COUNTRY CLUB DRIVE TASK FORCE
MEETING MINUTES
JUNE 27, 1995
I. CALL TO ORDER AND ROLL CALL
The Country Club Drive Task Force of the Village of Tequesta
held their first regularly scheduled meeting at the Village
Hall, 357 Tequesta Drive, Tequesta, Florida, on Tuesday,
June 27, 1995. The meeting was called to order at 3:38 P.M.
by Village Manager Tom Bradford. Task Force members present
were: Gary Collins, Bill Treacy, Joan Marshall, Mac Goodner,
Mary Grace Klimas, Gene Robbins, Chuck Hartley, Dick
Neibling, and Bill Clifton. Also in attendance were:
Mayor Ron Mackail, Village Manager Bradford, and Village
Clerk Joann Manganiello. Task Force member Steve Downey
arrived at 3:54 P.M.
Village Manager Bradford explained that the Village Council
had created the Country Club Drive Task Force for the
purpose of considering the traffic problems throughout
Tequesta, and that although the major concern was Country
Club Drive, traffic would increase over time on all major
roads and a domino effect from Country Club Drive might
affect other streets in the Village. Village Manager
Bradford suggested that the Task Force create a mission
statement to narrow their field of focus after they had
become familiar with their subject matter.
II. APPROVAL OF AGENDA
Joan Marshall requested the addition under ANY OTHER MATTERS
of a discussion of Martin County.
Motion was made by Mr. Treacy to approve the agenda. The
motion was seconded by Mr. Hartley, and unanimously carried.

III. INTRODUCTION OF TASK FORCE MEMBERS
Village Manager Bradford introduced each task force member
and gave the reasons he believed that the Village Council
had asked each person to serve on this Task Force.
Gary Collins: President of Tequesta Country Club Community
Association which was the primary neighborhood impacted by
Country Club Drive traffic.
Bill Treacy: Member of Tequesta Civic Association and a
resident of Country Club Drive.
Joan Marshall: Resident of Country Club Drive, realtor, and
President of Jupiter-Tequesta-Hobe Sound Board of Realtors.
Mac Goodner: Owner of Goodner's Variety Store, Goodner's
Hallmark in Tequesta Shoppes as well as other stores in the
area, member of the Tequesta Business Association and member
of Jupiter-Tequesta-Juno Beach Chamber of Commerce.
Mary Grace Klimas: Resident of Tequesta Drive, active in
AARP, had appeared before the Village Council in the past on
other traffic issues and was one of the early residents who
wanted action on the Northfork (Section 28) Development.
Gene Robbins: Member of the Board of Directors of Tequesta
Pines Property Owners Association, appointed as a
representative from outside the main thoroughfares impacted.
Chuck Hartley: Resident of Country Club Drive, retired
firefighter, who had expressed concern over traffic on
Country Club Drive in the past.
Dick Neibling: Member of Board of Directors of Bay Harbor,
formerly from the St. Louis area, with background in
construction and development, who had been appointed to give
outside insight into the traffic issue.
Bill Clifton: A businessman involved in the Homeowners
Association for Tequesta Country Club Pointe Property Owners
Association, appointed to represent that community.
Steve Downey: Employed by GE Capital, active in the
Tequesta Civic Association, and a resident of the Country

IV. OVERVIEW OF MATERIALS
Village Manager Bradford provided a brief history of the
Country Club Drive traffic situation and reviewed the
materials provided to the Task Force members.
Village Manager Bradford explained that since the lawsuit
regarding the Section 28 development might be resolved
shortly, that the first item the Task Force should consider
was the impact that development could have on Country Club
Drive.
Village Manager Bradford discussed the use of Tequesta roads
by Martin County residents with no payment of impact fees.
The Village Manager reported that Martin County Commissianer
Janet Gettig had requested that the joint meetings between
the Village and Martin County be reconvened. Village
Manager Bradford reported that Palm Beach County had begun
the process of amending their Comprehensive Plan to show a
southerly exit road for the Section 28 Development which
, would provide trip alternatives for those residents, and
which would have an 80-ft. right-of-way which would allow
expansion to four lanes in the future; and which seemed to
conflict with Jupiter's recent action in that area when
they began the process of downgrading zoning from Industrial
to Residential and Commercial which would allow less trips.
Since Palm Beach County typically conducted all alignment
studies, they therefore were planning within Jupiter's
jurisdiction, and it was rumored that Jupiter planned to
conduct their own alignment study with funding participation
from Martin County, �Palm Beach County, and Tequesta.
Discussion ensued of whether the developer of Section 28 had
deliberately left a southerly exit road off of his original
plan. Village Manager Bradford commented it was in the
developer's best interest to have the exit road. Mr. Treacy
reported that the developer had agreed to build Connector
Road in Martin County at a Village Council meeting. After
further discussion, Village Manager Bradford expiained that
an agreement existed that Longshore Drive would never
connect to Island Way, which eliminated an alternative
route, and that residents along Loxahatchee River Road would
be allies of the Task Force because of possible traffic

impact on that road.
During discussion of the proposed Connector Road, Village
Manager explained that a former Martin County Commissioner
had placed it in their Comprehensive Plan and in their
Capital Improvement Element at the request of himself and
Mayor Mackail; however, when that commissioner had been
replaced by Janet Gettig, she had had it taken out of the
Comprehensive Plan and out of the Capital Improvement
Element and had the County Engineering Department remove all
stop signs and speed bumps in Little Club--in effect
creatinq a connector road, which upset single-family
residents in Little Club. Commissioner Gettig's political
support came from the condo residents in Little Club who did
not want the eonnector road built, rather than from the
single-family residents.
The Task Force discussed actions the Village had taken to
reduce the number of trips on Country Club Drive. Village
Manager Bradford explained that now in process was an
amendment to the Comprehensive Plan of the Village to reduce
the 80-ft. right-of-way on Country Club Drive to a 50-ft.
right-of-way by designating 15 feet on each side of the road
as recorded easements for everything except roadways, so
that Country Club Drive could never become a 4-lane road.
Mayor Mackail commented that Tequesta might not have many
options, that the joint meetings with Martin County and
Jupiter had accomplished nathing, and wanted Tequesta's Task
Force to look at the whole picture in order to determine a
basis for their focus. Mayor Mackail indicated that North-
South and East-West Roads were imperati�e; and an objective
overlay of zones to prioritize the best scenario should be
done. Further discussion brought out the following points:
that the Section 28 development would definitely be built,
that Martin County must cooperate with Palm Beach County,
that Tequesta must bond with Jupiter and use that clout to
go to the County, that Lonqshore Drive and Loxahatchee River
Road residents should be solicited as allies, and that Palm
Beach Commissioner Marcus could be requested to make it
clear that Palm Beach County would not provide.police and
fire service to Section 28.
Gary Collins suggested that the information provided to the
Task Force be condensed into a simple statement that could
be taken to the Loxahatchee River Road residents, and used

to inform all of the residents of Tequesta.
A suggestion was made that the attorney who had handled the
, closing of Haverhill Road in the Steeplechase development in
Palm Beach Gardens be contacted to determine the feasibility
of closing Country Club Drive from a legal standpoint.
The necessity of keeping an active business community and
Tequesta's geographical location as a deterrent to crime
were discussed.
After further discussion of matters that should be
considered by the group, the Task Force appointed the
following subcommittees which would each meet before the
next meeting of the entire task force and would report their
results at that meeting. Village Manager Bradford explained
that the meetings must be conducted under the Sunshine Law
and outlined the procedure that must be followed.

It was agreed that the remaining committee members would
participate later in the process according to their areas of
expertise, with Bill Clifton and Mac Goodner to work
together to provide a business perspective.

V. CONSIDERATION OF CHAIR AND VICE-CHAIR APPOINTMENTS
Motion was made by Joan Marshall to appoint Gary Collins as
Chair of the Country Club Drive Task Force. Motion was
seconded by Steve Downey, and unanimously carried.
Motion was made by Gary Collins to appoint Joan Marshall as
Vice Chair of the Country Club Drive Task Force. Motion was
seconded by Bill Treacy, and unanimously carried.
VI. ANY OTHER MATTERS
Discussion of Martin County was included under agenda item
IV.
VII. ADJOURNMENT
Chuck Hartley moved that the meeting be adjourned. Gene
Robbins seconded the motion, which unanimously carried.
Therefore the meeting was adjourned at 5:35 P.M.
