The Special Law Enforcement Trust Fund proceeds can be used for crime prevention matters and can be used to
purchase additional law enforcement items or expertise or for other law enforcement purposes that are NOT normal
operating expenses nf the police department. The purchase of the proposed equipment would be permitted from the
trust fund. The police chief must request this from the Village Council and must certify in writing that his request
complies with the requirements of the trust fund.
If the computer voice stress analyzer can only be acquired from the source identified in the resolution, then
yes, this can be purchased as a sole source exception to any otherwise applicable procurement requirements.

A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, AUTHORIZING THE USE OF
$8,195.00 FROM THE SPECIAL LAW ENFORCEMENT TRUST
FUND TO BE USED TO PURCHASE A COMPUTER VOICE
STRESS ANALYZER; PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE; AND FOR OTHER
PURPOSES.
WHEREAS, the Chief of Police has certified that the request complies
with the provisions of Chapter 932, F.S.;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THEVILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS
FOLLOWS:
Section 1 The Village Council herby adopts Resolution 17-11 authorizing the use of
$8,195.00 from The Special Law Enforcement Trust Fund to be used to purchase a
Computer Voice Stress Analyzer (Truth Verification Device) from the sole source

The NITV� is the owner and exclusive manufacturer of the CVSA�'/CVSA�II and has no
distributors. NITV holds two US Patents related to the CVSA�II: US Patent Number
7,321,855 "Method for Quant�ing Psychological Stress Levels Using Voice Pattern
Samples," and US Patent Number 7,571,101 "Quantifying Psychological Stress Levels
Using Voice Patterns. " NITV is the only US Voice Stress Analysis (VSA) manufacturer
to be awarded patents for its VSA technologies. The FACTTM Scoring System is only �
