3. BACKGROUND
• This application was heard by the Planning and Zoning Advisory Board on October 6, 2011. The
Board recommended to further review and comply with landscape code provision in terms af
buffer requirement on the south side. The applicant revised and changed the previous
proposed landscape buffer, dumpster location, and entry ways to comply with Village code
provisions. The new landscape island on the south side of the building has been revised and meets
the 10 ft. buffer requirement. The Planninq and Zoninp Advisorv Board approved 3-0 the
proposed site plan develoament on November 3, 2011.

• Palm Beach County Traffic Division applied ITE* trip generation rate to the proposed 1,999 Sq. Ft.
Accessory Storage to determine number of trips. Per ITE rate standard "Warehouse Use" is equivalent to
"Storage Use". Please notice that the aroposed use is NOT a warehouse. Per Villaae's Code warehouse is
not a permitted use. Per Village Code, indoor storage is permitted nor io exceed 35% of gross floor area.
The opplicant is in compliance with this provision of the Code.

Sanitary Sewer
The applicant is in contact with Loxahatchee River District (See attached correspondence).
Drainage
The proposed drainage statement is in compiiance with Village Code and Comprehensive Plan. The
application was also reviewed and approved by Russell White, Village's Public Service Manager.
5. FINAL REMARKS
• This development application was reviewed by the Development Review Committee (DRC) including
Community Development, Law Enforcement, Public Works and Fire Safety (9.3.11).
• The lower floor of the building is anticipated to include 1,999 square feet of storage space. This area
� must onlv be use for storage as an accessory use to the medical and professional service uses and not
available for other tvae of use. If in the future, the owner considers to chan�e the use of the lower
level, he/she will need to appiv for a site alan modification review process.
• The subject property has an existing sidewalk on US Highway 1, and lacks of sidewalk on Harbor Drive
N. The residential neighborhood located on the east of the subject property is unincorporated Paim
Beach County, and it lacks of sidewalks at the present time (See attached pictures). Also, Village
Consulting Traffic Engineer recommends to construct a public sidewalk along the property's frontage
on Harbor Drive N. within the public right-of-way.
• This development application met the requirements set on Section 78-334 notice of hearing. The notice
of hearing will be advertised in the Jupiter Courier on November 27 , 2011.
• The applicant had revised and changed the previous proposed landscape buffer, dumpster
tocation, and entry ways to comply with Village code provisions. The new landscape island on
the south side of the building has been revised and meets the 10 ft. buffer requirement.

I've reviewed the revised landscape plan (10.19.11) for the Tequesta Office Building, 851 U.S. Highway One, and have
the following comments for the applicant:
1. Please add a hedge or vine on the west side of the dumpster enclosure wall.
2. The plan notes arrows on the Cabbage Palms. Are these arrows noting curved trunks? Please address per the plant
specifications in the plant list.
3. I recommend planting vines to soften the east side of 6' privacy/retaining wall. Without some type of planting, this
will be a 75' lon ex osed wall.
4.� The new landscape island on the south side of the building has been revised and meets the 10' buffer requirement.

following documents for Planning & Zoning Board review, forty-five (4� days prior to the meeting date:
1) For new construction or additions, Fifteen (15) sets of professionally prepared site plans showing
all existing and proposed structures, setbacks, parking and loading layout, ingress and egress,
sidewalks and walkways, exterior lighting layout, dimensions of street frontages and property
lines and all signa�e.
2) Fifteen (15) sets of Landscaping Plans in accordance with Village of Tequesta Code of
Ordinances, Division N, Landscaping.
3) �fteen (15) sets of multi-dimensional color renderings and/or photographs are to be provided.
The Planning & Zoning Board needs to see an exact rendering of what is to be placed on the site.
Color photographs or prints as close to the actual colors to be used must be supplied. Since color
printers often do not display the correct color, it is recommended that samples of the paint chips,
as well as a sample of the support materials (i.e., canvas, wood, metal, etc.) be provided.

The site is located in the northeast corner of US-1 & Harbor Drive N. approximately 0.3 mile
south of County Line Road and consists of 0.42 ac of vacant land. See Exhibit-A.
It is proposed to construct a commercial building with 3,600 sf of inedical office, 400 sf of general
office, and 1,999 sf of starage. The access is to be provided by one right tum only driveway onto
US-1.
The buildout is expected by end of 2012. This statement sha11 analyze the traffic impact of the

• Per Palm Beach County Unified Land Development Code Table 12.B.2.D-7 3A, the radius of
influence for 17 peak hour trips is the directly accessed arterial for test-1 & 2.
The directly accessed arterial is US-1 from Tequesta Drive to County Line Road. Tius linlc is a
six lane divided roadway
IV. Impact Analysis
The proposed development generates 10 AM & 17 PM peak hour trips.
Per Palm Beach County LTLDC Table 12.B.2.D-7 3A, only the directly accessed link is to be
analyzed.
Test-1
The impact of this proposal on US-laffected link is insignificant since the proposed generated
trips are less than 1% of LOS-D for a 6-lane divided roadway or 49 trips.
Test-2
The impact of this proposal on US-1 affected link is insignificant since the proposed generated
• trips are less than 3% of LOS-E for a 6-lane divided roadway or 155 trips.
This project meets�'est-1 & Test-2 requirements. Therefore, the proposal is in conformance with

Drainage Statement
Office Building for:
851 US Highway 1, LLLP
I. Introduction
The site is located in the northeast corner of US-1 & Harbor Drive N. approximately 0.3 mile
south of County Line Road and consists of 0.42 ac of vacant land. See Exhibit-A.
The existing drainage pattern flows east & south along Harbor Drive N into a tidal canal and
Atlantic Ocean. The site is on highly permeable sand as indicated on the attached percolation
test by Andaman & Associates. The drainage system for this pazcel sha11 be designed in
accordance with the South Florida Water Management District and Village of Tequesta.
II. Design Criteria
l. The project shall provide on site detention for the runofFfrom 2.5" of rainfall or 1" minimum.
� 2. The pavement grades shall be above the peak stage of a Syr-1 day storm.
3. The finished floor elevation of the buildings shall be above the peak stage of a 100yr-3days
storm. _
4. The perimeter elevation shall be above the peak stage of a 25yr-3days storm.
5. All drainage system shall be constructed in compliance w/ Village of Tequesta Standards.
III. Recommendations
In order to comply with the design criteria, it is recommended that an exfiltration trench be
constructed with inlets at the low points of the site. The exfiltration system shall provide
adequate on-site dry retention considering the site excellent hydraulic conductivity of 3.14 E-3 as
attache�. The outfall is provided via a bubble-up inlet at the southeast corner of the site.
