At the July 26, 2011, meeting of the Martin County Board of County
Commissioners, the Board voted unanimously to send a letter of objection
to the Florida Department of Environmental Protection regarding the
TARYN KRYZDA, CPM permit application for the Jupiter Lighthouse Shoreline Stabilization
County Administrator
Project. Further, the Board voted to request denial of the permit due to
STEPHEN FRY concerns with public access and safety for boaters. Martin County in no
CountyAttorney way objects to the project's primary purpose of shoreline stabilization, but
to the secondary effect of exclusion of the historic public access.
Martin County has been approached by several constit�xer�ts e�tremely
concerned about the sandy shoreline adjacent to the lighthouse that has
forever been a popular area for public recreation. We recognize the
uniqueness of the subject area in terms of its proximity to the Jupiter Inlet
and its inherent natural beauty. We implore you to work with the
applicants to identify an alternative that allows for shoreline stabilization
while continuing the current level of public access.

Subject: Jupiter Inlet Lighthouse Outstanding Natural Area Shoreline Stabilization and
Restoration Permit
Dear Ms. Egan:
At the Treasuxe Coast Regional Planning Council (TCRPC) meeting on June 17, 201 l, Council
requested that staff review the Jupiter Inlet Lighthouse Outstanding Natural Area (JTLONA)
Shoreline Stabilization and Restoration pernnit. This letter contains staff s prel'rminary review of
the permit �or consistency with the Council's Strategic Regional Policy Plan (SRPP) and the
Intracoastal Waterwa� Plan (ICW) for Palm Beach County. The ICW plan was prepared by
Council for the Palm Beach Metropolitan Planning Organization in 2Q09.
The proposed project would consist of reinoving exotic vegetation and installing a tiered sheet-
pile system to stabilize the severely eroded banks of the JILONA along Jupiter Sound. The
project would also restore the shoreline by creating 0.31 acres of shallow water habitat for
seagrass recruitment, 020 acres of mangrove habitat, 0.29 acres of high marsh habitat, and 0.17
acres of subanerged hard bottom habitat. The proposed project includes approximately 1,40Q
linear feet of emergent lixnestone breakwater deszgned to attenuate wave energy and create hard
bottoin habitat.
The objectives of the proposed project to control erosion and restore sensitive estuarine habitats
are consistent with SRPP Regional Goal 6.5, protection of estuarine resources, and Regzonal
Goal 6.7, protection of upland natural communities and ecosystems. Furtherinore, the objectives
of the proposed project are consistent with ane of the core public thernes of the ICW plan, to
protect natural resources.
At the same time, the JILONA Coznprehensive Managemei�t Plan indicates that there is a long
history of public use at the location where the stabilization and restoration work is to occur. The
sand bluffs and clear water provide a destination for many boaters, and the waters along the
shoreline are a popular allchoring spot for people using the beach. However, the management

plan indicates that public use of this area is a factor cantributing to the substantial erosion, which

The proposed project design will eliminate or severely restrict the recreational opportunities that
currently exist at this location. This is a cause of concern for consistency with SRPP Regional
Strategy 6.4.2, protect beach, coastal and m:arine resources for wildlz�e and recreational values.
Also, Regional Policy 6.5.1.5 calls for watex oriented recreation areas when such activities do not
disrupt existing sensitive ecosystems. Additionally, there is concern over consistency with a core
public theme in the ICW plan, to inerease and enhance recreational opportunities and eco-
tourism. A key finding and recommendation in the ICW plan is to initiate interagency dialog
with permitting and regulatory entities to explore appropriate public access amenities to be
considered with habitat restoration and enhan.ceznent projects. Given the historic nature of public
use at the JILONA project site, this issue does not appear to have been addressed adequately in
the permit. The proposed JILONA shoreline stabilization and restoration project could be
improved if it included a component providing for eiahanced recreational op�ortui�ities.
The JILONA Shoreline Stabi�izatioi� and Restoration project will be presented for review and
discussion by the board of the Treasure Coast Regional Plantzzng Council at its next regularly
scheduled meeting on September 16, 2011. Council will give full attention to this issue and
consider making formal comments at that time.
