A f�.�l? functioning police department operates Twenty-Four ho�trs a d�y, Seven
d�ys � weeF; with patroi �nd dispatch ser^vices. Each day is bra�cen up into Three
(3) , Eight I�our shifts:
1. MIURIIGHT 5HIFT (Midnight to 8AM)
�. DAY SHIFT (8AM to 4PM?
3. EVENING SHIFT (4PM ta MILiNTGHT)
Each shift requires an absotute minimum af Three t3) employees. Two for raad
caverage �nd One (1) for dispatch.
To caver One shift with thr^ee t3) empl oyees ta�;es 168 hours per weeE; or 8,736
hours per year.
One empi oyee is schedu3 ed to wart: 4C� hours per weeE: or �,C�9C� IlC3U!"5 per year.
Leductin9 an �verage Cper emplayee7 of 6.6� hours per weeE; or 344 hours per
year (B.b weeE�:s) leaves each employee with on the job time of 33.38 hoLirs per

The first schedule, a NO AHSENCE SCENA�IO lonE:s and worF.� out fine with only
Three days of minimum coverage (Twn road patral and One dispatcher).
The second schedule, with O�E EMPLOYEE OFF FER SHIFT,(that would occur 43 weeE;s
af the year d��e to time nff), would req�{ire overtime coverage.
Mid to 8am shift, Mond�y and Thursday would have t❑ be cavered with overtime.
8am to 4pm shift, Thur^sd�y and Sunday wauld have be covered with nvertime.
4pm to mid shift, Monday �nd Thursday would have ta be cavered with overtime.
This eq�.�al s Six t6) days per weeF; in overtime coverage Cr 43 weeE:s = �58 days at

This shift scheduling also leaves each of the shifts without a s�tpervisor Two
days per week:, (Three shifts C� Twa = Si,; tf�) shifts per week.) . hlost departments
c ampen�ate officers who �re scheduled supervisors, this is another 3,G96 haurs
of extr� payment, however sl ight.
This �hift also schedules a higher paid roacl officer to caver the dispatchers
d�ys of f on each sh i f t ( Thr^ee sh i f ts @ Twa = S i.. ( 6> sh i f ts per weeF.: ).
While some shift swapping could be made to alleviate the shortages, it wauld
not be fair to employees who are already worE;ing evenings, nights, holidays and
weeF:ends, to st�rt interr�.�pting a b�sic �chedule that allaws them some glimp�e
of futur^e pl anning af off duty time.

C��rrently, our department is utilizing Four squads to work: the Three different
shifts. Each squad is made up with a Sergeant, Twa F'atrol Officers and a
Uispatcher. Si::teen (ib) emplayees plus the use of a detective one day a week.

This shift was wnrF:ed o��t ye�rs ago because it util ized the manpower avail abl e
in the mast efficient w�y. The schedule cnuld be made out a year^ in advance
where every one F;new what shift they wo��l d be on and what d�ys off they woul d
h�ve.
A Midnight shift wor^E;s Midnight to 8AM on Wed; Thur; Fri q Sat; �nd S��n. with
Two days off (Mon. °< Tue.) total work: time is Forty (4t�) I't04t!^S

The Monday day shift is then cavered by utilizing the detective on dispatch and
and a minimum shift caver of Two office�^s; Qne pul led from the �tel ief squads
Midnight shift and by st�ggerin9 the day shift off icers day� off . One worF;s
Monday through Friday and the ather work:s Tuesday through Saturday.
This Fo�.ir 5quad system requires:
Four t4) Fatrol Sergeants
Eight (8) F'at�^ot Off icer^s
Four (4) Uispatchers

The Sixteen (ib) emplayees worE; the same 1,73�.76 hours a year each but do it
with Four squads of Fo�.�r employees worE�ing b,943 haurs a year per squ�d.
With a NO AL�SENCE 5CENARIO Cp�ge b7, Three shifts run at the minimum of Two
road patrol �nd One dispatcher Three times a week.
With the OIVE EMFLOY�E OFF PEF� SHIFT SCENARIO Cpage 77, only Two shifts are
short that wauld requir^e avertime, bt�it due to the Four employee squad, it would
only occur 34.4 weekks aut of the ye�r compared to a Five member �quad that
needs 43 week.s per year. This overtime cames to 1,248 hours � year at time plus
one ha7 f, compared to 3,�.�9b hours.
One 1 ast factor to consider is that the Rel ief shift we are util i� ing naw woul d
have to be split up �nd merged with the other Three shi.fts. This me�ns that a
Sergeant woutd have to be demated tn fil] the slot of F'atrolm�n on one of the
shifts.
