Traffic
See attached Traffic Performance Standard (TPS) Review approval from Palm Seach County. Afso, the
Village's Traffic Consultant, John Kim, P.E., PTOE, reviewed the proposed application (See attached
Technical Memorandum).
Pafm Beach County Traffic Division applied ITE* trip generation rate to the proposed 1,999 Sq. Ft.
Accessory Storage to determine number of trips. Per ITE rate standard "Warehouse Use" is equivalent to
"Storage Use". Please notice that the ro osed use is NOT a warehouse. Per Villa e's Code warehouse is
not a permitted use. Per Village Code, indoor storage is permitted not to exceed 35% of gross floor area.
The applicant is in compliance with this provision of the Code.

Sanitary Sewer
The appiicant is in contact with Loxahatchee River District (See attached correspondence).
Drainage
The proposed drainage statement is in compliance with Village Code and Comprehensive Plan. The
application was also reviewed and approved by Russell White, Village's Public Service Manager.
4. FIIVAL REIViARKS
• This development appiication was reviewed by the Develapment Review Committee (DRC) including
Community Development, Law Enforcement, Public Works and Fire Safety (9.3.11).
. The lower floor of the building is anticipated to include 1,999 square feet of sfiarage space. This area
must onlv be use far storage as an accessory use to the medical and professional service uses and not
available far other tvae of use. If in the future, the owner considers ta change the use of the lower
level, he/she will need to apply for a site plan modification review process.
• The subject property has an existing sidewalk on US Highway 1, and lacks of sidewalk on Harbar Drive
N. The residential neighborhood located on the east of the subject property is unincorporated Palm
Beach County, and it lacks of sidewatks at the present time (See attached pictures). Also, Village
Consulting Traffic Engineer recommends to construct a public sidewalk along the property's frontage
on Harbor Drive N. within the public right-of-way.
• This development application met the requirements set on Section 78-334 notice of hearing. The notice
of hearing was advertised in the Jupiter Courier on 5eptember 25, 2011.

I have reviewed the revised landscape plan (9.12.11) for the Tequesta Medical Office
Building, 851 U.S. Nighway One prepared by Gentile, Holloway, 0'Mahoney and Assoc. The
comments from my previous review letter have been addressed as follows:
1. The site calculation for 15% minimum gross parking area landscaped has been provided and
met.
2. The vehicular turn around area has been reduced and no longer encroaches in the perimeter
landscape buffer.
. The total required tree count has been met (23 trees).
4. A 2'-0" hedge has been added to screen the west side of the south row of parking.
5. Based on Iack of clarificafion in the Tequesta code, the landscape end islands and
perimefer landscape strip may overlap.
6. The 4'-0" wide landscape strip between the building and parking rows and/or traffic
aisles does not apply on the south side of the building as this has been noted a"loading
zone".
7. The plant spreads have been addressed in the plant Iist.
At this time I have no new comments.

The applicant will submit to the Village of Tequesta Department of Community Development with the
following documents for Planning & Zoning Board review, forty-6ve (4� days prior to the meeting date:
1) For new construction or additions, Fifteen (15) sets of professionally prepared site plans showing
all existing and proposed structures, setbacks, parking and loading layout, ingress and egress,
sidewalks and walkways, exterior lighting layout, dimensions of street frontages and property
lines and all signage.

Ordinances, Division N, Landscaping.
3) Fifteen (15) sets of multi-dimensional color renderings and/or photographs are to be provided.
The Planning & Zoning Board needs to see an exact rendering of what is to be placed on the site.
Color photographs or prints as close to the actual colors to be used must be supplied. Since color
printers often do not display the correct color, it is recommended that samples of the paint chips,
as well as a sample of the support materials (i.e., canvas, wood, metal, etc.) be provided.

far the suk�ject project.
Please be advised that, as of this date, sanitary sewer service can be made available to the subject
property upon the joint execution of a Standard Develaper Agreement and the payment of certain cosi;s
in accordance with the District Rules. Copies of the Standard Developer Agreement and Chapter 31-10
are available for your review.
Consistent with I�istrict policy, the Developer will be responsible for all costs associated with
connecting to the existing wastewater system of the District. The e�sting wastewater facilities are
located either on Harbor Rd. N. or on the aast side of US Highway One right-of-way and would require
a duplex low pressure grinder pump unit ta access these facilities.

I. Introduction
The site is Iocated in the northeast corner of US-1 & Harbor Drive N, approximately 0.3 mile
south of County Line Road and consists of 0.42 ac of vacant land. See Exhibit-A.
It is proposed to construct a commercial building with 3,600 sf of inedical office, 400 sf of general
off'ice, and 1,999 sf of storage. The access is to be provided by one right turn only driveway onto
US-1.
The buildout is expected by end of 2012. This statement shall analyze the traffic impact of the
proposed use change on the adjacent roadway system in accordance with Paim Beach County
Unified Land Development Code (ULDC) Traffic Performance Standards.

III. Radius of Influence
Per Palm Beach County Unified Land Development Code Table 12.B.2.D-7 3A, the radius of
influence for 17 peak hour trips is the directly accessed arterial for test-1 & 2.
The directly accessed arterial is US-1 from Tequesta Drive to County Line Road. This link is a
six lane divided roadway
IV. Impact Analysis
The proposed development generates 10 AM & 17 PM peak hour trips.
Per Palm Beach County ULDC Table 12.B.2.D-7 3A, only the directly accessed link is to be
analyzed.
Test-1
The impact of this proposal on US-laffected link is insignificant since the proposed generated
trips are less than 1% of LOS-D for a 6-lane divided roadway or 49 trips.
Test-2
The impact of this proposal on US-1 affected link is insignificant since the proposed generated
trips are less than 3% of LOS-E for a 6-lane divided roadway or 155 trips.
This project meets Test-1 & Test-2 requirements. Therefore, the proposal is in conformance with
Palm Beach County Unified Land Development Code Traffic Performance Standards.

I. Introduction
The site is located in the nortneast corner of US-1 & Harbor Drive N. approximately 0.3 mile
south of Counry Line Road and consists of 0.42 ac of vacant land. See Exhibit-A.
The existing drainage pattern flows east & south along Harbor Drive N into a tidal canal and
Atlantic Qcean. The site is on highly permeable sand as indicated on the attached percolation
test by Andaman & Associates. The drainage system for this parcel shall be designed in
accordance with the South Florida Water Management District and Village of Tequesta.
II. Design Criteria
1. The project shall provide on site detenfiion for the runoff from 2.S" of rainfall or 1" minimum.
2. The pavement grades sha11 be above the peak stage of a 25yr-1 day storm.
3. The finished floor elevation of the buildings shall be above the peak stage of a Z OOyr-3days
storm.
4. The perimetex elevation shali be above the peak stage of a 25yr-3days storm.
5. All drainage system shall be constructed in compliance w/ Village of Tequesta Standards.
6. The drainage system shall maintain 95% of the storm runoff on-site.
III. Recommendations
In order to comply with the design criteria, it is recommended that an exfiltration trench be
constructed with inlets at the low points of the site. The exfiltration system shall provide
adequate on-site dry retention considering the site excellent hydraulic conductivity of 3.14 E-3 as
attached. The outfall is provided via a bubble-up inlet at the southeast corner of the site.
