I. The Tequesta Public Works Committee held a scheduled meeting
at the Village Hall at 357 Tequesta Drive, Tequesta, Florida,
on Monday, January 13, 1992. The meeting was called to order
at 2:10 P.M. by Chairman Edward C. Howell. A roll call was
taken by the Recording Secretary, Fran Bitters. Committee
members present were: Chairman Edward C. Howell and Co-
Chairman Ron T. Mackail. Village Staff present were: Joann
Manganiello, Village Clerk, and Gary Preston, Director of
Parks and Recreation. In attendance as representation of
Lighthouse Gallery were: E. Faye Schrecengost, Dorothy
Campbell, Bruce Heard, Patricia Reed and Cyrese Colbert.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. REVIEW AND DISCUSSION OF THE PROPOSED TEQUESTA FEST �92 EVENT.
Chairman Howell stated that the Committee should be sure to
discuss the extent of Village involvement regarding the
Tequesta Fest and Village funding in the future. Co-Chairman
Mackail informed the Committee that the Village is funding
$3500 for the 1992 Tequesta Fest.
Chairman Howell pointed out that the Village's position should
� be one of social leadership and that it would be his position
that the business community and citizenry should perhaps
'carry the ball' regarding special events. Dorothy Campbell
reminded the Committee that Tequesta Fest was created by the
Village, who then asked for assistance in putting it on.
Therefore, she felt it was the Village's place to offer
leadership in that area.

The Committee suggested that attendance records of the
Tequesta Fest be kept as a comparison from year to year. Mrs.
Campbell informed the Committee that information is available
regarding receipts and expenses for Tequesta Fest 1991.
Total revenues for Tequesta Fest '91 were $4162.05 with
$862.66+ in expenditures.
Co-Chairman Mackail suggested participation in Tequesta Fest
by other shopping centers in Tequesta, (i.e., monetary
support, underwriting a Festival participant, etc.). Mrs.
Campbell's and Cyrese Colbert's objection to this suggestion
was that if retailers from other shopping centers were allowed
to display their wares at a booth at the Festival, it would
tend to give a flea market effect. Mr. Mackail reiterated
that his suggestion was for the purpose of gaining more
community support for the Festival, and that his concerns were
regarding the funds available for the Festival. Pat Reed
explained that a local doctor donated $500 out-of-pocket last
year and that Fred Alben contributed $500 for a scholarship
and has agreed to continue this support over four years. Mrs.
Campbell explained that this year's Festival will have more
arts and crafts (at least 50 booths) this year.
Suggestions for Tequesta Fest '92 were:
o Covered seating;
o More Arts & Crafts;
o Better advertising (i.e., Village Newsletter,
Courier Journal, Post Times, Stuart News);
o Stage for stage events.
1. A suggested list was presented for selection of events:
A) Performance by the Burt Reynolds Institute
Apprentices. A stage performance with a aost of
SSOO.
B) Robin Plitt, Florida Folklorist. A stage
performance with a cost of $100.
C) Lake Worth Square Dancers. A stage performance.
D) Brian Bobbitt, Narrator and Pilot of the Manatee
Queen. A stage performance - gratis.

E) Order of the Arrow Indian Dancers. A stage
performance costing $25.
Fj Canine Performance "A Day at the Beach". A free
stage performance. This was a popular event at last
year�s Festival.
G) Dixieland or Ragtime Band. A stage performance
costing approximately $350-$400, playing according
to schedule.
H) Puff the Magic Dragon - to be located in the middle
of the street between Gallery Square North and
Gallery Square South. - Children�s Activity -$1.00
each child.
I) Officer McGruff - wandering.
J) Children's Activities: Fish Pond, etc. -$200 or
less - yet to be determined.
K) Fire Truck and Ambulance.
2. Village Contribution: $3500.
3. Income Sources
A) Booths - Some charged $25; some charged nothing.
50 arts & crafts booths; 25 civic booths.
B) Organizations
C) Vendor Sales
D) Other
4. Expenditures
A) Advertising - last year was a little over $800. The
Village Newsletter will announce the '92 Fest.
B) Lolly the Trolley: $535.00
C) Stage: $300.00.
D) Tent:
- 40 x 80 = 500 seats =$960;
- 30 x 40 = $400;
- 40 x 60 = 400 seats =$720;
- 30 x 60 = 300 seats =$540.
With Village Council's permission, the tent can be
set up on Friday and removed on Monday, being
charged for only one day.

5. Special Permission Items
A) Closing 5ection of Tequesta Drive

C) Banner Over Tequesta Drive or on the portion of the
stage facing Tequesta Drive.
D) Other - Eight foot multi-colored helium balloon
($75.00); Thirty-five foot multi-colored helium
ballon ($175.00).
6. Any Other Matters
The Committee recommended that the Village Council consider
the erection of the stage and the tent for the Friday before
the scheduled Tequesta Fest '92.
Mr. Mackail asked who was responsible for liability insurance
to cover the Festival. Faye Schrecengost explained that the
Gallery has liability insurance and �or the Festival there is
always a Certificate of Liability issued. As owners of the
parking lot, it was questioned as to whether the Village
should carry the liability. The Committee concurred that that
would have to be determined through the Village insurance
policy.
V. ANY OTHER MATTERS
There were not other matters before the Committee.
