The Stormwater Utility Board is an integral part of the enabling Ordinance which created the Tequesta
Stormwater Utility. The Stormwater Utility Board consists of the members of the V'illage Council by
virtue of an amendment included in Ordinance No. 512.
The Stormwater Utility Board is to meet a minimum of two times per -year during April and May to
review the next fiscai year's capital projections list and to set budget priorities for the next fiscal year. In
addition, the Board shall comment on the goals and priorities of the Stormwater Utility on an annual
basis and meet, as necessary., to hear appeals of rates.

At the Stormwater Utility Board Meeting� scheduled for Apri127, 2000, we will be re�viewing the status
of the Tequesta Peninsula Stormwater Drainage System Improvemetrts Project Phase I and Phase II. As
indicated on the Stormwater Utility Ten Year Capital Improvement Program, Fairview East Drainage
Modification (FY 1999/2000) and Golfview Drive Drainage Madification (FY 2000/2001) have been
funded and incorporated in the Tequesta Peninsula Stormwater Project Phase I. Tequesta required
grant revenue to complete the Tequesta Peninsula Stormwater Project Phase I work which totals
$484,195. We have been natified by the Federal Emergency Maz►agement Agency (FEMA.) that ,
stormwater mitigation grarrt funds in the amoimt of $239,400 for Phase I are forthcoming. The Village
Counail approved a contract with Ric-Man International, Inc., of Pompano Beach, Flvrida, to perform
all work in accordance with the contract documents for the Tequesta Country CIublBermuda Terrace
Water Main Replacement and Drainage System Improvements - Phase I, in the total amount of
$2,069,000, with funds being appropriated from Water Enterprise Undesignated Reserves ($1,469,000),
the Water Capital Improvement Fund ($500,000), and the Stormwater Utility Capital Budget
($100,000). The contract has been executed and Notice to Proceed is pending.
The Tequesta Peninsula Stormwater Project Phase II, which includes Cauntry Club Drive Drainage
Improvement (FY 200UI2001), is estimated to cost $420,000. Phase II will be funded, in part, from the
Water Capital Improvement Fund ($360,000). Phase II will also require additional fundin� which we
anticipate. to be available by virtue of the $100,000 sa.vings on the Ric-Man Altemate Bid - HDPE pipe ,
vs. PVC pipe. The Tequesta Peninsula Stormwater Project Phase II is currently in the design stage. For
your information, the Stormwater Utility has an estimated undesignated fund batance of $43,000.
Once the Stormwater Utility Board establishes direction for the Capital Improvement Program at your
meeting on April 25, 2000, you can anticipate reviewing the Operating Budget and establishing a
recommended assessment rate for FY 2000l2001 at your next meeting scheduled for May 25, 2000.
