This cause came on to be heard upon the above application and the Tequesta Village Council having
considered the evidence presented by the applicant and other interested persons at a hearing called and
properly noticed, and the Tequesta Village Council, being otherwise duly advised,
THEREUPON, THE TEQUESTA VILLAGE COUNCIL FINDS AS FOLLOWS:
1. The subject property is located in the R-1 Single Family Dwelling Zoning District in the
Village of Tequesta.
2. The applicant has submitted all documents required by the Village's Code of Ordinances
for site plan review.
3. The application and all supporting documentation and presentation materials as
reviewed by the Village Council at its September 8, 2011 meeting, and as kept on file by
the Village, are made a part hereof and are hereby incorporated by reference.
4. According to Section 78-331, site plan approval is required.
5. The applicants have applied for a site plan review to allow the construction of a 1,997
s.f. single story addition onto the existing school. Special exception approval for said
expansion was granted by the Village Council on June 9, 2011.
6. Under the provisions of the Village Code of Ordinances, the Village Council has the
right, power and authority to act upon the request herein made.

IT IS THEREUPON CONSIDERED, ORDERED AND ADJUDGED BY THE VILLAGE
COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS:
The application for Site Plan Review, Case No. SPR4 -11 with reference to the above described
property within the Village of Tequesta, Palm Beach County, Florida, to permit the following:
construction of a 1,997 s.f. single story addition onto the existing school
in accordance with the site plan and application attached hereto as Exhibit

is hereby APPROVED since the Village Council hereby fords that the applicants have met the standards
set forth in Section 78 -331 of the Tequesta Zoning Code for site plan review.
The applicant shall comply with all terms and conditions contained in Special Exception Order SE 01 -11 and
Variance Order VAR 01 -11. Further, prior to the issuance of a building permit, the applicant shall provide a
sketch of the South property line, depicting the landscaping and irrigation features.
* The term Aapplicant(s)@ as used herein shall include all successors and assigns.
* The applicant's site plan approval shall expire in twelve (12) months unless a building permit has
been obtained in accordance with Sec. 78- 334(9). If the building permit expires or is voided, the site
plan approval also expires or becomes void.

All construction, additions, and/or alterations of commercial buildings must be approved by the Planning &
Zoning Board. The Planning & Zoning Board meets the first Thursday of every month at 5:30 p.m., as
needed in the Village Hall Council Chambers, 345 Tequesta Drive. The applicant will be informed by letter
of their scheduled meeting date. Due to administrative review, the meeting date the applicant is scheduled to
attend, may not be the closest meeting to when the application is submitted.
The Planning & Zoning Board is an Advisory Board only. After review and recommendation by the
Planning & Zoning Board, applications will be heard at the next available Council Meeting of the
Village of Tequesta, for final approval. After approval by the Village Council, a building permit can be
issued by the Building Department.

The applicant will submit to the Village of Tequesta Department of Community Development with the
following documents for Planning & Zoning Board review, forty -five (45) days prior to the meeting date:
I ) For new construction or additions, Fifteen (15) sets of professionally prepared site plans showing
all existing and proposed structures, setbacks, parking and loading layout, ingress and egress,
sidewalks and walkways, exterior lighting layout, dimensions of street frontages and property
lines and all signage.
2) Fifteen (15) sets of Landscaping Plans in accordance with Village of Tequesta Code of
Ordinances, Division IV, Landscaping.
3) Fifteen (15) sets of multi- dimensional color renderings and /or photographs are to be provided.
The Planning & Zoning Board needs to see an exact rendering of what is to be placed; on the site.
Color photographs or prints as close to the actual colors to be used must be supplied. Since color
printers often do not display the correct color, it is recommended that samples of the paint chips,
as well as a sample of the support materials (i.e., canvas, wood, metal, etc.) be provided.
4) One (1) set of Plans 11x17 size and One (1) disk.
5) Any other documents that may help clarify the position of the applicant.

In response to your recent request, this is to advise that the Tequesta Utilities Department
is the purveyor of water service to the above referenced. Service to be provided will be in
accordance with the Tequesta Utilities Department Water Service Policy and appropriate
Water Service Agreement as required.
This is a letter of service availability only and not a commitment of service. As of this
date, The Tequesta Utilities Department has capacity to serve this project and a firm
commitment will be established when the Water Service Agreement and the Tequesta
Utilities Department have executed the appropriate agreements and connection fees have

This letter is provided in response to your recent request concerning sanitary sewer service availability
for the subject project.
Please be advised that, as of this date, sanitary sewer service can be made available to the subject
property upon the joint execution of a Standard Developer Agreement and the payment of certain costs
in accordance with the District Rules. Copies of the Standard Developer Agreement and Chapter 31 -10
are available for your review.
Consistent with District policy, the Developer will be responsible for all costs associated with
connecting to the existing wastewater system of the District.

You are correct, the Palm Beach County Unified Land Development Code, Article 14, Chapter C, Vegetation Preservation
and Protection is only applicable to the unincorporated areas of the county. No type of approval is required from PBC
Environmental Resources Management Department to remove native vegetation from project sites located within a
municipality.

The existing site of the Good Shepherd Episcopal School is located at 402 Seabrook

lots, a 12,500 SF church sanctuary, a 2,600 SF thrift shop, a 5,200 SF church office
building, a 4,700 parish hall, and -a 13,622 SF school building. There is an expansion
proposed for the site that will include a 1,997 SF addition to the existing school building,
approximately 1,130 SF of additional sidewalk, and approximately 221 SF of covered
walkway. The proposed expansion will replace approximately 1140 SF of existing
covered patio area.
The existing stormwater management system is permitted under a 2004 South Florida
Water Management District No- Notice General Permit (Application Number 031118 -17).
As part of this permit application, the existing stormwater management design was
certified to be in accordance with the 2004 Village of Tequesta's stormwater criteria for
retention of the runoff from the 3- year /24 -hour storm event. Surface runoff from the site
and parking areas currently drains into the onsite drainage system and is routed to an
onsite dry detention pond, and ultimately discharges offsite through a control structure at
the northeast comer of the site.
The proposed building expansion will add an additional 1,078 SF of roof area and an
additional 1,130 SF of sidewalk to the site. The existing on -site detention area will be
expanded to retain the additional runoff from the proposed net increase in roof area and
proposed sidewalk area for the 25 -year, 24 -hour storm event. No other changes to the site
drainage system are proposed. The total increase in impervious area on the site is less
than 1.3% of the total site area. Therefore, no negative drainage impacts are anticipated
as a result of this proposed expansion.
