The Tequesta Public Works Committee held a scheduled meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Wednesday, August 8, 1990. The meeting was called to order at 9:00 A.M. by Chairman Edward C. Howell. A roll call was taken by the Recording Secretary, Fran Bitters. Committee members present were: Edward C. Howell, and Co-Chairman Ron T. Mackail. Village Officials present were: Bill C. Kascavelis, Finance Director; Thomas G. Bradford, Village Manager, Wendy Harrison, Assistant to the Village Manager, and Gary Preston, Manager of the Parks and Recreation Department. II. DISCUSSION OF PLANNING AND BUDGETING FOR CULTURAL ACTIVITIES Chairman Howell stated it was his belief that the Village should take a leadership position regarding cultural events in the community, without subsidizing, to benefit the local citizens, young and old alike. He felt there was a need to build a sense of "community" in Tequesta. He explained further that though parks are needed for the green area, bench areas and perhaps a heart trail, there was still a need for small scale community-oriented events, with arts, crafts, music, etc. Chairman Howell felt that 'overkill' should be guarded against, but some seeds needed to be planted. Gary Preston, Manager, Parks and Recreation, stated he has talked with Fantasma Productions in the past and has found that the cost of a quality band to perform would be between $2000-$3000. Mr. Preston explained this idea is very similar to what Jupiter is now doing with "Shakespeare By The Sea" production. Public Works Committee Meetinq Minutes Auqust 8, 1990 Paqe 2 ------------------------------- Village Manager Bradford suggested starting out small, have Mr. Preston get a good cost estimate on a one-time community event, before the first Budget Hearing, then progress from there. Mr. Bradford summarized Chairman Howell's concerns as follows: o A cultural event; something sponsored by the Village; o A youth center needed in Tequesta; o Constitution Park, either a stand-alone issue, a place for a cultural event, a place for an expanded youth center, or on its own with or without JTJC. Gary Preston expounded on the fact that the people of Tequesta want a park within the Village in a residential area, but that cultural events are always very popular. III. DISCUSSION OF PLANNING FOR ACTIVE RECREATIONAL FACILITIES AT CONSTITIITION PARR Gary Preston gave an update on Constitution Park: The original Master Plan for Constitution Park was presented to Council three years ago. In 1986 Council suggested leasing the four acres through a long-term lease from JTJC. JTJC refused the lease option. The Village also attempted to buy Lot 512 at 50� above �he appraised price. That purchase was not consummated due to a high asking price. Tequesta Gardens Condominium Association was opposed to Constitution Park as planned. Mr. Bradford explained that another reason this old Master Plan is being re-presented is because a few Council Meetings ago a citizen chastised the Village for having lots of green space but no active recreational facilities. Council consensus was to look into some active recreational facilities and maybe see about getting the Recreational Advisory Board back on track to look at that. The Recreational Advisory Board, for all practical purposes, is no longer existent. The Public Works Committee is charged with oversight of recreational matters, based upon Committee assignments. Therefore, this old Master Plan has been brought out again. Whatever is decided, it can be done incrementally. It does not have to be done all at once. Public Works Committee Meetinq Minutes Auqust 8, 1990 Paqe 3 ------------------------------- Gary Preston explained that without a lease for use of the JTJC property, the Village could not put tax dollars into this property. However, the new Board and the new President at JTJC now are willing to discuss a long-term lease with the Village. The President of JTJC is mainly concerned with a youth center, but feels Constitution Park (approximately four acres) will be a good drawing card. Mr. Bradford suggest the lease should contain a lease option, stating that in the event that JTJC desires the Village to operate the Youth Center, the entire property shall become the ownership of the Village of Tequesta. Mr. Bradford reminded the Committee that the Hernandez parcel needs to be acquired; otherwise, this endeavor would not make much sense to have a hole in the middle of the Plan. Mr. Preston felt that too much of a commitment ought not to be made to JTJC. Two other entities are looking at the same property. The Committee recommended that they be authorized by Village Council to conduct meetings with JTJC to discuss lease of their undeveloped lands for future park development to be developed, pursuant to a modified Master Plan. Depending upon the success of the discussions, the issue of purchasing the Hernandez property will be addressed at that time. IV. ANY OTHER MATTERS Chairman Howell explained to the Committee that the representatives for "Shakespeare By The Sea" are planning to come before Village Council requesting financial support. He asked Mr. Bradford the extent of the Jupiter contribution, and Mr. Bradford advised approximately $5000.00. It was the consensus of the Committee that making a donation would be inadvisable, based upon current policy, and the hope that the Village will be able to stage its own "cultural event".
