I. The Tequesta Public Works Committee held a scheduled meeting
at the Village Hall at 357 Tequesta Drive, Tequesta, F]�orida,
on Tuesday, February 19, 1991. The meeting was called to
order at 9:10 A.M. by Village.Manager, Thomas G. Bradford.
A roll call was taken by the Recording Secretary, Fran
Bitters. Committee members present were: Co-Chairman Ron T.
Mackail. Chairman Edward C. Howell was held up at a Sales
Meeting and arrived at 9:15 A.M. Village Staff present were:
Thomas G. Bradford, Village Manager, and Gary Preston,
Director of Public Works and Recreation.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. IMPROVEMENTS TO RIGHT-OF-WAY IN FRONT OF GALLERY 3QUARE 50UTH
Village Manager Bradford explained there are two aspects of
this project to be covered: 1) long term ideas , and 2) short-
term ideas.
The long-term ideas are more expensive, with no funds to take
care of these immediately. Therefore, these will be postponed
to a future date. The short-term ideas involve removing
asphalt, planting grass, providing a sprinkler system and more
Palm Trees. The present asphalt has caused the problem of
losing Royal Palm Trees in the past. (An overhead projection
was shown depicting Gallery Square South, the area of
concern.) Mr. Bradford pointed out that the plans were to
remove the asphalt in front of Gallery Square South up to the
edge of the road, and replant that area with sod and install
an irrigation system. It was the evaluation of Rood
Landscaping that the continuing cause of death of Royal Palms
in that area was the asphalt, which does not allow proper
moisture to get to the root ball of the trees, and the heat
generated by the asphalt.

Gary Preston explained the short term plans: The plan entails
going from Tequesta Drive to the Right-of-Way line and from
the entrance to the exit of the shopping center (approximately
200 feet x 20 feet) . The first item to be taken care of would
be to remove the asphalt. Then a five foot wide sidewalk
would be added. The three Royal Palms which have died
previously would be replaced, along with a complete irrigation
system and re-sodding of that whole section. The money for
this part of the project has already been budgeted.
The long range plan would include a curb and gutter system for
that whole section of Right-of-Way, the purpose being to
encourage on-site retention of rainfall. The southeast corner
of the intersection of Tequesta Drive and Seabrook Road would
then become a full turn.
Adelle Schlusemeyer, owner of Gallery Square South, stated her
concern would be to ensure a proper flow of traffic and access
into the parking lot of her shopping area. Co-Chairman
Mackail suggested the entrance to the area be on the northeast
side with the exit onto Seabrook, which would require re-
striping of the parking lot and would avoid any confusion that
an entrance off Seabrook might cause.
A citizen asked if there were any plans to widen Tequesta
Drive in that area. Mr. Bradford answered "no", and explained
that State Law is such that if the traffic generation is such
that the road falls beneath a certain minimum standard, it
would be necessary to widen the road. However, presently that
plan does not exist.
Mr. Preston explained that the short-term plans would not
effect Mrs. Schlusemeyer's entrance or exit. At some point
in time, a maintenance update will have to take place in that
shopping center parking lot anyway. If the Village knows a
year ahead of time what Mrs. Schlusemeyer's plans are, it
� could be budgeted to make the curbing and gutter at the same
time the parking lot was re-striped. If the Village could
work out a plan within the next five years, it would be
convenient for the Village and Mrs. Schlusemeyer. Mrs.
Schlusemeyer stated she had no objection with the Village
proceeding with their immediate plans as long as it did not
effect her entrance or exit. Mr. Preston stated the project
would be approximately a two-week project, and a good starting
date would be the end of May.

Chairman Howell moved to proceed with the above-referenced
project to begin the end of May 1991. Co-Chairman Mackail
seconded that motion. The vote was:

the motion was therefore passed and adopted.
IV. PROPOSED LEASE AGREEMENT BETWEEN THE JUPITER-TEQOESTA JUNIOR
CITIZENS AND THE VILLAGE OF TEQIIESTA
Gary Preston explained that today's meeting is to review the
proposed Lease Agreement, which, if approved, will be
presented to the Village Council for their approval. Mr.
Preston reviewed the Lease Agreement by item for the public's
benefit.
Joe Collins, past President, Tequesta Gardens Homeowners
Association, stated the minds of the HOA are open to this park
issue, even though the park was originally a passive one, and
now has plans to become active. Some concerns of the HOA are:
o will there be restrooms and showers there;
o what will be the hours of operation;
o would there be night lighting;
o what means would be employed to prevent 1;��,rusion into
Tequesta Gardens.
Gary Preston explained the users of this park would not be
lingering for a long time and there would be no great demand
for showers and/or restroom facilities. Hours of operation
would be a Council decision. Some night lighting would be
used for the heart trail, but none is planned for the
volleyball or basketball courts. Mr. Mackail suggested some
type of fence between Tequesta Gardens and the park.
The public questioned whether there was a great demand for an
active park. Susannah Carr, President, JTJC, explained the
demand for this type of park in Tequesta is a great one.
Chairman Howell noted he had received many calls for the park.

Rick Hayes, whose property abuts Constitution Park, was
concerned that the heart trail would only be 15 feet from his
property. His concern was for the privacy and safety of his
praperty. He would be opposed to a chain link fence
separating his property from the park and more in favor of an
8-12 foot wall. Mr. Bradford asked if a wooden fence would
be more appealing to Mr. Hayes and park hours limited to
sunrise to sunset. Mr. Hayes' answer was affirmative. Mr.
Collins stated the Tequesta Gardens HOA would strongly favor
sunrise to sunset hours also.
Chairman Howell felt that since there were still many issues
to resolve over the park issue, another workshop session would
be warranted.
V. ANY OTHER MATTERB
There were not other matters before the Committee.
VI. ADJOURNMENT
The meeting was adjourned at 10:45 A.M.
