The Tequesta Public Works Committee held a scheduled meeting at the JTJC Community Center, Seabrook Drive, Tequesta, Florida, on Wednesday, September 19, 1990. The meeting was called to order at 7:30 P.M. by Chairman Edward C. Howell. A roll call was taken by the Recording Secretary, Fran Bitters. Committee members present were: Chairman Edward C. Howell, and Co-Chairman Ron T. Mackail. Thomas G. Bradford, Village Manager, and Gary Preston, Director of Public Works and Recreation were present. JTJC Boardmembers present were: Susannah Carr, President; Elizabeth Anderson, Treasurer; Frances M. Sagrans, Secretary; and Boardmembers Bob Meyer and Lee Henderson. II. DISCUSSION OF LONG-TERM LEASE FOR PROPERTY USE Village Manager Bradford, for the benefit of the JTJC Board, gave a history of Constitution Park, explaining it used to be a sewage treatment plant taken over by Encon, who relocated their facilities. After some time, this area reverted back to the hands of the Village, who, in 1986 upgraded the area by sodding and irrigating it. In 1987, the area was renamed Constitution Park. In addition to the sodded area, the Village also owns a wooded parcel adjacent to JTJC property and the backside of Tequesta Gardens Condominiums. The Village has created a new proposed Master Plan for Constitution Park, which will be presented to the JTJC Board this evening. A previous Master Plan was objected to by Tequesta Gardens Condo Association and others because of too much potential noise, too much activity, and the possibility of distracting lighting. The Village would like to work in unison with JTJC to create a viable Master Plan of that area, and perhaps arrange a long-term lease with JTJC that would allow the Village to upgrade that property with an incremental approach. Sagrans pointed out that the JTJC Board recently did a survey which showed that nearly 1000 high school age children are located on the north side of the River, causing a great demand for an active park. She agreed the approach to developing the park should be on an incremental basis, with consideration as to what would be accomplished at each stage of development. Mr. Bradford further explained that Tequesta could not pursue this endeavor alone since it does not have enough land, and JTJC could not do it alone since they have the land, but not the funds. Ms. Sagrans stated this is a mutually beneficial, potential situation. Susannah Carr stated a long-term lease would be beneficial to JTJC. Mr. Bradfard explained the benefits of a long-term lease: 1) If too much is developed too soon, there is a tendency for the public to resist; 2) time is needed to benefit from the investment. The longer the lease, the more likely the Village is to invest and receive a good return on its recreation investment. Mr. Bradford stated a 99-year lease had been considered by the Village. III. DISCUSSION OF FUTURE FACILITIES ON PARR SITE Gary Preston explained and displayed the revised Master Plan. All the items that Tequesta Gardens Condo Association may have been opposed to have been taken out of the Plan: four tennis courts have been removed, one racquet ball and one basketball court have been removed. The Plan now includes two volleyball courts, one basketball court, picnic areas, a heart trail. Property 512 in the middle of the Plan, is not owned by the Village, but by a Mr. Hernandez. Mr. Bradford explained the Village offered the appraised value ($16,000) to the property owner three years ago, but the owner wanted $30,000. The fair market value now may be approximately $25,000. It appears there is no access to that property. The proposed heart trail circles the perimeter of the proposed Master Plan area. Mss. Carr and Sagrans stated they liked the Master Plan as presented. .. }, Public Works Committee Meetinq Minutes September 19, 1990 Paqe 3 ------------------------------- Parking facilities were discussed. Mr. Bradford stated most users of the park would probably not drive there for its use. Also, if JTJC and the Village are in a joint-use agreement, the parking lot at JTJC could be used. Ms. Sagrans asked if the Village would resurface the JTJC parking lot if it was used for the Park. Mr. Bradford was not certain about the resurfacing, but JTJC could put in the lease agreement that the Village would maintain the parking lot, provide lighting for the parking lot, etc. Mr. Bradford stated that if the Village operates a recreational facility, they will be required to have designated parking. The wording should appear that the Village would be allowed to use the lot with the agreement to keep it maintained, lighted at night, pay for electricity and all associated costs with the parking lot.. Liability would probably be joint, to a degree. Mr. Henderson asked if a viable alternative would be to put all of the Park recreational facilities inside a building, which would solve any disturbing lighting issues Tequesta Gardens Condo Association might bring up. Gary Preston pointed out that that could run into a$2m complex. Co- Chairman Mackail stated that the suggestion may hold merit, but that Tequesta's tax base did not warrant a$2m facility. Mr. Meyer asked what the Village anticipated as the biggest complaint. Gary Preston responded that it is anticipated that many youngsters will put to great use the recreational facilities that would be located at the Park, thereby causing the noise level to rise for Tequesta Gardens Condo dwellers. Ms. Sagrans felt that since the heart trail would probably be used at a later hour than sunset, lighting ought to be included in the long-range plan. Gary Preston, after talking with residents of Tequesta Gardens, felt the heart trail would be a major drawing point for that group. Mr. Meyer asked if the Hernandez parcel, No. 512, could be condemned. Mr. Bradford explained that was possible. He explained that that property used to be zoned residential. That parcel, being unincorporated, has now been re-zoned by the County to recreational, since the surrounding properties were zoned recreational. .' . ' Public Works Committee Meetinq Minutes September 19, 1990 Page 4 ------------------------------- Ms. Sagrans stated the JTJC Board woul.d like to see something done quickly regarding this Master Plan and asked the Committee for a proposal. Gary Preston stated the first step would be a lease which met with the Village and JTJC Board approval, then begin with the first steps towards development. Ms. Sagrans moved that the JTJC Board agree to the proposed Master Plan for Constitution Park, in concept, and a 99-year lease, with a provision of an out-clause by either party. Boardmember Meyer seconded the motion. The vote was: Elizabeth Anderson - for Frances 8aqrans - for Susannah Carr - for Bob Meyer - for Lee Henderson - for the motion therefore was passed and adopted. President Carr stated the Board would wait for a drafted lease from the Village for them to discuss with their attorney. IV. DISCUSSION OF FIVE (5) YEAR YOUTH CENTER OSAGE FOR JTJC/VILLAGE OF TEQOESTA. President Carr stated the JTJC has a 6000sf building which is not being utilized and asked if Tequesta could run summer programs at this facility, without costing JTJC a lot of money, since their revenues are extremely limited. Co- Chairman Mackail suggested a program in conjunction with the YMCA. Gary Preston stated that a very small amount of Tequesta's summer program activities take place inside and suggested that programs in conjunction with the YMCA would seem very beneficial for the JTJC facility. Co-Chairman Mackail felt a program such as that would generate much enthusiasm. Mr. Preston also stated that summer youth programs may be viable at JTJC should the entire park become developed as proposed. / , � Public Works Committee Meetinq Minutes September 19, 1990 Paqe 5 ------------------------------- V. ANY OTHER MATTERS Boardmember Henderson stated that JTJC has opportunities to seek contributions for its support and was concerned that potential contributors might be discouraged if they felt they were contributing to the Village instead of JTJC because of the joint agreement regarding the Park. Co-Chairman Mackail pointed out that when a donation is given to a non-profit organization for a specific item (i.e., basketball court), those monies cannot be co-mingled for any other use other than what they were specifically donated for. Mr. Bradford suggested, as far as marketing is concerned, that JTJC say the Village of Tequesta is pursuing a major undertaking relative to turning the JTJC land into a neighborhood park, and invite the community to rally with JTJC in this effort. He also suggested coverage in the Village Newsletter could take place, as well as the in news section of the water bill. Perhaps the Courier Journal as well could give a good publicity printout. VI. ADJOURNMENT The meeting was adjourned at 8:50 P.M.
