I. The Tequesta Public Works Committee held a scheduled meeting
at the Village Hall at 357 Tequesta Drive, Tequesta, Florida,
on Monday, May 11, 1992. The meeting was called to order at
9:35 A.M. by Chairman Ron T. Mackail. Village Staff present
were: Village Manager, Thomas G. Bradford, and Gary Preston,
Director of Public Works and Recreation. Co-Chairman Edward
C. Howell was not in attendance. Also in attendance was Lesly
McWhorter, President/CEO, YMCA of the Palm Beaches.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. REVIEW OF FORTHCOMING YMCA SUMMER YOUTH PROGRAM AT JTJC
FACILITY. Mr. Lesly McWhorter, President/CEO, YMCA of the
Palm Beaches.
Village Manager Bradford explained that the YMCA had made
arrangements with JTJC to conduct a summer day camp at the
JTJC facility on Seabrook Road in Tequesta. This could have
an impact on Tequesta's summer day camp run at Tequesta Park
and has the possibility of working together to make for a
better area-wide summer day camp type activity.
Mr. McWhorter stated he had been meeting with JTJC for over
six months regarding such programming. He explained that the
YMCA runs 15 such day camps, with some degree of success, and
this would be a"testing of the waters" in the north county
area, with the possibility of using Tequesta Park as an
adjunct to providing this service to the Jupiter/Tequesta
area. If the summer program is successful, a full-time, year-
round program might be considered.
Mr. McWhorter gave a slide presentation giving some history
of the YMCA and showing its diversity. The local YMCA is
autonomous, operating with a Board of Directors.

Chairman Mackail asked if the JTJC building would suit the
needs of the summer program. Mr. McWhorter explained that it
couldn't be better, but it does need some repairs such as
clearing off and cleaning up the property, the parking lot has
some potholes and needs striping, lighting in the parking area
would help, the immediate area around the building needs a
face-lifting, the exterior of the building needs to be painted
and there are several areas where the plaster is falling off.
Some funds are available through the YMCA for some of the
work, but donations of labor, funds and materials will be
needed. The facility must be in order by June 12 in order to
be ready for the summer program. Tequesta will need to work
on the parking lot and perhaps provide some workmen to help
clean up the property.
Gary Preston asked that a list of work that needed to be done
at the JTJC building be presented to him in order for the JTJC
facility to be ready for the summer program. A JTJC
representative stated that several organizations are being
approached regarding donating their time and funds for the
program and a"clean-up week-end" at JTJC. Chairman Mackail
stated that a"priority list" would be needed and that the
Committee will present such to the Village Council.
Mr. McWhorter asked to negotiate what the Village be willing
to help with out of their summer recreation program allotment,
stating that a bus for the proqram is a necessity. The YMCA
is contracted with an individual who offers a bus service.
Funds are also needed for scholarships.
Mr. McWhorter stated that some specific activities of the
summer program could be teaching of softball, volleyball., game
activities, arts and crafts, Christmas in July, Olympics Day,
different groups from the communities (fire, police, humane
society), martial arts, field trips, etc. The YMCA program
is very structured. He stated further that this summer
program would need promotion, and to be certain it ties in
Jupiter as well.
The price of the summer program would be $130/2-week period
per child, 10-12 children per counselor, plus a site director,
with a minimum of 35 children and hopefully 60 children. The
children bring their own lunches. A drafted budget reveals
that with a minimum of 35 children, the cost would be $23,000-
$25,000 for the summer. The YMCA does have $3M umbrella on
their insurance policy.

Mr. Preston reported that Tequesta serves approximately 170
children in its summer program, which is a"drop-in" program,
for ages 5-17, but there are not many beyond age 12 who
attend. There is no charge for this program, and there are
four supervisors for the program. The children come from
Jupiter north of the River (20�}, Tequesta (40�), Martin
County (20�), and unincorporated Palm Beach County (20�).
Tequesta's summer program takes place at Tequesta Park, with
no indoor facility, no air conditioning. The kids attend from
a few minutes to a couple hours per day. Because the program
takes place outside, it gets cancelled on rainy days.
Chairman Mackail agreed with the merger and recommended
forwarding proposal to the Village Council as soon as possible
for final decision.
V. CONSIDERATION OF COMBINING YMCA PROGRAM AND TEQUESTA PROGRAM
AS A JOINT COMPREHENSIVE 8UMMER PROGRAM FOR.THE CHILDREN OF
THIS AREA.
Mr. Preston explained his reasons for recommending the joint
summer program: 1) Parents request a program from 7:00 a.m. -
6:00 p.m. Tequesta prefers to offer a recreation program, not
a baby sitting program; 2) Tequesta Park program is strictly
an outdoor "drop-in" program, making it difficult to keep the
children from wandering off. Parents get very nervous if they
do not know where their children are; 3) No air-conditioned
facility at Tequesta Park; 4) the YMCA is a professional
organization with full-time staff. Tequesta Park has only a
part-time staff which is spread very thin.
It was Mr. Preston's recommendation that the Village provide
the $5,200 as a starting point, to make the joint program a
success. He felt Tequesta's summer program would continue to
decline.

There being no other matters before the Committee, the meeting
was adjourned at 11:10 A.M.
