I. The Tequesta Public Safety Committee held a scheduled meeting
at the Village Hall at 357 Tequesta Drive, Tequesta, Florida,
on Wednesday, May 12, 1993. The meeting was called to order
at 9:00 A.M. by Chairman Joseph N. Capretta, with Co- Chairman
Ron T. Mackail in attendance. Also in attendance were
Councilmember Earl L. Collings; Village Manager, Thomas G.
Bradford; Village Clerk Joann Manganiello; Finance Director,
Bill Kascavelis; Police Lieutenant Steve Allison, and Fire
Chief, James Weinand.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. REVIEW OF DETAILS RELATIVE TO STAFF PROPOSED FIRE APPARATUS
PURCHASES.
A) One 1993 Sutphen 1250 GPM Pumper at $164,800:
This is a new unit, already built, and painted, but with no
additional cost for the painting of the vehicle, the color to
be chosen by the Village. $175,000 was budgeted for this
vehicle and satisfies Village needs. It will not be mandatory
to alter the garage doors to accommodate either of these two
vehicles, thereby creating a savings of approximately $6,000.

B) One 1994 Sutphen 90 -foot Aerial Ladder Truck for
$451,530:
Fire Chief Weinand explained why the aerial truck was needed,
what it would be used for, and how frequently it would be
used: The purchase of the aerial truck will: 1) keep
Tequesta's Fire Insurance (ISO) rating at 4; 2) is necessary
because of Tequesta's multi -story buildings; 3) recommended
response, (according to ISO standards), to a small business
fire is two engines and a ladder truck. Prices for a new
ladder truck range from $560,000 to $451,500. Locating a good
used aerial truck that would suit the needs of the Village (an
aerial with a Class A Pumper) is difficult to find.
Co- Chairman Mackail, though he understood the necessity of a
ladder truck for Tequesta, was concerned regarding the initial
cost factor of the ladder truck which was budgeted at
approximately $230,000 and now estimated to cost $451,530.
KME Manufacturers in Pennsylvania submitted to the Village a
quote of $232,000 for a used, base model ladder truck.
It was Staff's recommendation to: 1) eliminate the option of
a refurbished unit, (since they are less reliable and more
costly to maintain); 2) eliminate the option for a bottom of
the line new truck; and 3) choose a top of the line
manufacturer such as Pierce or Sutphen (as recommended above) ,
which has a life of 25 -30 years, and finance for 20 years.
The cost of finance for 20 years would be within $1000 /per
annum of the originally budgeted cost. Presently, the fire
department costs are under the budget as presented in the
Tequesta Fire /Rescue Report.
Village Manager Bradford explained that the above two prices
from Sutphen were dependent upon the Village purchasing both
trucks. If only one is purchased, the prices no longer apply.
When compared, (i.e., Palm Beach Gardens recent aerial truck
purchase), it will be discovered the prices are very
competitive and less costly.
It was the Committee's position that the new equipment would
best fit the needs of the Village and would make such a
recommendation to the Village Council. It was Chairman
Capretta's suggestion that the pert chart plot budget
projections and actual costs regarding equipment /salary /garage
renovation.

If ordered now, the ladder truck will be available in January,
1994. In the meantime, NAMAC will give aerial coverage.
Village Manager Bradford suggested financing in -house may be
another financing alternative. Co- Chairman Mackail felt that
might be a good route to take, bringing down the cost of debt
service to the Village. Any final recommendation would rest
upon the Finance and Administration Committee.
C) Committee Direction on Vehicle Paint Colors:
It was Staff's recommendation that Tequesta fire trucks should
have no resemblance whatsoever to those of Palm Beach County
which are red, as well as there being valid, legitimate
reasons for not having red fire trucks. A published report
on fire apparatus colors was submitted to the Committee. The
number one color scheme for fire trucks, in terms of safety,
has proven to be lime - yellow, with second most preferred color
being with a contrasting reflective stripe. As far as safety
and visibility go, a red fire truck is the least preferred.
Though Chairman Capretta preferred lime - yellow with white and
Co- Chairman Mackail preferred white with blue, it was
determined that the color decision should be left to the
Village Council.
IV. ANY OTHER MATTERS
A) Jupiter Inlet Colony (JIC) Contract: Village Manager
Bradford explained that contract format suggestions made by
the Public Safety Committee (i.e., JIC would pay actual costs
of the Tequesta Fire Department as they increase, over time)
were presented to JIC. JIC's response to that was that they
would accept that, but they would prefer, on the front end,
to pay a little bit less in terms of start -up costs, and would
like to find a way to cap the increase in such a manner as
there would be a marginal rate and an index rate, so that the
rate charged to them would not go any higher than 2 points
above CPI. JIC would prefer a contract shorter than ten years
if an escalator is involved. Chairman Capretta felt this
contract needed to be resolved as soon as possible as deemed
acceptable by the Village Manager.

B) Fire Department Salary Range Changes: Fire Chief Weinand
presented to the Committee a chart showing beginning and
maximum salary ranges for fire department personnel,
explaining that the ranges stay basically in line with those
recommended by the Tequesta Fire /Rescue Task Force. The
ranges will encourage firefighters to be progressive in their
training and skills. Progression takes place not only through
advanced training, but by merit, as well. Incentives are in
place to encourage long -term firefighters. Chief Weinand
explained that over 170 applications have been received to
date.
Chairman Capretta suggested that firefighter interaction with
the public be encouraged.
C) Pert Chart: Village Manager Bradford gave an update on
the implementation schedule of the Tequesta Fire Department:
o Pension Plan - behind schedule.
o Fire Trucks - on schedule.
o Miscellaneous Equipment - on schedule.
o Garage Renovation - on schedule.
o Firefighter Testing - on schedule.
Chairman Capretta suggested the Pert Chart and scheduling be
presented at the next Village Council meeting for the benefit
of the Village Council.
D) Station 11: Chief Weinand felt Station 11 is not worth
pursuing, since it does not meet the needs of Tequesta.
Village Manager stated the garage could be made into a
permanent fire station by adding a second story (approximately
$350,000) or build a new station elsewhere (approximately
$750,000). Bids will be received next week regarding garage
renovation as a temporary firehouse, expecting to cost between
$55,000 - $75,000. Chairman Capretta suggested considerations
be given to locating a permanent fire station elsewhere, after
the fire department is up and running.

VII. ADJOURNMENT
There being no further business before the Committee, the
meeting was adjourned at 11:10 A.M.
