REQUEST: The applicant is requesting a recommendation for approval of a site plan development
to construct a 1,997sq. ft. addition to the existing Good Shepherd Episcopal School.
The addition will house two (2) resource rooms, two (2) staff offices, a storage room, a
toilet room, and mechanical rooms.

3. BACKGROUND
Good Shepherd Episcopal School proposed to construct a 1,997 square foot addition to the existing
school, which includes two (2) resource rooms and two (2) offices. Per Village's Code Section 78-705
(28) (b) Required number of parking spaces, the proposed addition requires the provision of an
additional eight (8) parking spaces. Good Shepherd Episcopal School applied for a Variance from Code
Section 78-705 (28) (b) Required number of parking spaces so that it does not have to provide the
required additional parking. Village Council approved the Variance application at the June 9, 2011,
Public Hearing (See attached Variance Order).
Since Good Shepherd Episcopal School is located on the R-1 zoning district, they needed to apply for a
Special Exception Use to allow the expansion of their existing school. Village Council approved the
Special Exception Use application at the June 9, 2011, Public Hearing. The Special Exception order
includes waivers/conditions of approval that were imposed by the Village Council for this application.
The applicant needs to meet those conditions before site planning approval (See attached Special
Exception Use Order).
Good Shepherd Episcopal School submitted its application for Planning and Zoning Advisory Board
public hearing in June, 2011. DRC (Development Review Committee) met July 13th and provided
comments to the applicant. The current site plan analysis was conducted based on compliance with
Village Code and conditions of approval imposed by the Special Exception Use order.

Special Exception Use Condition of Approval
June 9, 2011, Village Council approved the proposed Special Exception Use. The following condition of
approval was imposed by the Village Council:
"The applicant shall enhance the hedge line on the south property line so that it is code compliant; the
applicant shall also install, operate and maintain an irrigation system"
The proposed landscape plan includes the following information regarding this condition: "100
Myrsine to be installed along southern property line and irrigated (remove all dead/exotic plant
material"
FINAL REMARKS
• This development application met the requirements set on Section 78-334 notice of hearing. The
notice of hearing was advertised in the Jupiter Courier on July 24, 2011.
• This development application was reviewed by the Development Review Committee (DRC) including
Community Development, Law Enforcement, Public Works and Fire Safety.
• The applicant is proposing to demolish the current 8' wall located on the rear of the property.
Village's law enforcement recommended to demolish this wall to provide clear sight that will foster
a safe environment for the school activities. The original intent of the wall was to screen the
landscaped courtyard, while also minimizing any noise that might affect the adjacent properties.
Considering the current location of the playground area, the wall is not accomplishing its initial
intent and it is becoming a potential hazard or unsafe area difficult to monitor.
• The applicant expressed that they applied for Palm Beach County Traffic Performance Standard
Review. The Village still did not received County review (7.25.11).
• Per this application, it is assumed that there will not be an increase of students, and not additional
impact on water consumption.

THEREUPON, THE TEQUESTA VILLAGE COUNCIL FINDS AS FOLLOWS:
1. The subject property is located in the R-1 — Single Family Dwelling District in the
Village of Tequesta.
2. The applicant has submitted all documents required by the Village's Code of
Ordinances for variance review.
3. The application and all supporting documentation and presentation materials as
reviewed by the Village Council at its June 9, 2011 meeting, and as kept on file by
the Village, are made a part hereof and are hereby incorporated by reference.
4. According to Section 78-61, variance approval by the Village Council is required.

5. The applicants have applied for a variance from Sec.78-705 (28)(b) and (32) to

right, power and authority to act upon the request herein made.
IT IS THEREUPON CONSIDERED, ORDERED AND ADJUDGED BY THE VILLAGE
COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS:
The application for Variance, Case No. VAR -01-11 with reference to the above described
property within the Village of Tequesta, Palm Beach County, Florida, to forgive the eight (8)
additional parking spaces required for the modification of a previously approved special exception
to allow the construction of a 1,997 s.f. single story addition onto the existing school in accordance
with the variance application attached hereto as Exhibit "A" is hereby APPROVED since the
Village Council hereby finds that the applicants have met the standards set forth in Section 78-65 of
the Tequesta Zoning Code for variance approval.
* The term applicant(s) as used herein shall include all successors and assigns.
* The applicant's variance approval shall expire in six (6) months unless a building permit has
been obtained in accordance with 178-68. If the building permit expires or is voided, the
variance approval also expires or becomes void.

special exception is allowed only upon a finding that the Village's special exception
criteria have been met.
5. The applicant is requesting modification of a previously approved special exception
to allow the construction of a 1,997 s.f single story addition onto the existing school.
6. Under the provisions of the Village Code of Ordinances, the Village Council has the
right, power and authority to act upon the request herein made.
IT IS THEREUPON CONSIDERED, ORDERED AND ADJUDGED BY THE VILLAGE
COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS:
The application for Special Exception, Case No. SE -01-11 with reference to the above
described property within the Village of Tequesta, Palm Beach County, Florida, to permit the
following:
Modification of a previously approved special exception to allow the
construction of a 1,997 s.f. single story addition onto the existing
school, in accordance with the special exception application attached
hereto as Exhibit "A"
is hereby APPROVED since the Village Council hereby finds that the applicants have met the
standards set forth in Sections 78-362 and 78-363 of the Tequesta Zoning Code for special exception
approval. The following conditions of approval are imposed by the Village Council for this application:
1. In the event that the applicant's student enrollment reaches 169 students, the
applicant shall immediately implement a three (3) tiered system for student pick-up.
2. The applicant shall enhance the hedge line on the south property line so that it is
code compliant; the applicant shall also install, operate and maintain an irrigation
system for said hedges so that they receive sufficient watering.
3. The applicant shall provide the Village with its student enrollment and faculty
numbers on an annual basis. This shall be coordinated with the Community
Development Department and the Village Clerk's Office.
4. The applicant has agreed to each and every one of the aforesaid conditions of

approval during the special exception public hearing.
* The term applicant(s) as used herein shall include all successors and assigns.
* The applicant's special exception approval shall expire in twelve (12) months unless a building
permit has been obtained, preliminary site plan or plat approval has occurred, or other
significant action to satisfy the requirements of this approval have occurred in accordance with
Sec. 78-367.

The applicant will submit to the Village of Tequesta Department of Community Development with the
following documents for Planning & Zoning Board review, forty-five (45) days prior to the meeting date:
l) For new construction or additions, Fifteen (15) sets of professionally prepared site plans showing
all existing and proposed structures, setbacks, parking and loading layout, ingress and egress,
sidewalks and walkways, exterior lighting layout, dimensions of street frontages and property
lines and all signage.
2) Fifteen (15) sets of Landscaping Plans in accordance with Village of Tequesta Code of
Ordinances, Division IV, Landscaping.
3) Fifteen (15) sets of multi -dimensional color renderings and/or photographs are to be provided.
The Planning & Zoning Board needs to see an exact rendering of what is to be placed on the site.
Color photographs or prints as close to the actual colors to be used must be supplied. Since color
printers often do not display the correct color, it is recommended that samples of the paint chips,
as well as a sample of the support materials (i.e., canvas, wood, metal, etc.) be provided.
4) One (1) set of Plans 11x17 size and One (1) disk.
5) Any other documents that may help clarify the position of the applicant.

The existing site of the Good Shepherd Episcopal School is located at 402 Seabrook
Road in Tequesta, Florida. The 3.91 acre parcel is currently developed with two parking
lots, a 12,500 SF church sanctuary, a 2,600 SF thrift shop, a 5,200 SF church office
building, a 4,700 parish hall, and a 13,622 SF school building. There is an expansion
proposed for the site that will include a 1,997 SF addition to the existing school building,
approximately 1,130 SF of additional sidewalk, and approximately 221 SF of covered
walkway. The proposed expansion will replace approximately 1140 SF of existing
covered patio area.
The existing stormwater management system is permitted under a 2004 South Florida
Water Management District No -Notice General Permit (Application Number 031118-17).
As part of this permit application, the existing stormwater management design was
certified to be in accordance with the 2004 Village of Tequesta's stormwater criteria for
retention of the runoff from the 3-year/24-hour storm event. Surface runoff from the site
and parking areas currently drains into the onsite drainage system and is routed to an
onsite dry detention pond, and ultimately discharges offsite through a control structure at
the northeast corner of the site.
The proposed building expansion will add an additional 1,078 SF of roof area and an
additional 1,130 SF of sidewalk to the site. The existing on-site detention area will be
expanded to retain the additional runoff from the proposed net increase in roof area and
proposed sidewalk area for the 25 -year, 24-hour storm event. No other changes to the site
drainage system are proposed. The total increase in impervious area on the site is less
than 1.3% of the total site area. Therefore, no negative drainage impacts are anticipated
as a result of this proposed expansion.
