I. The Tequesta Public Works Committee held a scheduled meeting
at the Village Hall at 357 Tequesta Drive, Tequesta, Florida,
on Thursday, April 15, 1993. The meeting was called to order
at 4:30 P.M. by Chairman Earl L. Collings. In attendance
were: Chairman Earl L. Collings; and Co-Chair Liz Schauer.
Village Staff present were: Village Manager, Thomas G.
Bradford, Village Clerk Joann Manganiello, Gary Preston,
Director of Public Works and Recreation, and Lt. Steve
Allison, Tequesta Police Department. Also in attendance were:
Richard Staudinger, Gee & Jenson; Jaing Song, Gee & Jenson;
and Fred Schwartz, Kimley Horn.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. POSTING OF REVISED TEQUESTA DRIVE BRIDGE WEIGHT LIMIT
The Village, for three years, has been working with the
Florida Department of Transportation (FDOT) seeking a revised
load rating analysis for Tequesta Drive Bridge. The Bridge was
built in 1962 with a load limit rating of 20 tons. There was
no problem with that at that time. Today vehicles exceeding
30 tons in weight pass the Bridge at least once per day. No
fines can be given unless the Bridge and its load limits are
properly posted, which would entail a succession of nineteen
signs in the approach to the Bridge. The one enforcement
official responsible for this type of enforcement covers a
five-county area and visits the Tequesta area approximately
only once every two years. Presently, the Village can only
give a warning to those who exceed the Bridge load limit. If
the signs presently located at the Bridge was increased to 33
tons, that still would be an abnormally low limit for today's
traffic.
The Committee concurred to recommend to the Village Council
increasing the load limit on the signs located at the Tequesta
Bridge to 33 ton.

IV. REVIEW OF PROPOSED DOVER DITCH IMPROVEMENT PROJECT.
A) Project History: Dover Ditch goes under Seabrook Road
with twin 36" culverts and open ditch, with twin 54" culverts
underneath Riverside Drive, and continues on out into the
Loxahatchee River. A portion of the Ditch is located wholly
within the Town of Jupiter, and a portion borders the Village
of Tequesta. The Ditch was originally an old County road
right-of-way. Some time ago an agreement was signed between
the Village of Tequesta and Palm Beach County regarding the
maintenance of the Ditch. The Village took over maintenance
of the Ditch. Approximately 26% of the watershed from the
Ditch is from residences and roadways within the Town of
Jupiter, with approximately 75% of the watershed from Village
of Tequesta roadways and residences. There is a long history
of problems with the Ditch, including previous flooding.
Improvements were made to the Dover Road area a number of
years ago around 1979-80. Inlets and pipes were placed in the
Dover Road area, directing the drainage to Dover Ditch. Dover
Ditch was widened, cleaned out and maintenance improvements
were done at that time. No major drainage instances have
taken place since that time.
B) Review of Proposed Construction Activities: The problem
with the Ditch is continuing maintenance costs. The Ditch is
over 2000 feet long. Every year there are problems with
erosions on the south bank, the Jupiter side, between Seabrook
and Riverside. One home has suffered a 8 foot property loss
due to erosion. This erosion fills the ditch which presents
the need of having it cleaned out. (A resident of Dover
Circle, Paul Moran, was in attendance regarding the Dover
Ditch issue). There are also continuing problems with flap
valves on the River side of the Ditch. These valves must be
maintained regularly (significant cost), or sediment will
collect and cause them to jam in an open position. Options
have included: 1) include some Cypress Drive Drainage; 2)
enlarge the Ditch and do a general cleanup; 3) enclose some
of the Ditch; 4) do a minor bank stabilization. Options could
cost from $50,000 to $1M.

The Dover Ditch problem is somewhat related to the Cypress
Drive Drainage issue. Other issues to be considered regarding
Dover Ditch are permitting issues, groundwater recharge, etc.
Chairman Collings stated that, since the two issues do relate,
it would be the Committee's position that Gee & Jenson make
a comprehensive recommendation to remedy the problems with
Dover Ditch by: 1) Doing a new survey of Dover Ditch; 2)
proceed with Option 2(install two 52 inch culverts and
backfill); 3) prepare construction plans and cost estimates;
and 4) prepare for bid.
V. REVIEW OF PROPOSED TEQUESTA PARR FIVE-YEAR CAPITAL IMPROVEMENT
PROGRAM. Gary Preston, Director of Public Works.
Gary Preston presented to the Committee a five-year capital
improvement program for Tequesta Park and explained to the
Committee the problems regarding Tequesta Park: The shellrock
is bad; playground is not only outdated, but unsafe; there are
better surfaces available than what exists at Tequesta Park;
and the State has no monies to match funds as was so in the
past.
Improvements involve: 1) asphalting and landscaping the
parking lot; 2) playground improvements; 3) two new softball
fields and improvements to three existing fields; ballfield
lights for existing sports complex; 4) parking lot expansion;
5) new concession building; and 6) resurfacing of tennis
courts.
There has been a great reduction in the functioning capacity
of the Park because of its disrepair. The Jupiter/Tequesta
Athletic Association no longer holds their games there because
of the unsafe condition of the Park. Mr. Preston explained
that if the Park was immediately improved, the Athletic
Association would return to the Park. No help with funding
improvements/maintenance for the Park, (though located in
Martin County), is expected from Martin County. The cost to
bring the Park up to p�r and total operating capacity is
approximately $600,000 over the five-year period. It is
mandatory that seventy percent of the (42 acre) Park must be
kept in its natural state.
The Committee concurred that improvements to the entire park
should proceed as soon as possible.

VI. PRESENTATION OF THE TEQUESTA DRIVE/COUNTRY CLUB DRIVE CORRIDOR
ANALYSIB (TRAFFIC STUDY). Fred Schwartz, P.E.
Mr. Schwartz explained that, in his study, he reviewed the
North Fork Development - pro active regarding existing traffic
problems - researched all agencies regarding preliminary
development approvals - added traffic to project future build
out, and considerecl vacant areas regarding future traffic.
He looked at the Village Comprehensive Plan to determine what
is allowed on those roads. Page 16 of his report covers that.
He explained that it is necessary for Tequesta to consider the
level of service regarding roads. The community the road is
in sets the level of service standard for each road. Tequesta
has a service level of (D), which translates into 15,300 daily
trips over a 24-hour period. Mr. Schwartz explained how that
compares to other municipalities: Tequesta measures by peak
season; other municipalities measure by using an annual scale.
Page 15 of Mr. Schwartz's traffic study reflects results of
calculations and comparisons.
Chairman Collings inquired as to how many cars, during peak
season, come into Tequesta from Martin County. Mr. Schwartz
stated that his study (page 23) shows that 51% of the traffic
coming down Country Club and Tequesta Drives during peak
season comes from Martin County. Mr. Schwartz felt it was
necessary for the Village to re-define what is an acceptable
amount of traffic for the Village. Chairman Collings felt it
would take more than paperwork to reduce the level of traffic
in Tequesta. Village Manager Bradford stated that reducing
the level of Country Club Drive from (D) to (C), reducing the
right-of-way from 80 to 60 feet, and build a landscape median,
would not only help Tequesta to forego the widening of Country
Club Drive but help in the reduction of traffic as well.
The Committee determined their recommendation to the Village
Council would be:
o Reduce the right-of-way on Country Club Drive from 80
feet to 60 feet;
o Amend the Village Comprehensive Plan to reflect the level
of service on Country Club Drive as level (C);
o Redefine service level (C) as 10,900 trips/day.

It was the Committee's recommendation to the Village Manager
to seek cost-sharing from Martin County for the maintenance
of Country Club Drive, since the traffic study supports the
findings that 51% of the traffic on Country Club Drive is from
Martin County, and since more development is planned in Martin
County, which would only increase traffic flow from that area.
Mr. Schwartz suggested another option of landscaping the
right-of-way on both sides of Country Club Drive, limiting the
roadway capacity within the 80 foot section.

There were not other matters before the Committee.
