FOL�ER I CM': , CH I EF QF F'OL T CE UATE : i�-31-88 SUBJECT : REV I EW OF F'OL T CE CAF' FLEET AfULa F'URCHAS I NG At the present time, the Tequesta Folice Liept.rtment maintains a fleet consisting of Eight (8) marF�ed patrol c�rs, Twa (�? unmarF�ed detective c�rs and One (1) �onf i scated ut i 1 it�+ van for a total of E1 even (1 1) veh ic1 es . �ver the p�st Eight years, the dep�rtment has increased the fleet by Four t4) marked cars and C)ne (1 ? detect ive car . The ob ject ive was to bui 1 d Ltp a f 1 eet that would allow car assignments. One Sergeant to a car and Twa Fatrolman to a car. It h�s been doc�cmented that when each c�fficer has an assigned car, the car is taE;en care of m�.�ch better than USltai� . This woul d al so keep mil eage down on the cars and wauld prolang the life ekpectancy of the cars. This can be seen on the attached inform�tion sheet in regar^ds to the Sergeants car # � and patrol car # 4, both 198c model�. To be noted is that car^ #� was used for p�trol the first year^ and then turned over to a Sergeant. We had been purchasing Two cars a year and anly trading in or �uctioning off One car a year to build up the f 1 eet . Now that the fleet i� built up, we still need to purchase Two new cars � year to keep the fleet in a safe running �nd operation efficient condition. Qnly now we be getting rid of two cars each year as welt. The higher the mileage gets on a p�trol car the mor-e it costs the depa�^tment in maintenance (as nated with car # 4 that is being replaced this year) In order to hold costs down this year we are only gving ta reptace One patrol car and a detective car t# 9) when in fact we need Two patrol cars �nd a detective car. The detectives car, a 1981 Ford Granada is on its last leg and must be replaced as the detectives need �t least one good c�r for traveling. They are constantly going out of tawn and out of co4inty on investigations and both the assigned c ars are falling apart. The 1984 detective car w�s a h�nd-me-down f�om the road patrol in 1987 with �lmost eWery ma�or p�rt being replaced during the past two years, it shouid be able to hold out for another year or two, m�ybe '!. The battam 1 ine is this, if we cut bac�; on the number of cars in the fi eet, the remaining cars are going to be driven more, this will increase the mileage �t a faster rate causing more dawn time in the repair shop and more repair cost� to the department and we would still h�ve to replace an average of Two car^s a year because they wo�.ild he wearing out faster. If we maintain the current fleet, we wauld again be repl�cing an average of Twa cars per year, either One patrol �nd One detective like this year or Two patrol, as the older ones �re up on mileage and need to be tr^aded, but, the repair costs would be down �nd the men woutd be riding operationally safer cars Nothing is more frustr^ating or embarrassing then to p��ll out in traffic after a speeder and have your car die in the middle of the road or have it shaE;e sa bad yau can't pursue anything ov�r �{a MF'H. A patral car^ with 2�,C�U� miles on it is eqt�tal i.n wear to a personal car with �C�,O�:�c� mi 1 es on it d�.�e �o constant stop and go d�^iving , starting and stapping the engine, prolonged idle 5ituatians �t traffic stops and accident investigations, etc. -- ,. .� . . For the past several years we have purchased our police pacE:age vehicles through the state contract suppiier. L�st year the bid price c�me from L�on Ftied Ford at �ii,b99 each. We e.;pect a �% increase this year for the One patrol car we are ordering. We wiil be checE;ing the state contr�ct prices on compar�abte cars suitable for the detective vehicle, b�.tt must also ta�;e into consideration the delivery time for the state contract cars tusually 3 to 4 manths from order time? . If a i ocal deal er h�s a car with comp�rabl e specif ications for a few hundred dollars more, the speed of acquisitian may mak.e up the difference in maintenance cost on the older car that needs new tires now, �iang with other reNairs we �re holding off. Our men on the road represent Tequesta and having them in rusted, warn out police car^s does not enhance the Vill�ges image or reflect the excellent rep�itation of its pol ice department . .+� — ,� .
