The Teq.u�sta Village Council held a mee�ing sitting as the
Stormwater Utility Board, at the Village Hall, 357 Tequesta
Drive, Tequesta� Florida, on Thursday_, April 27, 2000. The
meeting was called to order at 7:05 P.M. by Mayor Joseph N.
Cap�etta. A rQll �all wa� taken by Bett� Laur, Recording
Secretary. Councilmembers present were: Mayor Joseph N.
Capretta, Vice Mayor Elizabeth A. Schauer, Councilmember
Geraldine Genco, Councilmember Basil E. Dalack, and
Gouncilmemb�r �haron Tn7alker.. Also in attendance were:
Acting Village Manager and Village Clerk Joann Manganiello,
and Department Heads.

Ay NPDES Annual {Third Year) Re�rt
Acting Villag� Manager Manganiello explained that the
V�llage had established a Stormwater IItility Board to
control flooding and preserve other natural resources.
In 1�387 the �'ederal. Glean Water Act required the EFA to
establi�h Natior�a�. Pallta.tant Discharge Elimination
S�stems storm�rater germits. Ce�tain 1QCal governments
were required to obtain permits for their existing
stormwater or drainage systems and establish a long-
term comprehensi�re program to reduce pollutants from
stormwater runoff. The State's Stormw�ter Management
Program's water policy requires stormwater discharges
to outstanding Elarida u�raters to be treated to remove
9fl� of the annual pollutant, which applied to the

Mayor Capretta recalled that in approximately 1994 the
Villaq� . had mad� a stud�. Qf _�h� a.r�a� which flooded and
determined the projects needed; however, cou.ld not make
a.m.�ro�rem�nts� h�_�aus�..of_ la�k-of nlc�ne�r.._ The Village had
found that by prioritizing the proj ects to take care of
the_ mQ��. ��riQU� flQQdin.g. fir�� axa.� installing the
infrastructure needed, they would have a program which

Mayor Capretta reported that the Village had made a lot

laying stormwater drainage pipes, replacing water

installing sewers.

Vice Mayor Schauer reported that the Country Club

Village, that his firm was designing Phase II flf the

what had transpired to date with ENCON.

the subcontractt�r for ENCON had quit and the new

estimated ENCON''s Phase I work would be completed in 3-
1(2 moz��lzs., Mr. Grusauskas. reported a letter had been
received from ENCON stating they did not plan to do any

September or October. Mr. Grusauskas commented he
believed they_were behind in desiqn work, which could
work to the advantage of the V'illage, who might be able

Manganiello advised the Village would make the
presenta�ion on Phase II sometiine in the falZ. Mr.
Jensen explained that in areas where outfalls were

if that work could be broken out of the FEMA work it
could beqin soon before the rainy.season. Mr. Jensen
explained that 42" pipes would be used between. the

the river were in Phase II.
Vice Mayor Schauer questioned whether the low pressure
sewerin.g on Riverside Drive had been completed, to
v�rhich. M�.. Sen�er�_ respQncled.. Y�e, l�eli�ged it had been
installed but the Village was not involved, and he
would check with Paul Brienza.
Councilmember Walker questioned regarding Phase I of
�h� �e�tea�i,�.g p�ajec�.. tiah��h�� �k��. r�urrent contract
amount was close to that of the original contract
price to which Mr. Jensen responded h.e wotild find out.
In regard to ENCON miscalculating the elevation for two
maz�hol���.. Mr.. J�x�..��n..��plaa.n,��l ha� �he solution had
been worked out and that there was no additional cost.
C} South Cypress Drive Project
Mr. Grusauskas explained that the engineering was done
and �h� .'Slillag� r,�ras ._read�. �a. qQ out. fQr bid except the
Public Works Committee needed to decide on a
streetliqht �tandard. Mr. Grusauskas explained that
this pxoject.would provide beautification, stormwater,

streetlighting. All the funding was available to start
the prolect and it was requ.ested that the project be
funded 1/3 from stormwater, 1/3 from roads, and 1/3

bid with two alternatives, one for more .intense
liqhtinq. and one for less in�ense liqh.ting, and let the
Public Works Committee could resol�re that while bids

Grusauskas explained that the number of light poles
needed to be decided by the Public Works Committee.
Councilmember Walker questioned when Jupiter was
st.ar�i.ng. work. on..�he��, �nc3 Qf th�. s��eet, to which Mr.
Grusauskas responded they planned to go out for bid
sometime between Qctober and December, and that the
Village would be ahead of them, that there should be no
cQn�e.�ti�n� .��Q�lem� f and. tk�a�. c�ra.��iin a year the village
would hook up with their dxainage system.. Acting
Villaqe Manaqer Manqaniello explained that the Village
was proceeding with their project before Northern went
tQ k�icl o� �h�ir_ img�o:vemen��� an.�. da�cl not want to delay
further to comply with the �rdinance 377 landscaping
requirements. Vice Mayor Schauer ex ressed a desire
for continuity in the landscaping on �ypress Drive for
bQtk� �Y�� go.���.Q�. grQVi.�].�c�.. b�_ th.�. Village and the
portion provided by Jupiter. Mr. Grusauskas explained
that TecLuesta's plan was desiqned around matching the
landscaping on Tequesta Drive and Bridge Road, and that
�ta�.�.t�� wQUlc� kZ� en�QUxac��d to rovide similar
landscaping. The Vice Mayor commente� this might be a
good proiect on which the towns could work together and
really dress up the whole street, Mr. Grusauskas

this issue. Councilmember Walker commented this could
be a perfect beginninq.far the interlocal agreement

the drainage system, and described the maintenance program,

reported that with the current budget the Village could do

Mayor Gapretta commented that the Clarebridge building was
near completion and would like to open except the builder's

be 51� completed befare it cauld open. Mayor Capretta
reported work had stopped on the second building because
the corporation had a cash flow problem and they were
tr.yinq tQ 1�QrrQ�z ta_groceed with the work.
Mayor Capretta reported Mr. Zuccarelli zaas behind schedule
with the first building_because he had been having trouble

demolition costs would increase the longer the Village
waited to do it, and agreed with the Mayor pushing Mr.
Zuccarel.li on this matter.
Mayor Capretta commen.ted regarding the monument signs on
Country.Club Drive that the Country_,Club was threatening �o
sue the Village over that issue, and he did not know
wh�th�r.i� could be undone.
Mayor Capretta commented that because of the sunshine law
the Councilmembers could only. communicate at certain times,
and asked the other members of the Village Council to think

d.iscussed at the upcoming Redevelopment Committee meeting.
