MEETING MINUTES
OCTOBER 11, 1995
I. CALL TO ORDER AND ROLL CALL
The Country Club Drive Task Force of the Village of Tequesta
held a regularly scheduled meeting at the village Hall, 357
Tequesta Drive, Tequesta, Florida, on Wednesday, October 11
1995. The meeting was called to order at 7:39 P.M. by
Chair Gary Collins. Task Force members present were: Chair
Gary Collins, Vice C�.air Joan Marshall, Steve Downey, Mac
Goodner, Chuck Hartley, Grace Klimas, Bill Treacy, and Gene
Robbins. Also in attendance were village Manager Thomas
Bradford and Village Clerk Joann Manganiello.
II. APPROVAL OF AGENDA
Motion was made by Task Force member Treacy to approve the
agenda as submitted. The motion was seconded by Task Force
member Robbins. Chair Collins stated that he would Iike to
make an opening statement. The motion unanimously carried.

Motion was made by Vice Chair Joan Marshall to approve the
minutes of the September 26, 1995 meeting as submitted. The
motion was seconded by William Treacy, and unanimously

OP�aNING STAT�MENT
Chair Collins stated he would like to lay the groundwork for
this meeting so that everyone present would understand what
was to be accomplished. Chair Collins explained th.at at the
last meeting the wording of the resolution and report of
recommendations by the task force which would be presented
to the Village Council for their consideration had been
established. A copy of the minutes �containing the final
draft had been forwarded to each member of the task force
for their review, and two changes had been requested. Chair
Collins stated that he planned to read the entire resolution
at tonight's meeting to be sure the wording was correct and
explained that a copy had not been given to members of the
audience since the Village Council had not yet received a
copy. Chair Collins explained that this report was public
information and anyone could obtain a copy of the minutes
after they had been prepared, or could obtain a copy of the
resolution from the Village Ma.nager's office. Chair Collins
invited anyone present to take notes and after the reading
was finished he would call for speakers before the task
fa�ce voted. After the vote on the report, the report would
be forwarded to the village Council, who would determine
what would happen. � member of the audience questioned
whether the task force was interested in suggestions or
contributions from the general public. Chair Collins
responded that the task force was very much interested and
explained that one of the changes in the report had resulted
from a suggestion made from a member of the general public
at the last meeting, and had become one of the primary
options in the report. Chair Collins commented that at all
of the task force meetings suggestions by the public had
been welcomed and any suggestions made had been incorporated
into the report.

Chair Collins read aloud the Tequesta Country C1ub Dri ve
Task Farce Conclusions/Recommendations which has been
attached to and made a part ot these minutes as "Exhibit A".
Comments in regard to item I were as follows: Task Force
member Grace Klimas questioned on what basis a lower number
of trips than stated within the Comprehensive Plan was
considered unacceptable. Chair Collins respanded that the
current traffic on Country Club Drive was at 6,000, which
residents on that road cansidered unacceptable, and had
doubled in the past 4-5 years when it was only 3,000.
Village Manager Bradford explained that the Comprehensive
Development Plan had called for Country Club Drive to hold
up to 15,000 trips per day, but residents had complained
when traffic reached 3,000 trips per day, therefo�e the
Village Council had taken action to cap the number of trips
at 10,900 for Seabrook Road and Country Club Drive, which
was the lowest threshold for a 2-lan,e road within any af the
surrounding municipalities. Chair Collins pointed out that
the task force had considered that no matter what the
Comprehensive Plan s�ated, that a 63o increase was
unacceptable if the present 6,000 trips per day was
unacceptable, and had recommended that the Village Council
either accept or reject the resolution. If they rejected
it, everything the task force had done would be moot.
Chair Collins pointed out changes which had been decided at
the last meeting. Chair Collins commented that the second
paragraph under the Special Note in item V had been added at
the request of Village Manager Bradford.

Club Drive on.e way had been suggested by Mike Meder, and
that he and Mr. Meder had driven the area to determine what
could be done to impact the least amount of residents
possible. Chair Collins su.ggested that by makin.g Country
Club Drive one way just north of Turtle Creek entrance,
everyone could mave north and south out of Turtle Creek, out
of the south end of Cauntry Club Drive, an.d out of Leeward
Way--none of thaC area would be affected. It would anly
affect 31 home�, one of which was Vice Chair Joan Marshall�s
home. Chair Collins referred to a letter from Kimley-HOrn
vice President Frederick W. Schwartz, who had been asked to
provide his opinion regarding establishing Country Club
Drive as a one-way street. Mr. Schwartz had advised that
one-waying all of Country Club Drive would create
inconvenience to all drivers, that alternative routes used
could significantly impact other roads, and the cost would
be expensive. Mr. Schwartz suggested another alternative,
which was to one-way only a short section of Country Club
Drive, basically verifying that the option arrived at by
Chair Collins and Mr. Meder was a viable option--i� a second
entrance could be negotiated with Turtle Creek. Chair
Collins pointed out that number 6 under the category one
options needed to be changed by deleting the words with
possibZy some heZp from the VilZage from the Special Note.
Chair Collins stated that category one options would affect
the majority of people the least, and stressed that
cooperation from Jupiter, Ma.rtin County, Palm Beach County
and Turtle Creek residents would be necessary to implement
category one options. If cooperation was refused, then
category two options would become top priority.
Village Manager Bradford requested that a second change be
made on page 5, category one, number six, to delete the word
motorcycl e.
A member of the audience questioned Chair Collins as to his
background, where the members of the task force lived, and
how long they had lived here.

Wade Griest stated that his comments reflected the thoughts
of many people in the Village. Mr. Griest commented that
the task force had failed to mention the .actual costs of the
options--many of which would be exorbitant--and who would
pay. Mr. Griest commented that at their first meeting the
task force had been asked to take a Village-wide focus,
however, many people felt the focus had been on Country Club
Drive. Mr, Griest sugqested taxing the resid�nts of Country
Club Drive an extra $1,000 per yea� to hire two policemen to
patrol and to stop every truck, which would discourage truck
traf�ic and would increase property values on Country Club
Drive. Chair Collins responded that the task force had
received legal counsel on every option and had received no
information on costs, which would be studied by the Public
Works Committee. In response to who would pay, Chair
Collins listed several options and explained that the intent
was not to place a great burden an Tequesta taxpayers. Vice
Chair Collins responded to Mr. Griest that Country Club
Drive was where the problem starts, however, it was not just
a Country C1ub Drive problem.
Robert Poizen explained that five entities existed within
Turtle Creek--two condominium associations, the club, and
two homeowners associations--which had joined together years
ago in a lawsuit against Martin County, who wanted to open
Heritage Oaks' gate. The Turtle Creek residents had won,
which kept 600 cars a day off Country Club Drive, and the
Turtle Creek residents felt they had already done their
share.
Fred Linn, Cove Point, Martin County, disagreed with the
sampling of Tequesta businesses which he believed to be
incorrect; he cited the number of complaints that Mayar
Mackail had received from business owners last winter and
noted that the Mayor had complained about the number
at Village Council meetings. Mr. Linn stated that the
Longshore Connector had been taken off the baoks by Jupiter
but must receive DCA approval and was opposed by Pa1m Beach
County, so probably would n�t stand. Mr. Linn, commenting
on a statement by a Task Force member that Martin County

for only 8 tons when they could actually take 23 tons,
stated that the eastern Island Way bridge had been rebuilt
to take high loads and that the western Island Way bridge is
scheduled to be rebuilt starting in January 1996 as is well
known by the Committee. Mr. Linn stated that the Committee
had forgotten to include in the discussion of Turtle Creek
entrances that all truck traffic for Turtle Creek would be
taken off Country Club Drive. Mr. Linn commented that one-
way traffic on Country Club Drive would affect more than 31
homes. Mr. Linn suggested that the Committee take a
position opposing more commercial development in downtown
Tequesta since the only reason anyone goes through
Tequesta is to get to the stores, and with more commercial
development in the Vzllage, more traffic would be generated.
Mr. Learma.n stated he had moved to Tequesta 23 years ago and
had built a home in. Turtle Creek, and the area had been a
nice, quiet little Village. Mr. Learman conimented that in
the last ten years the residents had spent more time
fighting among themselves and accompiishing nothing,
objected that the Chairman of the Task Force had only lived
here three years, and objected to the Task Force resolution,
which in his opinion would divide the community. Chair
Collins asked whether Mr. Learman could provide one solution
that would help reduce the traffic. Mr. Learman responded
that he did not think there was a problem, and that a 25 mph
speed limit would fix it.
Joe Hali, Country Club Drive, questioned figures discussed
earlier regarding traffic count. Chair Collins responded
that the projected 48� to 63o increase was from the existing
6200 trips per day, and the 10, 900 trips per day was the
figure in the Comprehensive Plan. Village Manager Bradford
responded to Mr. Hal1 that 52% of the 6200 trips per day on
Country Club Drive came from Martin County. Chair Collins
explained that 2603 trips came aut of Turtle Creek, of which
approximately half went north and half went south. Mr. Hall
referred to an earlier comment that closing the gate from
Heritage Oaks into Turtle Creek had saved 600 cars p�r day
from using Country Club Drive; however, he believed people
from Turtle Creek would also have used the gate to go to

Heritage Oaks. Another gentleman commented that since that
gate was closed several years ago that Heritage Oaks had
experienced great expansion, so that if the traffic counts
were done today the 600 trips per day would probably be
increased to 800-900 trips per day. Mr. Hall commented that
the gentleman who had stated he moved to Tequesta and built
a home in Turtle Creek did not live in Tequesta, since
Turtle Creek was not in Tequesta.
Sam Vansickie stated he had spent 40 years in the retail
business and that countless millions of dollars were spent
trying to build traffic to shop in retail stores. Mr.
stated this concentrated effort should have been toward
improving retail establishments in this town, and he
believed the task force had focused on the wrong problem,
since the traffic was really a blessing worth millions of
dollars that could be used to reduce taxes. Task Force
member Hartley asked whether the prosperity of business was
more important than the welfare of residents. Chair Collins
explained that the Task Force had been given a charter which
directed their focus. Wade Griest invited the last two
speakers to attend the Village Council meeting the next
night.
An unidentified woman who was Turtle Creek resident
commented that when people moved to Country Club Drive they
should have had the foresight to realize that traffic would
become a problem in the future and should not have purchased
homes there, and should now move. Vice Chair Marshall
responded she had move there 19 years ago, that it had been
a quiet area, and that she did not anticipate the future
traffic.
Another member of the audience questioned the credentials af
the task force members. Task Force member Gene Robbins
explained that the task farce had been put together at the
request of the Village Council and the members had been
chosen because they lived in different areas of Tequesta
plus in some cases because of the members' backgrounds. Mr.
Robbins explained that �he task force had been limited in

Council. Chair Collin.s explained how the task force had
utilized many traffic studies and prepared a synapsis in
order to clearly understand the traffic situation. The task
force had then projected the impact of the Section 28
development which had only one exit, regardin.g which an
appeal to a lawsuit was pendin.g. The number one option was
requested to be repeated. Chair Collins again explained how
making a portion of Country Club Drive one way would relieve
the traffic situation.
Task Force member Steve Downay demonstrated on a map how
crime would increase with ingress and egress through the
Village, and stated that was his personal reason far being
on this task force.
Task Force member Mac Gaodner apologized for not attending
other meetings, and stated he needed the residents of Martin
County and Teque�ta for his business, and that he lived in
Jupiter Farms, Mr. Goodner explained that the traffic
situation was very frustrating for people living on Country
Club Drive and for the people in Tequesta and in Martin
County who wanted to shop in Tequesta and participate in
activities in Tequesta. Mr. Goodner discussed the impact of
Section 28, and urged cooperation by all involved to arrive
at a solution to the traffic prablem. Mr. Goodner comm.ented
that a prior Martin Country commissioner had been interested
in cooperating, however the present commissioner was not
interested.
Fred Linn stated that Section 28 was never approved for 640
houses an,d a golf course by Martin County, but that the
County was appealing the court decision allowing that
number. Mr. Linn pointed out that if Country Club Drive
became one-way that the Tequesta Police would have to use
County Line Road to get back, to which Chair Collins
responded that had been considered.
Another member of the audience commented she had purchased
a home in Turtle Creek and did not know until the closing
that the home was in Martin County. A gentleman spoke up to
say that he also lived in Turtle Creek and the Turtle Creek

residents objected to the separation of their area from
Tequesta, since they supported Tequesta and considered
themselves residents of the Village.
Chair Collins commented that if the task force accomplished
nothing else it had to brough� an issue to a head which had
festered for twenty years, that the olive branch was
extended to sit down and talk, and urged Turtle Creek
residents to think about what the task force had done by
moving the one-way option north so that Turtle Creek would
not be affected.
Chair Collins stated that the Village Cauncil had sent a
letter to Martin County before this task force had started
its work, inviting their participation, and the reply had
been that they would �orm their own task force. Chair
Collins explained that Martin County had never formed a task
force, and that Turtle Creek residents had been included in
the invitation and that their association had been informed.
A Turtle Creek resident explained that Martin County had
formed a coal.ition of top officials which had met, and the
assurance had been given that Martin C�unty was neqotiating
with the Section 28 developer, and that the impression was
given that there was not a major problem and that they were
working on th.e Country Club Drive situation and other access
raads into Tequesta. Chair Collins stated the task force
had done the very best they could, and would like Turtle
Creek residents to be a part of this. Chair Collins asked
that the Turtle Creek residents at least open their minds a
little bit to consider the options presented by the task
force and �to decide whether they were willing to work with
Tequesta or not.
Task Force member Steve Downey commented that if one
followed the premise that crime is increasing in. the country
and in the county and there were unsolved crimes in Jupiter,
that Tequesta was not too far from crime, and that a four-
lane road would increase the likeiihood of problems. Mr.
Dawney explained that Tequesta had a very low crime rate
because of the Police Department and because it was
geographically isolated. A msmber of the audience objected
that crime was a problem which should be considered.

Discussion ensued, and Vice Chair Marshall painted out that
it wa� a proven fact that increased people and increased
traffic increases crime. Chair Collins pointed out that the
task force repnrt did not mention crime. Mr, Downey stated
he was stating his personal opinion and was not speaking for
the �ask force.
A Tequesta resident stated she had always considered Turtle
Creek an ally, and whether Cauntry Club Drive was closed or
made one way that Turtle Creek residents would not be
affected, and she did not understand why the Turtle Creek
residents thought they would be affected since they would
still be able to go south on Country Club Drive and would
still be able to go down Tequesta Drive to all the shops.
She stated that she did not understand why the Turtle Creek
residents were so vehemently against those two options. One
Turtle Creek resident responded that it was because there
were other options.
Chair Collins offered to personally sit down with any af the
Turtle Creek residents, with any of their association
members, to work out a good solution to reduce traffic.
Chair Collins thanked the task force members for all of
their hard work.
Motion was made by Chuck Hartley to make the chang�s
discussed earlier in the meeting to the ta.sk force report as
follows: on page 5 of the report to delete the words w�th
possfbly same help fram �he v�.i2age and motorcycle; and to
deliver the task force report with all attachments to the
Village Council the next day. Motion was secoaded by Bill

TASK FORCE CONCLUSIONS�RECONIlVIE�TDATIONS
I. The Task Force Resolutions states "Even though the estimated trip increases on
Country Club Drive remain under the Tequesta Comprehensive Plan figure of 10,904
- trips per day, the estimated increase in trips is unacceptable and action must be
initiated to reduce traffic trips on Country Club Drive, Tequesta Drive and throughout
Tequesta.°
If plans are not initiated to force a reduction of traffic on Country Club Drive and
throughout Tequesta, even with major changes in the surrounding road
infrastructure, daily traffic trips will continue to increase at a rate of 48% to 63% over
the next 5- 7 years, rising to approximately 10,400 trips per day on Country Club Drive.
Sections of Tequesta Drive will increase to over 16,000 daily trips, which could lead to
four lanes on sections of Tequesta Drive. The task force recommends that the Village
Council, after reviewing all the information, officially accept or reject the task force
resolution. This will set the tone for future action.
II. A sampling of Tequesta businesses and a few in Jupiter yielded the following facts
regarding the traffic situation:
10% had no knowledge of the situation;
45% had knowledge but little interest;
34% had knowledge and showed some concern but did not consider it a major factor;
10°lo had knowledge but no interest at alL
The conclusion was that most felt their customers would find them no matter what,
and did not seem very concerned.
II I. Heavy truck traffic over the Tequesta Loxahatchee bridge is taking its toll on the life
span of the bri.dge and based on DOT statistics, it will have to be replaced in the next
10 - 20 years at a cost of well over $7 million, much of this borne by the Tequesta
taxpayers.
IV. Waiting for support and assistance from Martin County, Jupiter and Palm Beach
County to help alleviate Tequesta's traffic problem has not been a viable option, based
on past history. Developments already on the planning boards will impact Tequesta,
regardless of what our neighbors do! With or without the Western Connector, either
the Church Street or Longshore Connector, the Martin County Connector Road or a
second entrance above the county line for Turtle Creek, the traffic still increases
through Tequesta at a rate of 40 - 50% over the next 5- 7 years.

V. The Task Force recommends that a concerted effort still be made to encourage the
following infrastructure road changes with our neighbors to help minimize tr�c trip
increases:
• A Western Connector Road from Northfork south, via Church Street, Longshore
Drive or any other connection to Indiantown Road that can be agreed upon. The
Western Connector Road will help reduce the traffic out of Northfork traveling
through Tequesta, but, on the downside, it will also offer a shortcut from I- 95 to
U.S. 1.
• The establishment of County Line Road as an alternative east/west road link from
U.S. 1 to Island Way, especially for truck traff`ic. Support from Martin County is
essential to the success of this point. Four-laning of County Line Road should be
studied for implementation as tr�c increases. County Line Road is the "path of
least resistance" and has far fewer frontage homes than Country Club Drive and
Tequesta Drive.
• The Martin County Connector Road will eliminate two 90° turns through The Little
Club residential area and allow a smoother, safer flow of truck traffic to Country
Club Drive north and reduce traffic on Country Club Drive south. Special Note:
While Country Club Drive was closed for repairs, traffic on County Line Road
increased 51.8°l0 (2138 trips). Of those 2138 trips,1104 (51,6%) went all the way to
u.s. x.
• Martin County must post the correct legal weight limits on the County Line R.oad
and Island Way bridges and simplify their permit process so trucks will be
encouraged to use County Line Road.
• Martin County must continue to appeal the Sec. 28 decision on housing density and
arrive at an agreement with the developer closer to the 128 single family home
development rather than the 640 homes now planned. A north and south entrance
into the development must be negotiated.
• A second Turtle Creek electronically controlled gate entrance on Country Club Drive
just north of the Tequesta village limits in Martin County. This would reduce the
tr�c on Country Club Drive by 100 - 300 daily trips and provide an entrance%xit to
Turtle Creek that will be very important if Country Club Drive becomes a one-way
street north or is closed at the Martin Couuty line.
� A third Turtle Creek gate entrance to County Line Road, while difficult and
e�ensive to implement, should be explored. This could be a"one way out"
electronic gate that opens automatically to let residents out. This would also be
important to Turtle Creek residents if Country Club Drive becomes one-wa�.
The Task Force recommends that the Council initiate another series of ineetings as
soon as possible, with Martin County, Jupiter and Palm Beach County officials and
again explain our situation an.d ask for their decision on the above recommendations.
A simple yes or no will be fine. Similar meetings should be held with the
representative of the �Zrtle Creek Association concerning the addition of two gate
entrances.

Special Note:
The task force insists that there be no "strings" attached to implementation of any of
the above recommendations in point V, i.e., the Tequesta Village Council must not
agree to "never close Country Club Drive or any other Tequesta street." Our options
must remain open.
The Task Force recomments that the Village Council give serious consideration to
having all the applicable local governments particpate in a mediation process with the
hope of appropriate govermental repsonse to the findings/report of the mediator
pertaining to recommended actions to address regional roadway/traffic concerns.
January 31, 1996 is the recommended deadline date for their decisions, so that
Tequesta can move ahead with their own plans to reduce and minimize the traffic
through our community.
V I. It is the consensus of the task force after studying all the information available that
initiating action to form one or more Safe Neighborhood Improvement Districts in
Tequesta is a viable and legal option and should be pursued. The first step would be the
creation of a planning ordinance by the Village Council authorizing the formation of
Safe Neighborhood Improvement Districts in Tequesta. Incorporated into the
construct of this ordinance should be the requirement that the Village Council employ
the services of a recognized professional Urban Planner to make recommendations to
the Council on matters related to the construct of Safe Neighborhood Districts, and to
review and make recommendations appropriate to the items delineated in Section
VIII, Category 2.
The task force recommends that the Council also consult a lawyer with expertise and
success in implementing the Safe Neighborhood Districts and options such as closing
and/or gating roads under the Safe Neighborhood Act.
This ordinance does not authorize specific action to be taken, i.e., the closing of
Country Club Drive, but does pave the way for numerous options to be implemented.
The task force recommends that the planning ordinance be in place by January 31,
1996.
VII. The task force recommends the traff"ic reduction and management options listed in
this report be studied by the Council Committee on Public Works. An implementation
plan for each option should be studied and outlined on paper for the Council to review,
prioritize and vote to implement or reject by February 1, 1996. Legal and fiscal
implications must be considered for each option; task force representatives should
participate in these discussions.

Two questions for future consideration are:
1. Should the Village Council participate and be a partner in forming and supporting
the Safe Neighborhood Improvement Districts or should it be left up to individual
citizens to decide whether to form and support the districts?
2. All options will cost money; the question must be answered: How much and where
should the money come from - the taxpayers or individuals or a combination of both?
V I I I. Options available for consideration:
Some options will help minimize and manage the traffic problem, but will reduce the
daily traffic trips only to the degree that travelers avoid the streets due to the hassle and
inconvenience the option presents. Others, such as road closures, toll gates should
definitely reduce the traffic counts. All options must be reviewed from a legal and
fiscal point of view and specific plans committed to paper as to how they can be
implemented.
It is the opinion of the task force that, after reviewing the facts, all of the listed options
can be implemented legally if carefully crafted to fit various Village and State laws and
ordinances. I must add that some options do offer risk and possible lawsuits. The
options are broken into two categories: One, options to be implemented that keep
Country Club Drive open but tend to reduce the traf�ic flow and slow it down; and two,
options that close or gate Country Club Drive.
Category 1 ,
1. Determine the legality and develop an implementation plan to test the feasibility of
making Country Club Drive a one-way street north from the following points:
� Country Club Drive at Turtle Creek entrance to Martin County line
• Tequesta Drive to Martin County line
• The last 100 yards of Country Club Drive to Martin County line
Special Note:
Making Country Club Drive one-way north from the Turtle Creek entrance to the
Martin County line offers tha fewest disruptions to the fewest num.ber of Tequesta and
Turtle Creek residents. Tequesta must work with Martin County and the Turtle Creek
Condos and Homeowners Associations to open a new entrance%xit just north of the
Tequesta village limits and the Martin County line. It could be a private road owned by
the Associations; it could be electronically controlled so that it opens automatically for
Turtle Creek residents to e�rit onto Country Club Drive. Electronic openers could be
sold or given to Turtle Creek residents so that the gate could be opened to enter Turtle
Creek before the one-way section begins.
Note: The 31 Country Club Drive residents living on the one-way section should be
allowed to purchase the electronic openers so they can come back through Turtle

Creek and go south on Country Club Drive to Tequesta. (The added out of the way
distance is 0.9 miles.)
The eatimated daily traffic count reductian would be a minimum of 1800 trips from the
current daily trip count of 6205, and would drastically reduce the increase in trips
estimated due to the Section 28 and other South Martin County developments. Add to
this scenario traffic humps and strict enforcement of the "no through truck"
ordinance and there should be a major reduction of noise and traffic on Country Club
Drive and Tequesta Drive. The traffic will be redistributed down County Line Road
with over 50°!0 of the south Martin County traffic moving east going all the way to U.S.
1.
If the option making Country Club Drive one-way from Tequesta Drive to the Martin
County line is implemented, then a median approximately 80-100 feet long must be
placed in the middle of Country Club Drive in front of the entrance to Turtle Creek and
the Tequesta Country Club Community North gate. This will allow the residents of
south Country Club Drive to turn left on North Place and go south through the Country
Club Community and exit out the South gate. The Turtle Creek residents, due to the
median, will only be able to turn right out of their entrance and go north on Country
Club Drive.
Special Note:
An alternative to the median is making North Place one-way north.
2. Install as soon as possible, speed humps on Country Club Drive, possibly Riverside
Drive, and if traffic eontinues to speed, on Golfview Drive and River Drive.
3. R,educe right-of-way on Country Club Drive.
4. Consider an ordinance chan�ge for Country Club Drive to measure easement footage
from the beginning of the easement rather that the back edge; allowing room for
structures such as fences to be built to shield homes from traffic and noise.
Landscaping could be placed in front of the fences.
5. Post Tequesta Drive bridge at 8 tons; require bonding/permits for through trucks.
6. Increase police presence%nforcement of speed limit and the "no through truck"
ordinance.
Special Note: �
If a Safe Neighborhood District is formed, money from an assessment with possibly
some help from the Village could be used to station a motorcycle policeman
permanently at Tequesta Drive and Country Club Drive to stop any through trucks
and to run a continuous radar speed check.
7. Install traffic signals or 4- way stop signs at south end of Country Club Drive and
at the entrance to Turtle Creek.
8. Construct roundabout(s) on Country Club Drive.
9. Establish Tequesta Drive bridge as a"toll bridge.°
10. Plant trees and add landscaping along Country Club Drive to create a tunnel effect.
11. Designate Country Club Drive an "historical place."

Category 2
12. Gate Country Club Drive at one or both ends.
13. . Abandon Country Club Drive (privatization of road), with possible gating, guards,
etc.
14. Close Country Club Drive to all traffic except emergency vehicles.
Options in Category 2 become top priority options recommended by the task force if the
requests and actions are refused by Jupiter, Martin County, Palm Beach County and
the Turtle Creek residents; and if Category 1 options implemented do not reduce the
traffic counts to an acceptable level. The process to form Safe Neighborhood Districts
should then begin; the recommended date for this decision is April 1, 1996. The task
force should stay intact throughout the entire process to monitor results and perhaps
quarterly review progress with the Village.
In closing, I would like to thank the task force members for the time and effort they contributed
to try to come up with some reasonable recommendations to a very complex problem. In reading
through the reams of data, dating back to the early 80's, it is evident that Tequesta's traffic
problems have been building for a number of years and regardless of the reasons, very little help
and understanding or offers to participate in reaching reasonable solutions have come forth
from our surrounding neighbors.
Traffic is going to increase at a considerable rate throughout Tequesta in the next five years.
Tequesta needs to accept that or make some tough decisions on action to be taken. You are not
going to be able to please everyone. The decisions must be made based on what is best for all of
Tequesta. A referendum may have to be held next March to let the citizens decide, if the Council
feels it's necessary. If we don't act now the traffic problem will cantinue to grow and fester.
Decision time is NOW.

Page 5, 3rd paragraph
Fred Linn, Cove Point, Mart.in County, disagreed with the sampling of Tequesta
businesses which he believed to be incorrect; he cited the number of complaints
that Mayor Mackail had received from business owners last winter and noted that
the Mavor had complained about the number at Villaqe Council meetinqs. Mr.
Linn stated that the Longshore Connector had been taken off the books �
Jupiter but must receive DCA approval and was opposed by Palm Beach County,
so probably would not stand. (and commented that the Martin County load limits
were posted incorrectly on the bridges, which would hold 33 tons). Mr Linri�
commentinct on a statement bv a Task Force member that Martin Countv bric�ges
on Island Wav and on Countv Line Road were osted for onlv 8 tons when thev
could actually_ take 23 tons t� that the eastern Island Wav_ bridqe had been
rebuilt to take high loads and that the western Island Wav bridqe is scheduled
to be rebuilt startinq in Januarv 1996 as is well known bv the Committee. Mr.
Linn stated that the Committee had forgotten to include in the discussion of
Turtle Creek entrances that all truck traffic for Turtle Creek would be taken off
Country Club Drive. Mr. Linn commented that one-way traffi.c on Country Club
Drive would affect more than 31 homes. Mr. Linn (commented that there was no
new commercial development in downtown Tequesta,) sucrcrested that the
Committee take a position opposina more c ommercial development in downtown
Teauesta since the onlv reason anvone aoes throuqh Teauesta is to qet to the
stores and with more commercial development in the Village, more traffic would
be generated.
