water Fund, Mr. Bradford explained that it is
necessary for the Village to buy the computer originally
recommended to the Committee. Staff recommends that the
payment be 50% down, with five annual installments on a lease -
purchase program through NCR to be paid by the Water
Department. Mr. Bradford explained that this would include
hand -held meter reading devices which in turn would help the
work load of the clerk's in the office, and explained the
procedure to the Committee.

Mr. Bradford explained an option for future consideration: the
"lock box" concept with a bank, which is - instead of sending
payment to the Village P.O. Box, payment for a utility is made
at a bank facility where immediate credit is given, wire
transferring through computer modems, and depending on the
balance in the account, there is the possibility that the fees
associated with that account may not even be charged to the
account holder - immediate deposit as opposed to a clerk
entering deposits as they come in.
V. ANY OTHER MATTERS
Mr. Bradford explained that the College Exploratory Committee,
regarding Palm Beach Community College, wrote a letter to the
Village Manager requesting that $2,500 be budgeted in next
year's Budget to allow available funds for continuing the
college programs (facility rental, etc.) . Mr. Bradford stated
that could be done without impacting the Budget.

IV. ADJOURNMENT
There being no other matters before the Committee, the meeting
was adjourned at 5:45 P.M.
