Subject: Stormwater Report; Goals and Priorities for FY 2000
Attached, are the National Pollution Discharge Elimination System (NPDES) Annual Third Year
Report and the proposed FY 2001 Stormwater Utility Capital Improvement Budget, Exhibit A, to
support the goals and priorities in 10-Year Stormwater Utility Plan, Exhibit B, for presentation to
the Village of Tequesta Stormwater Utility Board. The NPDES Report indicates the Village
Stormwater program exceeds NPDES requirements and recognizes last year's accomplishments and
identifies future priorities.
The Board's established goal is to meet and exceed the NPDES requirements by maintaining a
program to improve swales, replace failing pipe, repair structures, increase starage capacity far
stormwater retention and continue to improve the overall quality at points of discharge. The current
goals and priorities for the system include major revamping of the Tequesta Peninsula Stormwater
System, working with the Northern Palm Beach County Improvement District (NPBCID) to
improve South Cypress Drive and Bridge Road.
The Village also dedicates half a full-time employee with equipment to monitor and maintain
existing structures, contractors for small structural improvements or repairs, and contracts for
routine operations such as mowing and vacuum cleaning of lines, etc.
Please place the NPDES Annual (Third Year) Report and Proposed FY 2001 Stormwater Utility
Capital Budget on the April 27, 2000, Agenda for Board consideration. If you have any questions,

� SECTION 2 — PLAN EVALUATION
2.1 OBJECTIVE OF PROGRAIVI
The Village of Tequesta is a community of approximately 5100 residents at the
northeastern edge of Palm Beach County. The Village has its own Potable Water
Plant, Fire-Rescue, Stortnwater Utilities, Department of Community Development
and Police Departments. It out sources solid waste with Nichols Sanitation and our
waste water is franchised through the Loxahatchee River Environmental Control
District (ENCON). The Village Department of Community Development's
responsibility is to review all building plans and oversee construction compliance
with local codes. The �lillage also has a Community Appearance Board (CAB)
which reviews major renovations and construction for architectural style and design.
Since the Village for the most part, operates as a stand alone community with its own
Police and Fire Departments, it is important for stormwater utilities to ensure if their
procedures provide for: (1) Training of personnel in spill prevention and response
-_-procedures for mitigation of pollutant discharges. This procedure is provided
through the Village Fire Department; (2) Development of an Information System to
educate the public on ways to identify and report discharges and the proper disposal
techniques for oils, toxic household hazaxdous materials. This is handled through
Stormwater Utilities personnel.
It is the intent of the Village to comply with all requirements to discharge under the
NPDES permit, including aspects for the third year and to establish the criteria for
implementation and compliance of the program for the remaining years of the
period. During the first year, the Village implemented the following:
(1) Set up procedures for the operation and maintenance of control structures and
stormwater collection systems;
(2) Began implementation to control discharges frnm areas of new development and
significant redevelopment;
. (3} Implemented a street and structure ma;ntenance program, which includes the
proper removal of debris;
(4) Initiated a program to ensure inspection and monitor the enforcement for the
reduction of pollutants in run-off from fleet maintenance and storage yards;
(5) Require certification proof by contractors to apply pesticides and herbicides;
(6) Installed procedures for illicit discharges and improper disposal, inspections,
ordinances and enforcement measures;
, ('7) Provided construction site operator training.
During the third year, the Village will continue to enforce first year objectives and to
establish new criteria for implementation and compliance of NPDES.
2.2 MAJOR FINDINGS
After implementation of the Stormwater Utilities, the Village began a study to
determine what Level of Service (LOS) the existing storm sewer system within the

� Village provides. This study will not be complete for several years, however, the first
two drainage systems studied were found to be far lower than the 25-year 1 day LOS
required by Village Ordinance. If this trend continues, it is believed that most of the
systems installed prior to the existence of Sauth Florida Water Management District
(SFWMD) will not meet the required Village LOS and corrective action will be
riecessary. There have been no further LOS studies done during the third year. _
It was also determined that the Dover Ditch was flowing at maximum capacity
during major storm events; therefore, to reduce peak discharge and velocities in the
Ditch, direct run-off from a 40-acre drainage area was diverted to Tequesta Drive
Ditch:
. The dry weather sampling sfiowed no illicit inflow and the system seemed to be
funationing properly with very little, if any siltation.
2.3 MAJOR ACCOMPLISHMENTS
--- Awarded a construction contract to divert approximately 40 acres of drainage away
from the Dover Ditch. This was completed in July 1997 and 40 acres was diverted to
Tequesta Drive.
Scheduled the modification of drainage in the two areas of the Country Club where
the Village found a deficiency in the LO5.

2.4 OVERALL STRENGTHS
The Village storm water pipe and structure system is in adequate condition
considering the overall age of some of the areas.
The Village NPDES program has overall support from the residential and commercial
community, there£ore, the program has received the necessary support to implement
an excellent NPDES program. .
2.5 OVERALL WEAKNESS
There is very little curb and gutter within the Village, therefore it is imperative that
the Village maintains the roadside swales and retention ponds. At present, most of
the swales within the Village have been upgraded as part of the streetscaping
programs.

2.6 FUTURE DIRECTION OF PROGRAM
It is the intent of the Stormwater Utility Board to comply with the requirements of
the NPDES and to include in its five (5) year program funding to improve the existing
swales, replace falling pipe, repair structures, increase storage capacity for
stormwater retention and continue to improve the overall water quality at points of
discharge. �

- SECTION 4 — NARRA.TIVE REPORT �
4.1 MAINTENANCE OF CONTROL STRUCTURES
As a co-applicant of the Palm Beach County NPDES permit, the Village developed standard
forms to assist each permittee to follow proper procedures during the inspection process. In
addition, tlle Villa�e inspects the control structures �vhile perforniinb �I'OUI1d maintenance
activities (i.e. mowing) to ensure�further proper functioning of the structure; if problems are
observed, they are reported to the Utilities Director and immediate corrective action is taken. .
4.2 DEVELOPMENT OF PLANNING PROCEDURES
The Village, through its Stormwater Utility Board (SWUB) has implemented an ordinance to
contral new and redevelopment projects, which requires the developer to maintain a 25-year,
24-hour storm event on-site. For projects greater than 4 acres, SFWNID has requirements for
restricting discharge for c�uantity and quality purposes. �
The_ Village through. the authority of the SWUB, has implemented and funded a swale
maintenance program to ensure a higher quality of water discharge at all outfalls. ,

In summer of FY 99, the Village implemented a study to determine the Level of Service (LOS)
of all drainage areas. This study was funded by the SWI1B The study focuses on older
subdivisions first and follow-up with a comprehensive catalogue of the entire stormwater
utility. The Village has initiated a storm�vater mapping (GIS) program of the entire system.
4.3 ROADWAY MAINTENANCE/EQUIPMENT YARDS/MAINTENANCE
SHOPS .
Roadway maintenance is handled through the Public Works Department. The Department
implements a street sweeping program by use of a private contractor �vho is responsible for
disposal of collected waste.
The Village equipment yard is less than three (3) years old and contains 100% of its
stormwater on,site. The Village has no maintenance shops, all maintenance and repairs are
out-sourced to the private sector.
� Swales are the most commonly used stormwater detention practice by the Village of Tequesta.
Village staff performs annual swale inspections.
Inspections and nnaintenance include:
• Removing compost, leaves, grass clippings and debris.
• Minimization of fertilizers, pesticides and herbicides.
• Perforation of soils to maintain percolation rates.

� 4.4. FLOOD MANAGEMENT
� The Village currently has a Comprehensive Emergency 4peration Management �Plan. The
management plan includes a flood management program through its Police and Fire
Departments for emergency evacuation, early preparation, implementation, and the
necessary steps for flood control. The management plan includes pre-storm inspections of
existing, new arid xedeveloped control structures.
4.5 MUNICIPAL FACILITIES �
The Village does not have any municipally operated solid waste transfer stations.
4.6 PEST�CIDES, HERBICIDES, FERTILIZER USAGE -
The application of pesticides and herbicides are contracted th�ough privat� conf�actors. The �
Village does not perforni this function.
-Both the Publie Works Department and private contractors only within Village right-of-
ways and property perform the application of fertilizers. �

Pollutants caused by these applications will be greatly redueed by the implementation of the
swale rehabilitation program. � .
4.7 �LLICZT INSPECTION, INVESTYGATION, ENFORCEMENT ,
Enforcement actions are through the Village Fire Department. The Village Fire Department
goes through extensive training to .ensure proper containment, enforcement and reporting.
Illicit discharges discovered by the stormwater ufilities staff through the inspection process
are reported to the Fire Department for processing. Infiltration of sanitary seepage
procedures were developed and put into effect this permit year. _ No infiltration problems
were identified through the dry weather screening program.
4.8 FIELD SCR.EENING �
Dry weather screening has been performed at all outfalis within the Village and no illicit
discharges were detected at that time. Further inspections will be perfornied as required by
the NPDES permit.
4.9 SPILL RESPONSE
Spill prevention and response is handled by the Village Fire Department. Any illicit spills
detected by the Stormwater Utilities staff is reported to them for remedial action.
4.10 PUBLIC REPORTING OF ILLICIT DISCHARGES
Complaint log and illicit discharge documentation has beeii established and is maintairied by
the Village Fire Department. None have occurred to date. .

Utilities through brochures and the Village Newsletter, which is distributed annually, to all

4.11 OIL/HOUSEHOLD HAZARDOUS WASTE �
The Village ti�ill use the Palm Beacli County Solid Waste Auiliority aiid tlieir faciliiies to
handle the disposal of oils and household hazardous waste. The Village, through its
newsletter, has been and will continue to keep the public informed on �vhat is a hazardous
materiaT and how to dispose of it. .
4.12 SANIT�.RY SEWER SEEPAGE
The Village does not own any sanitary sewer systems. ENCON owns and operates the
sanitary sewer system in the Village. ENCON has there own programs to monitor the.
sanitary setiver system, therefore, any illicit discharges detected will be reported to ENCON
for corrective measures.

4.13 HIGH I2ZSK INDUSTRIAL FACTLITY INSPECTION
The Village does not have any high-risk industrial facilities to inspect. They fall under the
jurisdiction of other regulatory agencies:
4.14 MONITORING ACTIVITIES
The Village has identified two potential high-risk facilities that discharge to MS4; however,
they are not considered high priority facilities. These facilities were identified in the year
two Annual Report. The two potential high-risk facilities are being inspected under
separate programs that include a Palm Beach County Wellfield Operating Permit for the
Police Department site and SARA TITLE III for Tequesta Country Club site.
The dry weatlier screening program was completely performed in the second year of the
program and no illicits were identified. Surface water quality monitoring has been
performed and no illicits have been reported.
4.15 CONSTRUCTION PLANNING PROCEDURES
The Village has developed a 10-Year Program for irnplementing stormwater projects and
swale reconstruction and maintenance. Included in this Program are:
• Development of the LOS for each drainage basin
• Swale policy and implementation program
• Engineering analysis for two (2) major drainage basins within the Country Club
Community. �
Additional practices and principles will be added to the program as applicable or
required.

- 4.16 CONSTRUCTION INSPECTIONS '
The Stormwater Utility staff inspects all control strucfure facilities and outfalls on a regular
basis. In addition, utility staff utilizes weather forecasts to inspect the �stormwater utility
for pre-storm purposes. The Department of Community Development has the
responsibility to inspect all.new and reconstruction projects to ensure compliance �vith all
codes and permits. "1'lie Fire Department and Code Enforcement is respor�sible for
enforcement of illicit and illegal discharges into storni sewers and reporting of same.
4.17 EDUCATION ACTIVITIES
The Village encourages all employees to pursue continuing education, as the permit
requires the Village will implement employee education programs to ensure permit
compliance. In this permit year, two (2) Utilities Department employees attended and
completed certificatiori programs provided through this program. A1So, the Utilities
Director obtained Certification from. the Florida Water Protection Control Operators
Association. In addition, the Village, through its local newsletter, keeps Village residents
-_- informed as to the requirements of the NPDES perniit as well as local code requirements.
The Village has educational programs and established guidelines for construction of

SECTION 5 - MONITORYNG PROGRAM
5.1 OBJECTIVE SUMMAR'Y �
A monitoring program has been developed as a result of numerous meetings between Palm
Beach County's permittees and the regulatory agencies. Agencies providing input
included the Florida Department of Environmental Protection, South Florida Water
Management District, United States Environmental Protection Agency and the United
States Fish & Wildlife Service. Details of this program are contained in the Joint Annual
Report. Basically, th� program focuses on ambient water quality trends and the
xnonitoring of xeceiving water bodies and sediment quality. The monitoring program'
focuses on the primary canals in Palm Beach County and the major �vatersheds. The
program once implemented, will assist in determining the effectiveness of the other
- municipal stormwater management programs being implemented under this permit,
identifying and prioritizing portions of the MS4 requizing additional controls and
'' identifying local sources and impacts of specific pollutants. -
5.2 STATUS OF PROGRAM/SCHEDULE COMPLIANCE
Palm Beach County MS4 municipal permittees are in compliance with the requirements to
. establish a monitoring prograrri. Northern Palm Beach County Zmprovement District
(NPBCID) as the lead permittee, has entered into Interlocal Agreem;�with all of the
